Linking propaganda with reality at the grassroots level

On the morning of May 29, the Hanoi Department of Irrigation and Disaster Prevention and Control coordinated with Ba Trai Commune (Ba Vi District) to organize a conference to disseminate information on disaster prevention and control. This activity is part of the project "Raising public awareness and community-based disaster risk management" implemented by Hanoi City.

The conference was attended by nearly 100 representatives of households in Ba Trai commune. Here, people were introduced to an overview of the impacts of climate change, the trend of global warming; types of natural disasters that frequently occur in the locality such as heavy rain, flooding, flash floods, landslides. The reporters presented specific impacts, potential risks, and guided people on response measures before, during and after natural disasters.

In particular, the conference helped people better understand the main causes of damage caused by natural disasters, the role of preparation and coordination between forces. The propaganda content also mentioned the two-level local government organization model that Hanoi is implementing; regulations related to the collection and payment of the Natural Disaster Prevention and Control Fund.
According to Tran Thanh Man , Deputy Head of the Department of Irrigation and Natural Disaster Prevention and Control, Deputy Chief of Office of the Steering Committee for Natural Disaster Prevention and Control and Search and Rescue of Hanoi City, the community is the first place to be affected when a natural disaster occurs, but it is also the first force to do prevention, response and recovery work. When each person is clearly aware of the risks, each village has a prepared plan, and the spirit of mutual love is promoted, the resilience capacity will become increasingly stronger...
Towards building sustainable, disaster-resilient communities

Speaking to reporters from Hanoi Moi Newspaper, Ms. Tran Thi Lien in Village 2 (Ba Trai Commune) said: “After participating in this propaganda class, I have come to understand that there are many types of dangerous natural disasters in the commune. Previously, we only knew how to respond by instinct, but now we know how to prepare necessities, protect property, and contact the authorities...”.

Implementing the project "Raising community awareness and community-based disaster risk management", it is expected that in 2025, the Hanoi Department of Irrigation and Disaster Prevention and Control will coordinate with communes, wards and towns in Hanoi to organize training and propaganda classes for officers in charge of disaster prevention and control and commune-level shock forces.

The training courses focus on improving response skills, forecasting and warning methods, preparing human resources, materials, means and necessary supplies when natural disasters occur. In addition, grassroots cadres are also introduced to technology applications for disaster prevention and control, while disseminating relevant legal regulations, helping people understand correctly and do the right thing.
Through propaganda and training activities, Hanoi is gradually forming a culture of disaster prevention in the community, promoting the proactive spirit and responsibility of the people right from the grassroots. This is an important step in the sustainable development strategy of the capital in the face of increasing challenges from natural disasters, climate change, etc.
