BTO-Vice Chairman of the Provincial People's Committee Nguyen Hong Hai has just chaired a meeting to listen to a report on the proposal to develop a plan to build a storm shelter combined with Mui Ne fishing port, Phan Thiet City. Attending were leaders of relevant departments, sectors and localities.
The investment project to build a storm shelter for fishing boats in Mui Ne, Phan Thiet City was approved by the Provincial People's Committee in 2010, with a total investment of 410 billion VND, implementation period 2010 - 2015, but up to now the project has not yet started construction due to the lack of capital balance for implementation. The proposed location was approved in Mui Ne Bay (front beach) with many construction items, including: Breakwater, coastal protection embankment, fishing boat landing and essential infrastructure items, combined with Mui Ne fishing port, type III port. However, in the long term, the approved construction location of the project when put into operation will have the risk of causing environmental pollution, affecting tourism activities in the Ham Tien area, besides, the scale of the anchorage area does not meet the current demand for fishing boats.
Therefore, it is necessary to review the location and scale of the project.
At the meeting, the Project Management Board for Investment and Construction of Agricultural and Rural Development Works (Project Management Board) proposed a new location to implement the Mui Ne Storm Shelter for Fishing Boats project with an anchorage area of 45 hectares. The goal is to build a storm shelter combined with Mui Ne fishing port to create a safe area for boats to anchor during storms, minimizing damage to people and property during storms; contributing to the development of the fishing industry, seafood processing and fishing logistics services; serving the number of 600 ships with a capacity of up to 600CV anchoring to avoid storms in Mui Ne, Phan Thiet city. In addition, the project's goal is to strive to turn Binh Thuan into one of the major centers for fishing exploitation, fishing logistics services, processing industry, and seafood seed production industry in the South Central Coast and Southeast regions. Accordingly, the Project Management Board has proposed two new adjusted locations: the first is a location moved south of the original location, closer to Mui Ne, the second is the location in the Hon Rom area, the sparsely populated logistics area.
After listening to opinions and discussions from leaders of departments and branches at the meeting, Vice Chairman of the Provincial People's Committee Nguyen Hong Hai agreed to adjust the location of the Mui Ne Fishing Boat Storm Shelter Project to a location further south than the original location, along To Hieu Street because it can reduce investment costs, has convenient planning and the possibility of expansion in the future. In the coming time, the Vice Chairman of the Provincial People's Committee requested the Department of Planning and Investment to review the Binh Thuan Provincial Planning for the period 2021 - 2030, with a vision to 2050; the Department of Construction coordinates with the Department of Culture, Sports and Tourism to review the Mui Ne National Tourism Area Planning; Phan Thiet City People's Committee reviews the Local Planning to ensure that the project implementation location is consistent with these Plannings.
The Vice Chairman of the Provincial People's Committee also requested the Project Management Board to consider and evaluate the harmonious benefits between the parties when the project is completed and put into operation. At the same time, continue to implement the project's procedures and processes according to regulations. Relevant departments, branches and the People's Committee of Phan Thiet City support the Project Management Board during the implementation process so that the project can be completed soon.
