Proposal for adjusting land use indicators

(Baoquanngai.vn) - On the morning of January 4, Deputy Prime Minister Tran Hong Ha chaired an online conference on the plan to adjust land use targets and adjust the national land use plan for the 5-year period 2021 - 2025. Attending the conference at the Quang Ngai bridge point were Vice Chairman of the Provincial People's Committee Tran Phuoc Hien and leaders of departments, branches and sectors.

Implementing Decision No. 326/QD-TTg of the Prime Minister on the allocation of national land use planning targets for the 2021-2030 period, with a vision to 2050; the 5-year national land use plan for 2021-2025, localities across the country have established provincial planning and land use plans based on the targets allocated by the Prime Minister. During the implementation process, many localities have proposed adjustments to the allocation of land use targets to remove obstacles and difficulties.

According to a survey by the Ministry of Natural Resources and Environment , localities focused on proposing adjustments to a number of land use indicators such as: Rice-growing land, industrial park land, infrastructure development land, traffic land, land for construction of sports facilities, energy project land, protective forest land, production forest land...

Of which, 18 localities proposed to reduce 5,160 hectares of allocated industrial park land; 6 localities proposed to increase. Regarding the traffic land target, it is proposed to reduce more than 2,200 hectares allocated in 11 provinces; increase allocation for 10 provinces with implementation rate of over 10% and with national key projects to be implemented in the period of 2021 - 2025.

Adjusting the reduction of 402 hectares of land for the construction of cultural facilities according to the proposal of 4 provinces: Hoa Binh 28 hectares, Nam Dinh 56 hectares, Da Nang 212 hectares, Quang Ngai 106 hectares to comply with the Master Program on Vietnam's cultural development for the period 2023 - 2025 approved by the Prime Minister. Adjusting the reduction of 736 hectares of land for the construction of educational and training facilities according to the proposal of 8 provinces, to supplement and meet the increased demand of 12 provinces. Of which, Quang Ngai proposed to add 44 hectares of land for the construction of educational and training facilities.

At the conference, leaders of provinces and cities discussed and proposed to continue adjusting land use targets according to the actual needs of each locality. It is recommended that the Prime Minister consider and decide to adjust land use targets according to the proposals of the People's Committees of provinces and cities. Regarding the adjustment of the 5-year national land use plan for 2021 - 2025, the Ministry of Natural Resources and Environment is reviewing, evaluating and synthesizing the land use needs of ministries, branches and localities to report to the Government for consideration and submit to the National Assembly for adjustment according to the provisions of the law on planning and land at the nearest session.

Concluding the meeting, Deputy Prime Minister Tran Hong Ha acknowledged and highly appreciated the opinions of local leaders. He requested the Ministry of Natural Resources and Environment to synthesize all opinions and proposals of leaders of provinces and cities nationwide. On that basis, complete the plan to adjust national land use targets to report to the Prime Minister for consideration and decision.
