Prioritize the development of integrated and intelligent transport networks
The Draft Political Report at the 1st Congress of the Ho Chi Minh City Party Committee, term 2025 - 2030, emphasized that the merger of Ho Chi Minh City with Binh Duong and Ba Ria - Vung Tau provinces has opened up opportunities to expand the market, increase investment attraction, connect infrastructure, connect production chains and raise international status, access financial resources and advanced technology.
However, the draft political report also frankly acknowledged that the City still faces many difficulties due to unsynchronized infrastructure.
Therefore, in the coming term, the City will re-architecture the development space according to multipolar - integrated - super-connected thinking; mobilize all resources to invest in building a synchronous, civilized and modern City infrastructure system.

To do that, Ho Chi Minh City will promote decentralization, decentralization, and focus on effectively exploiting land resources and increased land value for infrastructure development investment.
Mobilize and effectively promote all resources, especially resources from the people, according to the principles and order of priority: arrange and use public investment capital effectively, play a leading role in investment.
At the same time, create a breakthrough in attracting capital from the private sector, foreign investment capital, and international organizations in the form of public-private partnerships to quickly invest in completing the infrastructure system of functional areas and dynamic axes.
These dynamic axes include: East-West axis extending from Cai Mep - Thi Vai port cluster, Eastern high-tech axis (Thu Duc - Di An - Tan Uyen), International trade axis connecting airports, seaports with domestic and auxiliary logistics corridors. Growth poles: Financial center, Eastern innovation pole, Northwest logistics development pole.
In addition, Ho Chi Minh City will prioritize the development of an integrated and intelligent transport network, contributing to regional - inter-regional connectivity: urban railway systems, inter-regional dedicated railways, expressways connecting urban - industrial centers - seaports - airports - financial centers. In particular, speeding up the progress of investment in construction, upgrading, expanding, and putting into operation key traffic routes: Ring Road 2, Ring Road 3, Ring Road 4, expressways Ho Chi Minh City - Ben Luc - Long Thanh; Ho Chi Minh City - Moc Bai; Ho Chi Minh City - Thu Dau Mot - Chon Thanh; Long Thanh - Ho Tram.
At the same time, forming a railway transport axis to transport goods connecting Cai Mep - Thi Vai port with Binh Duong industrial zone to reduce traffic congestion and environmental pollution. Investing in coastal road systems, building and developing waterway transport systems to meet the needs of transporting goods, passengers and tourism.
Complete Thu Thiem New Urban Area before 2030
In the coming term, Ho Chi Minh City aims to invest in the complete construction of Thu Thiem New Urban Area before 2030; start the second phase of Phu My Hung Urban Area, speed up the progress of Can Gio coastal urban area; and implement urban upgrading projects in Vung Tau, Ho Tram and Phu My.
At the same time, develop a smart urban chain connecting the center of Ho Chi Minh City - Di An - Thuan An - Thu Dau Mot - Ben Cat - Phu My, new urban areas around traffic points connecting beltways and highways.
Along with that is creating a breakthrough in the infrastructure system, investing in completing the general urban technical system according to the planning. Applying IoT and AI to manage energy, water, essential public services and monitor the urban environment. Applying technology in intelligent traffic management and operation (ITS); using big data to optimize traffic.
Developing a high-end eco-tourism and resort center suitable to the potential and advantages of the City, positioning it as a green and smart international destination, combining conservation with development.
Ho Chi Minh City will plan and focus on investing in the coastal corridor area to become a multi-functional integrated development area: seaport - industry - urban - tourism - ecological conservation. Harmonious development between rural and urban areas in the direction of "village in the city, city in the village", with the orientation of "leaning on the mountain, protecting the forest" and "sticking to the river, facing the sea".
At the same time, urgently plan the development of the Saigon River corridor to exploit the economy and tourism, create green spaces, parks and public utilities along the river and preserve the natural landscape. Focus on developing green spaces, river spaces, cultural spaces, new urban areas, around Metro stations according to the urban development model associated with public transport (TOD), creating a living and working environment that meets international standards.
Promote regional connectivity through the external traffic axis system including National Highway 13, Ho Chi Minh City - Vo Van Kiet Expressway, Ben Luc - Long Thanh Expressway, Bien Hoa - Vung Tau - Long Thanh Expressway, etc.;
Developing an urban railway system in the TOD direction to effectively connect the inner city and functional centers;
Construct and upgrade high-speed passenger and freight railways (Bau Bang - Dong Nai - Cai Mep Thi Vai route), and complete the Belt Roads (2, 3, 4);
Effectively exploiting river transport (Sai Gon - Dong Nai - Soai Rap route) and coastal routes connecting with Cai Mep - Thi Vai - Can Gio port cluster, Can Gio international transit port, linked with logistics and port services;
Upgrading and expanding Con Dao airport to meet transportation needs and tourism development;
Developing smart, green transport infrastructure; applying AI, IoT, and big data in managing goods, supply chains, and capital flows.
