In the atmosphere filled with spring colors in Hoa Binh, let's look back at 2023, the mid-term year, which is very important in promoting the implementation and striving to complete the goals set out by the Resolution of the 17th Provincial Party Congress and the 5-year Socio -Economic Development Plan (2021 - 2025). In the context of the world situation evolving rapidly, complicatedly, unpredictably, and with more challenges than forecast; in the province, due to the long-term impacts of the Covid-19 pandemic, some industries and fields have recovered slowly; the consumption market has decreased, imports and exports have narrowed, and the real estate market has stagnated, causing many difficulties in production and business of enterprises. The weather situation has been complicated, the water source for electricity production has been seriously lacking, leading to a decrease in commercial electricity output during the year; The province's economy, under the impact of many unfavorable domestic and international factors and internal limitations and shortcomings lasting for many years, has revealed more clearly the difficulties, greatly affecting the economic growth rate and budget revenue of the province.

In that context, thoroughly implementing the directive documents of the Central Committee, the Party Committee, the government, the armed forces, the business community and the people of all ethnic groups in the province have promoted the spirit of solidarity, responsibility, innovation, creativity, implemented many synchronous, flexible, creative, scientific and timely solutions and achieved important results.

Party building and rectification work has been strengthened, and attention has been paid to the work of organizing cadres. In 2023, 28 leaders and managers were transferred, assigned, and appointed; inspection and supervision work, judicial reform work, and anti-corruption and negativity work were promoted. Leaders held a mid-term review of the implementation of the Resolution of the 17th Provincial Party Congress for the 2020-2025 term.

Comprehensively deploy foreign affairs activities in all fields, Party diplomacy, State diplomacy and People's diplomacy; carefully prepare, ensure absolute safety, and welcome delegations of Party and State leaders and Heads of State to visit and work in Hoa Binh province, including the visit and work in the province of Prime Minister Pham Minh Chinh and President of the People's Republic of Mongolia Ukhnaagiin Khurelsukh.

There are 16 main targets that have been achieved and exceeded the plan, including a number of important economic indicators and sectors that have increased significantly compared to the same period. Agricultural production continues to play the role of the province's economic support, with added value increasing by 4.35% over the same period, and a number of manufactured goods and agricultural products are exported to foreign markets; the National Target Program (NTP) on new rural construction continues to be widely implemented, with 7 more communes meeting new rural standards during the year, bringing the total number of communes reaching new rural standards to 80, accounting for 62.01% of the total number of communes. Export turnover is estimated at 1,695 million USD, up 17.94% over the same period... Tourism activities continue to recover and grow, being one of the four economic pillars of the province. During the year, there were 3.8 million tourists coming to the province (of which 450,000 were international visitors), up 21.5% over the same period last year, total revenue from tourism is estimated at 4,000 billion VND, up 10.7% over the same period last year.

New Year's Eve 2024 performance.

The Provincial Planning for the 2021-2030 period, with a vision to 2050, has been completed and approved by the Prime Minister in Decision No. 1648/QD-TTg, dated December 20, 2023. This will be an important legal basis for the provincial Party Committee and authorities to lead, direct, and unify state management, policy making, and investment attraction. It is the basis for managing and allocating investment resources, exploiting potentials and advantages to implement the goals of the 17th Provincial Party Congress. The Provincial Key Projects Steering Committee established by the Provincial Party Committee Standing Committee has focused on directing the removal of difficulties and obstacles for projects with a total investment of about 86 trillion VND, and has started construction of a number of key projects such as: Hoa Binh - Hanoi Regional Link Road and Son La Expressway (Hoa Binh - Moc Chau); Huong Binh cable car line in Phu Nghia commune, Lac Thuy district and Huong Son commune, My Duc district, Hanoi city.

In the context of economic difficulties, enterprises and workers facing many difficulties, the fields of culture, society, education and training, health, social security and social welfare continue to receive attention and development, with clearer results; the cultural and spiritual life of the people is improved; the rate of schools meeting national standards reaches 60%; jobs are created for 18,000 workers; the poverty rate decreases by 3.09% (from 12.29% to 9.2%); the rate of people participating in health insurance is estimated at 95%. The work of preserving and promoting the values of cultural heritage, the culture of ethnic minorities and mountainous areas is of interest; the province has issued the Project on Preserving and Promoting the Cultural Values of the Muong Ethnic Group and the "Hoa Binh Culture"; continue to accelerate the progress of building the dossier of Mo Muong Cultural Heritage to submit to UNESCO for inclusion in the list of Intangible Cultural Heritage in Need of Urgent Protection; Successfully organized many provincial festivals imbued with traditional cultural identity and characteristics of Hoa Binh province such as: Muong ethnic group's Khai Ha Festival, the Northwest Provinces' Community Tourism Village Festival, the Da River Fish and Shrimp Festival and the first Agricultural Fair and OCOP Product Exhibition in the Northern Midlands and Mountains in 2023. Inspection, examination, citizen reception, complaint and denunciation settlement, and anti-corruption and negativity continued to be promoted. National defense and security were firmly consolidated, social order and safety were maintained, preventing hot spots and unexpected incidents from occurring in the province.

However, in addition to the achieved results, there are still many difficulties and limitations related to the leadership, direction and management of some Party committees and authorities at all levels that need to be focused on overcoming. Economic growth, disbursement of public investment capital, and budget revenue have not met the set targets; production and business activities of enterprises still face many difficulties; education quality is still different between regions; the lives of people in remote areas are still difficult...

2024 is the "sprint" year to implement the Resolution of the 17th Provincial Party Congress and the 5-year Socio-Economic Development Plan (2021-2025). It is forecasted that the international and domestic situation will continue to have many intertwined difficulties and challenges, which will directly affect the socio-economic development of the whole country in general and Hoa Binh province in particular. Deeply aware of the position, role and importance of 2024, Resolution No. 21-NQ/TU, dated December 6, 2023 of the Provincial Party Executive Committee on the goals and tasks of 2024 has set out 20 main targets in all fields, including: Gross regional domestic product (GRDP) reaching 9%; GRDP per capita of 77.59 million VND; total social investment of 23,600 billion VND; total state budget revenue of 5,760 billion VND; Export value reached 2,000 million USD, import value reached 1,376 million USD; labor productivity reached 123.91 million VND/worker; poverty rate according to multidimensional standards reduced from 2.3 - 2.5%...

To successfully implement the targets and goals set for 2024, Party committees at all levels, authorities, the Fatherland Front (VFF), sectors and organizations in the province must effectively organize the implementation of groups of tasks and solutions specified in Resolution No. 21-NQ/TU, dated December 6, 2023 of the Provincial Party Committee and Resolution No. 318/NQ-HDND, dated December 8, 2023 of the Provincial People's Council on the 2024 Socio-Economic Development Plan of Hoa Binh province, focusing on the following tasks:

Firstly, continue to improve the leadership and management capacity of Party committees and authorities at all levels; promote the role of the Vietnam Fatherland Front, socio-political organizations and the responsibility of leaders in effectively implementing the Resolution of the 13th National Party Congress of the Party, the Resolution of the 17th Provincial Party Congress, conclusions, projects, and thematic resolutions of the Provincial Party Committee, and the socio-economic development plan for the period 2021-2025.

Second, synchronously deploy solutions on Party building, building a clean and strong political system. Do a good job of political and ideological education, ethics, and lifestyle for cadres, party members, civil servants, and public employees. Improve the quality of Party cell activities, management, and admission of party members; innovate and enhance the leadership role of grassroots Party organizations from the Party cell level; promote the role and responsibility of setting an example for cadres and party members, especially cadres and party members holding positions. Improve the quality and effectiveness of inspection, supervision, and enforcement of Party discipline, promote internal affairs, prevent and combat corruption and negativity; resolutely and persistently handle cases of abusing positions and powers to cause difficulties, harassment, embezzlement, and corruption, hindering the overall development of the province.

Third, promote the role of the Vietnam Fatherland Front and socio-political organizations in monitoring, criticizing, and contributing ideas to build the Party and the government; grasp the thoughts and aspirations of members and the people, promptly advise the Party Committee and the government to resolve difficulties and obstacles, create consensus among the people to implement socio-economic development goals. Further improve the people's lives, especially in remote and mountainous areas; pay more attention to cultural and spiritual activities and social security policies.

Fourth, continue to implement strategic breakthroughs, including: (1) Effectively manage and implement the Provincial Planning for the 2021-2030 period with a vision to 2050; (2) Focus on developing technical infrastructure and human resources; complete procedures to start the Hoa Lac - Hoa Binh road project phase 2; Hoa Binh - Moc Chau road in the second quarter of 2024, complete the infrastructure of industrial parks and clusters; speed up the investment progress in building infrastructure to upgrade Hoa Binh city to a type II urban area and build Luong Son town and its vicinity into Luong Son town by 2025; (3) Focus on administrative reform, improve the investment and business environment, enhance the efficiency and effectiveness of the state management apparatus, focus on removing difficulties for enterprises and investors; attract a number of large manufacturing enterprises to create stability for the province's economy; (4) Accelerate the disbursement of public investment capital from the beginning of the year, focusing on implementing synchronous solutions to complete the disbursement of public investment capital, especially the Hoa Binh - Moc Chau road, regional connecting roads, and capital sources from 3 national target programs; (5) Continue to restructure the economy in association with innovation of the growth model, improving productivity, quality, efficiency and competitiveness of the provincial economy. Promote the development of industry, services, and tourism; improve the quality of agricultural development in association with new rural construction.

Fifth, focus on effectively implementing the specialized resolutions of the Provincial Party Standing Committee on education and health. Effectively implement 3 National Target Programs. Pay attention to ensuring social security to contribute to improving the material and spiritual life of the people. Strongly promote the tourism potential of the province, research and develop a project to develop the night-time economy in the lower Da River area. Well implement the project to preserve and promote the cultural values of the Muong ethnic group and the "Hoa Binh Culture" and major events, cultural and tourism activities of the province in 2024. Promote social security activities, mobilize everyone to support poor households, near-poor households, policy families, families with meritorious services to the revolution; ensure "no one is left behind".

Sixth, strengthen state management of land, resources and minerals. Focus on thoroughly resolving existing problems and limitations in the issuance and adjustment of land use right certificates and land use purpose changes of households in the province. Correct administrative discipline and order, strictly handle cadres, party members, civil servants and public employees who cause difficulties for people and enterprises in performing their duties.

Seventh, promote effective communication and information work to create social consensus. Ensure security, order and social safety; carry out local defense and military work well; speed up the resolution of criminal cases, especially long-standing, complicated cases that are of public concern. Pay attention to implementing foreign affairs activities to mobilize resources and cooperation from the Central Government, neighboring provinces and sister provinces that have diplomatic relations with Hoa Binh.

With new spirit and determination, the Party Committee, government, armed forces, business community and people of all ethnic groups in the province promote the spirit of solidarity and unity, enhance the role and responsibility of cadres, party members and leaders in implementing political tasks, strategic breakthroughs, promote administrative reform, improve the investment and business environment, provide the best support for enterprises and investors to implement projects, mobilize and make good use of resources for infrastructure investment, take care of ensuring social security and social welfare, strive to complete the targets and tasks of 2024, creating a premise for successfully implementing the Resolution of the 17th Provincial Party Congress, building Hoa Binh province to develop rapidly and sustainably.
