On July 16, the Ho Chi Minh City People's Committee sent an official dispatch to the Ho Chi Minh City Police and the People's Committees of districts regarding strengthening security and safety at relics and works and locations on the list of historical and cultural relics to be inventoried.
The People's Committee of Ho Chi Minh City assigned the Ho Chi Minh City Police and the People's Committee of District 4 to direct the Investigation Police Agency - District 4 Police to investigate and strictly handle the violation of the subject who stole artifacts at Khanh Hoi communal house relic to handle according to the provisions of the Law on Cultural Heritage and the Criminal Law; report the results of the investigation and handling to the People's Committee of Ho Chi Minh City.
In addition, the Ho Chi Minh City People's Committee assigned the Ho Chi Minh City Police and the People's Committees of districts to direct functional agencies to have plans to strengthen security and safety at relics and works and locations on the list of historical and cultural relic inventories in the management area, and promptly report to the Ho Chi Minh City People's Committee and the Ho Chi Minh City Department of Culture and Sports .
Ranked as a city-level historical and cultural relic The Ho Chi Minh City People's Committee has decided to rank 7 architectural works, including Khanh Hoi Communal House, as historical-cultural relics and scenic spots at the city level, and strictly prohibits all construction and exploitation activities in the protected relic area. In special cases, land use in historical-cultural relics and scenic spots must be permitted by the Chairman of the City People's Committee. |
Previously, at the end of June 2019, the Department of Culture and Sports of Ho Chi Minh City reported to the People's Committee of Ho Chi Minh City about the theft of artifacts at the Khanh Hoi Communal House relic at 71-73 Nguyen Tat Thanh Street (Ward 13, District 4). Accordingly, since the end of 2018, two thefts of artifacts with large property values occurred at this relic.
The first incident occurred on October 10, 2018, when the thief stole a statue of Lady Nguyet from the communal house roof. The appraisal council assessed the value of the statue of Lady Nguyet from the late 19th and early 20th centuries, made of Cay Mai ceramic (ancient Saigon ceramic) and is an antique worth about 300 million VND.
The second theft occurred on March 23, 2019, the thief continued to take a statue of Mr. Nhat, a statue of a fish transforming into a dragon from the roof of the communal house and broke the remaining statue of a fish transforming into a dragon. According to the appraisal results, the above artifacts date from the late 19th century to the early 20th century, are made of Cay Mai ceramic and are antiques. In terms of value, the statue of Mr. Nhat is worth about 300 million VND, the statue of a fish transforming into a dragon is worth 300 million VND.
Both of these thefts were reported by Khanh Hoi Temple and the Department of Culture and Sports of Ho Chi Minh City and requested to be investigated by the Investigation Police Agency and District 4 Police. However, up to now, the Investigation Police Agency and District 4 Police have not been able to investigate the thieves to handle them according to the law.
