Provincial National Assembly delegation prepares for the 8th session of the 15th National Assembly

According to the program, the session will be held at the National Assembly House, in 2 phases. Phase 1 from October 21 to November 13, 2024; Phase 2 from November 20 to the morning of November 30, 2024. At this session, the National Assembly will spend a lot of time on legislative work, expected to consider and pass 16 draft laws and consider and give initial opinions on 12 drafts; the National Assembly will consider and pass 2 legal resolutions. Also at the session, the National Assembly will consider and decide on: Investment policy for high-speed railway on the North-South axis; establishment of Hue city under the Central Government; investment policy of state capital at the Joint Stock Commercial Bank for Foreign Trade of Vietnam (VCB); personnel work under its authority and a number of other important issues.

Comrade Tran Thi Hong Thanh, Provincial Party Committee member, Deputy Head of the Provincial National Assembly Delegation, said: In preparation for the session, based on the law and ordinance building program in 2024, the Provincial National Assembly Delegation continues to contract with experts and collaborators to gather the intelligence of those with in-depth expertise, experience, and understanding of management practices to contribute opinions to the Delegation in the work of building laws.

In addition, the National Assembly deputies, as assigned by the Delegation, proactively collected opinions from voters, specialized agencies, and experts to synthesize, research, and prepare opinions to participate in discussions on draft laws at the session. In addition, when a draft law was sent by the National Assembly Standing Committee, the Delegation organized to collect written opinions from relevant agencies on the scope of the law; at the same time, to have information and arguments on contents with different opinions, in addition to collecting written opinions from agencies, for important draft laws with a wide scope of influence, with many different opinions of interest to voters and people, the Delegation surveyed the implementation of the law and organized conferences to collect opinions on a number of draft laws.

Based on the comments of agencies, organizations, experts, legal collaborators and National Assembly deputies, the Delegation has compiled the comments and compiled them into documents for delegates to study and participate in discussions at the 8th session, contributing to building laws in a direction that is both synchronous, unified, humane, feasible, effective and internationally integrated, while ensuring stability and meeting practical requirements.

In preparation for the session, the Provincial National Assembly Delegation organized meetings with voters in commune clusters of localities: Kim Son district, Tam Diep city and thematic meetings with workers and laborers. In the meetings, in addition to reporting to voters on the content, program and results of the National Assembly sessions, the Delegation did a good job of propagating policies, laws and new policies of the Party and State, so that people could understand and agree in the implementation process. The Provincial National Assembly Delegation has fully and honestly compiled the opinions and recommendations of voters and forwarded them to competent authorities for consideration and response according to regulations.

With a frank spirit, the meetings were not simply listening but became a two-way dialogue between the National Assembly deputies and the people involved. Many issues were raised by the majority of voters, discussed enthusiastically and reached consensus on recommendations to the National Assembly and the Government, with plans for adjustments to suit the actual conditions and development of the country. Specifically, the issue of stabilizing market prices, especially essential consumer goods when increasing the basic salary; the issue of ensuring national food security; support for free health insurance cards for veteran members who enlisted after April 30, 1975 and have been demobilized; preferential credit policies to support households with average living standards to help households escape poverty sustainably...

Deputy Head of the Provincial National Assembly Delegation Tran Thi Hong Thanh added: In order to effectively resolve and respond to voters' opinions and recommendations, the Delegation has directed the Office of the National Assembly Delegation and the Provincial People's Council to regularly request relevant agencies to review and update reports on the results of responding to voters' opinions and recommendations, especially the contents of voters' recommendations over many years that have not been completely resolved. At the same time, fully, promptly and publicly post documents responding to voters' recommendations of ministries and branches on the Electronic Information Page of the National Assembly Delegation and the Provincial People's Council for voters to follow and grasp.

Implementing the 2024 work program, the Provincial National Assembly Delegation successfully organized 3 thematic supervisions according to the program of the National Assembly and the National Assembly Standing Committee: "Implementation of Resolution No. 43/2022/QH15 dated January 11, 2022 of the National Assembly on fiscal and monetary policies to support the Socio-economic Recovery and Development Program; "Implementation of policies and laws on innovation of the organization and management system, improving the quality and efficiency of operations of public service units in the period 2018-2023"; "Implementation of policies and laws on ensuring traffic order and safety from 2009 to the end of 2023". Through supervision, the Provincial National Assembly Delegation closely assessed the implementation situation and the results achieved in the process of implementing the Party's guidelines and policies, the State's policies and laws in the locality. At the same time, pointed out the limitations, difficulties, causes and recommendations to the National Assembly, the Government, central ministries, branches and local authorities for consideration and resolution according to their authority.

In addition, through practical activities, the National Assembly Deputies have proactively surveyed and grasped the socio-economic situation, especially the current practical issues of life. Together with the survey results of the Delegation, the Delegation has gathered the remaining shortcomings and problems in the State's mechanisms, policies and laws as materials to serve the discussion and comments on the contents of the 8th session of the 15th National Assembly.

Mr. Doan Van Tuan, a voter of Nam Binh ward (Ninh Binh city) expressed his confidence: Following the sessions, I see that the provincial National Assembly deputies have made many quality comments and opinions at the group discussion sessions and in the hall, making important contributions to the development of the National Assembly and the country. At the 8th session, I hope that the National Assembly will consider allowing Ninh Binh to soon enjoy special policies on heritage cities, thereby helping Ninh Binh have more resources to complete the goal of becoming a centrally-run city by 2035 with the characteristics of a Millennium Heritage City and a creative city.

Looking forward to the 8th session of the 15th National Assembly, Ninh Binh voters expressed their belief that with careful preparation and a high sense of responsibility, the provincial National Assembly deputies will continue to make positive contributions at the session and that the opinions and recommendations of voters sent to the Government, the National Assembly, ministries and branches will soon be resolved, meeting the aspirations and trust of voters and the people.
