On the morning of April 28, Deputy Minister of Home Affairs Nguyen Thi Ha - Spokesperson of the Ministry of Home Affairs chaired a press conference.

20 localities have submitted documents on administrative unit arrangement project.
Responding to the press's concerns about the Project on rearranging and reorganizing administrative units at all levels and organizing two-level local governments, Director of the Department of Local Government (Ministry of Home Affairs) Phan Trung Tuan affirmed that this is a very large project, the first time in Vietnam's history that a two-level local government model has been formed. According to the roadmap, it is expected to be approved in June and take effect from July 1, 2025.
Up to now, localities have basically completed the project to build the arrangement for the units subject to arrangement (52 provinces and cities). The projects to arrange the administrative units at the commune level of each locality have also been basically completed.
"As of April 28, 2025, we have received 20 project dossiers from 20 localities. We are urgently working day and night, through the April 30 and May 1 holidays, to focus on ensuring the progress of submission to the Government, the National Assembly , and the National Assembly Standing Committee. We strive to complete all project dossiers at the provincial and communal levels nationwide before May 10; and submit all project dossiers from the Government to the National Assembly by May 15," informed Mr. Phan Trung Tuan.
The spirit of the Central Government is that communes must be close to the people, so their scale must not be too large. The total reduction in the whole country is 60-70%. According to the initial statistics of the localities after the reorganization, the reduction is about 67%; the number of new commune-level administrative units is about 3,300.
Regarding the standards for positions and titles of commune-level cadres and civil servants, the Ministry of Home Affairs has advised the Government to submit to the National Assembly at this session the Law on Cadres and Civil Servants (amended) and proposed unification in the civil service system at all levels in localities. Thus, in the future, there will be a common criteria system for standards for positions and titles of cadres and civil servants, including at the commune level. After the Law on Cadres and Civil Servants (amended) is promulgated, the Ministry of Home Affairs will advise the Government to issue a Decree stipulating specific standards.
Basically, the tasks of the district level will be transferred to the commune level.
Head of the Department of Local Government Phan Trung Tuan said: For the provincial level, the current number of staff will be basically maintained for the time being, for the district level, the staff, civil servants and public employees will be transferred to the newly formed commune level after the reorganization. Regarding the personnel plan, it will be implemented according to Conclusion No. 150-KL/TW dated April 14, 2025 of the Politburo guiding the development of personnel plans for provincial Party committees subject to consolidation, merger and newly established commune levels.

“The spirit is to implement the principle of “local decision, local action, local responsibility”, the Central Government only directs the policy, so the locality will have full authority to decide on the personnel arrangement of the communal-level administrative units”, Mr. Phan Trung Tuan emphasized.
For more information, Mr. Tuan said that in the project submitted by the Government, the current number of staff will basically be kept the same for the time being. According to the 5-year roadmap, new regulations will be issued to define the provincial and communal staff. The Ministry of Home Affairs will also report to the Government, coordinate with the Central Organizing Committee to review the entire total staff of the whole country, on that basis, make specific proposals on the provincial and communal government blocs, and report to the Politburo for decision.
For non-professional staff at district and commune levels, the Ministry of Home Affairs is currently requiring localities to summarize the number of redundant staff after the rearrangement.
Regarding non-professional workers at the commune level, there are currently 3 types of communes: I, II, III, with an average of about 12 people per commune (currently, the whole country has more than 10,000 commune-level administrative units). To resolve the policies for these subjects, there will be a Government Decree with specific regulations. From July 1, 2025, only the activities of non-professional cadres at the commune level will end, but not the activities of the group of non-professional workers at the village and residential group levels.
Regarding the tasks of the provincial and communal levels, initially the tasks of the provincial level will remain the same; the tasks of the district level will be transferred to the communal level; only a few tasks will be managed by the provincial level.
Regarding the Public Administration Center, Mr. Tuan said that it is initially planned to establish a number of specialized agencies to assist the commune level. However, this will later be specified based on an overall assessment of factors such as population size, natural area, functions, tasks, management authority, etc., according to each locality to calculate and propose to the competent authority on specialized agencies to assist the commune level, including the Public Administration Service Center.
“Currently, Hanoi has a Public Administration Service Center organized by region. Regarding the organization of the Public Administration Service Center at the commune level in the future, in the process of researching and proposing to build a Government Decree, we will carefully study each current local model and will seek opinions from the localities to propose a suitable model,” informed Mr. Phan Trung Tuan.
