The Politburo's working delegation worked with the Standing Committees of Yen Bai and Lao Cai Provincial Party Committees.

Reporting to the working delegation, Yen Bai Provincial Party Secretary Tran Huy Tuan stated that the Standing Committees of Yen Bai and Lao Cai Provincial Party Committees strictly implemented the Central's directive documents; established an Inter-provincial Steering Committee for the merger of Yen Bai and Lao Cai provinces, headed by the Secretaries of the Provincial Party Committees of the two provinces. At the same time, the Standing Committees of the two provinces issued a joint Resolution to establish an Editorial Team for the (new) Provincial Party Congress documents for the 2025-2030 term.

The Standing Committees of the Provincial Party Committees of the two provinces held a meeting of the Provincial Party Executive Committee to approve the drafts of the two projects; and organized to collect public opinions on the drafts of the two projects.

Results: 98.4% of Lao Cai voters agreed with the Project on rearranging provincial-level administrative units; 98.35% of voters agreed with the Project on rearranging commune-level administrative units.

In Yen Bai , 99.18% of voters agreed with the Project on rearranging provincial-level administrative units; 98.88% of voters agreed with the Project on rearranging commune-level administrative units.

The People's Councils of the two provinces held the 23rd Session to give opinions and approve the Project to merge Yen Bai and Lao Cai provinces; the Project to rearrange commune-level administrative units in Yen Bai and Lao Cai provinces with the result that 100% of the delegates of the two provinces unanimously approved.

The Standing Committees of the Provincial Party Committees of the two provinces agreed in principle to develop a project to merge the two provinces; agreed on a plan to handle facilities, assets and some departments to arrange two working facilities at the current Administrative Centers of the two provinces; agreed on a plan to arrange the locations of the headquarters of agencies and units after the merger and consolidation... Propose a plan to handle the impact of the rearrangement of the organizational apparatus at all levels, and report to the Standing Committees of the two provinces for comments before May 10, 2025.

Up to now, Lao Cai has completed organizing congresses of 2,931/2,931 party cells under grassroots party committees; organized congresses of 59/551 grassroots congresses, reaching 10.7%.

Yen Bai province has completed the organization of 2,840/2,853 party cells under grassroots party committees; directed preparations to organize grassroots congresses starting from May 2025...

In his concluding remarks, Party Central Committee Secretary Tran Luu Quang highly appreciated the proactiveness, determination and good practices of the Standing Committees of the two provinces in implementing Resolution 11.

He emphasized that the leaders of the two provinces with the approach of "local decision, local action, local responsibility, local benefit" are very much supported by the people and businesses of the two provinces.

In preparing the documents for the Lao Cai Provincial Party Congress (new), it is necessary to filter out new, directional issues as a basis for planning in the coming time.

In personnel work, we need to be humane, we must choose the best people for new positions, avoid the idea of ​​dividing seats in personnel work. We must soon have a plan to handle public assets after the merger, prioritizing the allocation of these assets to healthcare,education and public welfare projects, to avoid waste and loss of public assets.

For now, the new Party Committee of the merged commune will continue to use the old seal. The decision on which locality it belongs to will be made by the Provincial Party Committee, while waiting for the new Provincial Party Committee to launch, so as not to leave a vacuum in Party work at the grassroots level.
