Speaking at the event, Permanent Deputy Minister of Science and Technology Vu Hai Quan stated that the theme of the 2025 Digital Transformation Day is "Comprehensive, nationwide, and all-encompassing digital transformation to accelerate and break through the development of the digital economy ."

According to Associate Professor Dr. Vu Hai Quan, after 5 years of implementation, Vietnam has passed the initial phase and entered the acceleration phase with many outstanding results. To date, Vietnam's digital infrastructure has developed strongly; broadband telecommunications networks have covered 99.3% of villages; mobile internet speeds have reached an average of 146.64 Mb/second, ranking 20th in the world ; 5G networks have begun to be deployed, covering 26% of populated areas... These figures show that Vietnam's infrastructure is ready for the explosion of digital services.

Digital government has made significant progress, with the rate of online processing of all applications reaching nearly 40%, a nine-fold increase compared to 2019. Vietnam's e-government ranking by the United Nations has risen 15 places compared to the 2022 ranking, demonstrating the practical effectiveness of reform efforts and the digitalization of public services. The digital economy continues to contribute increasingly to overall development.
In 2024, the IT industry's revenue reached approximately 2,772 trillion VND, a 24% increase compared to the previous year. Hardware and electronics exports increased by 29%. The digital sector has become a major growth driver for the economy. Entering the 2026-2030 period, Vietnam's digital transformation will focus on depth and tangible effectiveness, concentrating on translating digital achievements into economic growth, productivity, and national competitiveness.
According to the Deputy Minister, the digital world is moving every second, and "if we are slow, we will fall behind." Therefore, digital transformation needs to be faster in institutional reform, strategy implementation, technology application, and especially in changing mindsets and working methods. Along with speed, digital transformation must be more effective, measured by concrete results and the value it brings to people, businesses, and the economy.

Speaking at the event, Deputy Prime Minister Nguyen Chi Dung emphasized that the National Digital Transformation Day 2025 is a very important event aimed at raising social awareness about the role of digital transformation, bringing digital transformation into life and bringing practical benefits to people, businesses and the whole society.
The Party, State, and Government have identified science and technology, innovation, and digital transformation as crucial elements in establishing a new development model for the country, encompassing many factors to realize rapid, sustainable, inclusive, and self-reliant growth. Therefore, science and technology, innovation, and digital transformation are not only drivers of economic growth but also the inevitable path to building a prosperous Vietnam, increasing labor productivity and national competitiveness, protecting the environment, responding to climate change, and improving the quality of life for the people.

Deputy Prime Minister Nguyen Chi Dung requested that central and local ministries and agencies continue to accelerate the improvement of institutions, promptly implement laws in the fields of science and technology and digital transformation, and issue complete, timely, and comprehensive guiding decrees and circulars. He also urged them to focus resources on investing in digital infrastructure, paying attention to both hardware (data centers, telecommunications infrastructure) and software (digital platforms, national databases).
Promoting the widespread adoption and use of digital identities, striving to ensure that by 2026, 100% of adults will have digital identities, payment accounts, and electronic identification accounts. Once digital identities are established, citizens will become the center of digital transformation, not only as beneficiaries but also as creators and disseminators of digital values in all aspects of life.
Digital transformation and the application of digital technologies need to be further promoted on a broad scale, in conjunction with the national database system. Among these, several crucial tasks include data openness and official data sharing. Public databases must be shared according to controlled principles, considering data as the lifeblood of innovation and digital transformation. Central and local government agencies need to fundamentally change their approach to digital transformation, using tangible results as the benchmark.
Deputy Prime Minister Nguyen Chi Dung proposed developing a genuine digital enterprise and digital economy, promoting the restructuring of business, production, and service models based on data, automation, and digital platforms to create new growth drivers and jobs for the economy. He also called for the development of sovereign digital platforms, prioritizing autonomy, safety, transparency, security, and the protection of national digital sovereignty.
