New developments in completing the Hanoi - Thai Nguyen expressway to 6 lanes

The Government Office has just issued Official Dispatch No. 4108/VPCP - CN to the Minister of Construction regarding the proposal to implement the Investment Project to complete the construction of the CT.7 Expressway, Hanoi - Thai Nguyen section, under the PPP method.

The document stated that, regarding the proposal of Phuong Thanh Transport Investment and Construction Joint Stock Company to the Prime Minister on the proposal to implement the project to invest in the complete construction of the CT.07 expressway, Hanoi - Thai Nguyen section under the PPP method, Deputy Prime Minister Tran Hong Ha assigned the Ministry of Construction to preside over the handling and report to the Prime Minister before May 19, 2025.

Previously, in March 2025, Phuong Thanh Transport Investment and Construction Joint Stock Company had a document from the Prime Minister and the Minister of Construction approving this unit as the investor to propose the complete CT.07 Expressway Investment Project, Hanoi - Thai Nguyen section, meeting the scale of a complete 6-lane expressway, under the PPP form at the investor's expense.

In case the Project is not approved by the competent state agency, the investor shall bear all costs and risks of preparing the project proposal.

Phuong Thanh Transport Investment and Construction Joint Stock Company commits to complete the project proposal within 4 months and submit it to the competent authority for consideration and approval of the project investment policy.

The investor, with experience and in-depth understanding of PPP project investment, will organize and carry out the work on schedule, professionally and effectively; and will participate in bidding to select investors according to the provisions of law on investment under the PPP method.

The CT.07 expressway, Hanoi - Thai Nguyen section, is 70.6 km long, including 2 segments: segment 1 from Ninh Hiep intersection (intersection with the new National Highway 1 to the north of Phu Dong bridge) to Tan Lap intersection, invested from ODA loans of the Japanese Government and counterpart funds of the Vietnamese Government; segment 2 from Tan Lap intersection to Tan Long intersection is invested from government bond capital; the project was completed and put into operation in 2014.

In which, the Hanoi (Km0+00) - Soc Son (Km25+680) section has the scale of a class A highway, speed of 100 km/h; cross-section of 4 complete expressway lanes with 2 emergency stop strips.

The Soc Son (Km25+680) - Thai Nguyen (Km61+250) section has the scale of a class A highway, the design speed of phase 1 is 80 km/h; the cross-section of 2 complete expressway lanes, the painted line position is adjusted to 4 lanes according to automobile road standards with 2 emergency lanes.

Section Km61+250 - Km62+410 has the scale of a highway, the design speed of phase 1 is 80 km/h; the cross-section has 4 complete expressway lanes with 2 emergency stop lanes.

Tan Lap (Km62+410) - Tan Long (Km70+600) section has the scale of an expressway, design speed of 100 km/h; cross-section of 4 expressway lanes complete with 2 emergency stop strips.

According to Decision No. 1454/QD-TTg dated September 1, 2021 of the Prime Minister on approving the Road Network Development Plan for the 2021-2030 period, with a vision to 2050, the CT.07 Hanoi - Thai Nguyen - Bac Kan - Cao Bang expressway has a scale of 4-6 complete lanes, of which the Hanoi - Thai Nguyen section has a scale of 6 lanes; investment time before 2030.
