The inspection and supervision delegation of the Board of Directors of the Social Policy Bank worked with the Board of Representatives of the Gia Lai Provincial Branch of the Social Policy Bank.

(gialai.gov.vn) - On the morning of July 28, the Inspection and Supervision Delegation of the Board of Directors (BOD) of the Vietnam Bank for Social Policies (VBSP) led by Ms. Nguyen Thi Tuyen - Member of the Party Central Committee, Vice President of the Central Committee of the Vietnam Fatherland Front, President of the Vietnam Women's Union had a working session with the Board of Directors of the VBSP of Gia Lai province on the situation of social policy credit activities in 2025.

Working with the delegation, on the side of Gia Lai province, there was comrade Lam Hai Giang - Provincial Party Committee member, Vice Chairman of the Provincial People's Committee, Head of the Board of Directors of the Provincial Social Policy Bank Branch. Together with members of the Board of Directors of the Provincial Social Policy Bank; Director, Deputy Directors of the Provincial Social Policy Bank Branch.

Reporting at the meeting, Deputy Director of the Provincial Branch of the Vietnam Bank for Social Policies Nguyen Thi Thao Vi said that Gia Lai province was established on the basis of merging the two old provinces of Binh Dinh and Gia Lai, with a particularly important geographical and economic location, with a natural area of 21,576.53 km2, a population of 3,583,693 people and 135 commune-level administrative units (including 110 communes and 25 wards), 2,692 villages; the results of the review of poor and near-poor households in 2024 showed that the whole province had 28,369 poor households, accounting for 3.38%; there were 44,230 near-poor households, accounting for 5.27%.

The total number of members of the Board of Directors after the merger includes 678 members, including: 22 members at the provincial level and 656 members at the district level (including 373/373 Chairmen of the People's Committees at the commune and ward levels). In 2024 and the first 6 months of 2025, the Board of Representatives at all levels has completed 136 members, including 12 members at the provincial level and 124 members at the district level in accordance with regulations.

As of June 30, 2025, the total capital from the local budget reached VND 1,731.6 billion, an increase of VND 341 billion compared to December 31, 2024, accounting for 11.05% of the total capital. Capital mobilized from organizations, individuals and deposits through Savings and Loan Groups reached VND 1,976 billion, an increase of VND 7 billion compared to December 31, 2024, accounting for 12.6% of the total capital.

Regarding the situation and results of credit activities, as of June 30, 2025, the total capital reached VND 15,674 billion, an increase of VND 1,010 billion, an increase of 7% compared to December 31, 2024. Loan turnover from the beginning of the year to date reached VND 3,401 billion, an increase of VND 800 billion over the same period last year with more than 57,000 poor households, near-poor households, newly escaped poverty households and other policy beneficiaries receiving loans. The total outstanding debt of social policy credit programs reached VND 15,638 billion, an increase of VND 995 billion (up 6.79%) compared to December 31, 2024. The total overdue debt and frozen debt in the whole province was VND 20.7 billion, accounting for 0.13% of the total outstanding debt, a decrease of VND 897 million compared to the beginning of the year.

Regarding the operation of commune transaction points, they are maintained stably, keeping the operation of 373 commune transaction points of Binh Dinh and Gia Lai provinces (old), working procedures, information on credit policy programs, interest rates, outstanding debts, hotline addresses, and work handling procedures are fully and promptly disclosed according to regulations.

In her concluding remarks, Vice President of the Central Committee of the Vietnam Fatherland Front and President of the Vietnam Women's Union Nguyen Thi Tuyen acknowledged the attention and direction of the new Gia Lai province after the merger in implementing the Secretariat's Directives on social policy credit in the province.

In the coming time, President of Vietnam Women's Union The provincial People's Credit Fund should promptly and closely manage the loan groups, avoid negative and interruption incidents, preserve capital sources and continue to deploy new products. The provincial associations and unions should continue to review and consolidate the positions of key officials and the standing committees of the associations of 135 communes and wards to ensure operations from the grassroots level, assign responsibility for localities and manage the savings and loan groups. The provincial People's Credit Fund should continue to coordinate well with associations and unions to comprehensively deploy loan products to help poor and near-poor households and vulnerable groups access preferential capital to improve and enhance their quality of life. Comrade Nguyen Thi Tuyen also requested Gia Lai province to continue directing the provincial police force to support 373 local transaction points of the People's Credit Fund, to ensure the safety of documents and people at the transaction points.

Speaking at the meeting, Vice Chairman of the Provincial People's Committee Lam Hai Giang emphasized that the inspections and supervisions of the activities of the VBSP in localities are opportunities to analyze and evaluate objectively and accurately the implementation of social policy credit in the locality, thereby adjusting, supplementing, as well as overcoming existing limitations so that social policy credit is truly a bright spot to help social security work in the locality be effective, aiming to meet the requirements of vulnerable groups in society, creating a premise for stable local development.

In order for policy credit activities to operate effectively, the Vice Chairman of the Provincial People's Committee requested the Department of Finance to continue to study and help associations and unions soon have their own seals and accounts to ensure their operations. Requested the Provincial Social Policy Bank to continue to remove difficulties, improve the quality of loan groups, control overdue debts, ensure the use of loans for the right purposes. Rearrange and use transaction points and ensure smooth operation of lending activities in the area.
