Proposing some solutions for socio-economic development of the capital in the period 2025-2030

Therefore, Hanoi needs to clearly define its strategy in the next 5 years in the new context when the whole country has only 34 provincial-level administrative units.

With its heroic historical tradition and being a land of “spiritual and talented people”, the capital Hanoi is not only the pride of Hanoians, but also the pride of the whole country. The viewpoint “Hanoi for the whole country, with the whole country” shows that it is necessary to strengthen coordination between Hanoi and the Central Government, localities and the international community to promote sustainable development and spread for the common good.

In my opinion, Hanoi Capital in the next 5 years needs to clearly define its strategy in the new context of Hanoi Capital in 34 provinces and cities.

Therefore, in my opinion, the Capital strategy follows the following directions: (1). Planning, developing urban infrastructure, renovating green urban areas, renovating the green living environment for Hanoi to develop cultural - culinary tourism, international fairs - exhibitions. (2). Orienting Hanoi to become a Smart City with digital infrastructure, open data, Electronic City. (3). Developing high-quality service industries: Finance, banking, insurance, logistics. (4). Developing clean agricultural food supply areas for the entire Capital region. (5). Developing Hanoi into a high-qualityeducation and training center of the country, becoming a place to nurture innovation, a startup incubator. (6). Building an elegant and civilized capital.

To implement the above strategic directions, Hanoi needs to specify them with corresponding goals and solutions.

Firstly, for the group of issues "Planning, urban infrastructure development with commercial development, green real estate"; first of all, regarding urban planning, management and development, the City needs to continue to improve the quality of planning work, ensuring synchronization between general planning, zoning planning and social infrastructure planning. At the same time, it is necessary to strengthen the supervision of planning implementation, strictly handle violations. Hanoi wants to develop to have a position in the world and especially a position in the whole country, in the coming period Hanoi needs to determine the development of internal strength from natural conditions, from historical and cultural factors to attract tourism and attract technology investment.

The solution in urban planning to make Hanoi a highlight is: (1). Developing according to the "multi-center - green urban model" model: Hanoi does not only focus on one main center but forms many functional areas (Old Quarter Center, Hoa Lac Center, Dong Anh, Gia Lam - Long Bien ...). (2). Identifying Administrative, Technology - Financial areas. Reviewing and adjusting the general planning and urban zoning towards increasing the area of ​​trees, water surface, public space, linking the urban environment with nature. It is possible to promote the motto of developing Hanoi urban area according to the model of City in the park - City in the garden. To do this, in the next five years, for the central urban area, it is necessary to promote investment in improving the drainage system, preventing domestic wastewater from flowing into the rivers around the city, reviving the rivers; improving the system of parks in the city.

For new urban areas in planning and planning adjustment, it is necessary to reserve at least 40-50% of the area for trees, water surfaces, and parks; apply the "Green Plot Ratio" standard - the required ratio of trees to the construction area; urban design focuses on ecological connections, such as "green links", biological corridors between areas.

Hanoi should pioneer in building green certificates for construction and renovation projects in terms of: energy efficiency; water saving; sustainable materials; ventilation capacity, emission reduction; water and waste management.

To do this, it is necessary to develop incentive and mandatory policies, specifically supplementing the construction and application of green laws: Limiting personal vehicles, requiring wastewater treatment, and clean energy. The Government and the Capital also need to support green buildings by exempting and reducing taxes for qualified buildings.

Second, regarding “Orienting Hanoi to become a Smart City with digital infrastructure, open data, and an e-City”, in the context of current technological development, Hanoi must be a pioneer in applying science and technology in city management. Therefore, Hanoi needs to boldly orient itself towards building a “Super Smart Society” – a super-connected smart society (Society 4.0). The goal is not only to apply technology but also to solve social challenges such as population aging, pollution, traffic, and public services.

So what does our Hanoi need to do? Hanoi needs to invest in synchronous digital infrastructure: Develop 5G network, data center, IoT sensor, connect the whole city; all electricity, water, and transportation systems have digital data platforms and automatic control. Hanoi needs to build open data and digital governance: Build regional data centers, share public data; build open data platforms shared between the government - businesses - people. People can access public data (weather, security, health, traffic, etc.) to apply to life.

Hanoi needs to develop Digital Public Services - Electronic City: All administrative procedures are digitized: Residence registration, tax, insurance, health care, licensing... are done via the Internet; building a paperless city. Hanoi also needs to manage the city with AI, IoT: Apply AI in traffic coordination, energy, waste management, emergency incident handling; AI cameras help identify traffic violations, environmental incidents. And Hanoi needs to promote Digital Citizenship - Digital Democracy: People are equipped with an electronic citizen identification system; applications to reflect recommendations and collect citizens' opinions are all done on phone apps.

Third , on "Developing high-quality service industries: Finance, banking, insurance, logistics", in the coming time, Hanoi needs to identify services as the main pillar of the knowledge-based economy and high added value. The growth model is based on "high-end services, lean human resources, leading technology". Focus on building a world-class investment, legal and infrastructure environment to attract financial, logistics and technology service businesses.

To do this, in the field of finance - banking - securities, Hanoi should learn from the experience of the capitals of countries in the region through policies to attract large financial corporations and banks in the world to develop and open locations in Hanoi to become a global financial center (according to the Global Financial Centers Index). Invest in transaction automation, financial data centers, and innovative Fintech. Currently, universities in Hanoi have many students in the economic sector trained in international financial human resources with CFA, FRM, Actuary standards... so they are enough to meet the human resources needs of financial corporations. This is the premise for developing Fintech, digital banking, and legal sandboxes for testing new financial technologies. Hanoi can build a special financial area (Tay Ho Tay, Long Bien...) or test a sandbox in Hanoi for digital banking - digital insurance.

Regarding “Logistics - Smart Logistics”, Hanoi can develop logistics clusters in Gia Lam, Soc Son, Phu Xuyen. Although Hanoi does not have a seaport, the distance from seaports of some cities to Hanoi, especially Hai Phong, is not too far, so it has enough conditions to build Hanoi as a major cargo transit center of the country and Southeast Asia. Hanoi can invest heavily in automated ports (Tuas Mega Port), smart logistics systems, connecting AI and robots. Hanoi should promote a green logistics network, encourage the use of clean, fuel-efficient vehicles; at the same time, it can apply blockchain, big data, IoT in supply chain and transportation management.
