On July 24, some businesses importing Cambodian rice at Tinh Bien international border gate, Tinh Bien ward, An Giang province reported to Tuoi Tre Online that the amount of rice imported from Cambodia has decreased sharply, only 1/10 compared to before. The reason is that the plant quarantine area 9 has "soaked" the quarantined rice for more than 3 hours of customs clearance.
According to records, Tinh Bien international border gate has 3 cargo gathering areas but is deserted, with few vehicles carrying Cambodian rice. Unlike last year, the amount of rice imported through here is very little, boats are sparsely docked. Workers' salaries have decreased sharply because the amount of imported rice is decreasing.
"Every day, Cambodian rice arrives in Vietnam at around 10am - 10:30am. Previously, rice arrived early, so workers worked from 5am to 6am. Currently, the amount of Cambodian rice arriving is less than 1/10 of last year, businesses are facing difficulties and workers are losing their jobs. The main reason is the delay in plant quarantine," said an indignant business.
A leader of Tinh Bien Customs said that goods imported from Cambodia through Tinh Bien international border gate are processed through a very fast one-stop procedure. Normally, it takes about 30 minutes to complete customs clearance procedures.
“Regarding imported rice, businesses reported that plant quarantine takes 3 - 3.5 hours. The import of Cambodian rice has decreased, so businesses are reluctant to change to another route. Other routes only take 30 minutes to quarantine. Businesses have made many suggestions about this problem, but Branch 9 said it is in accordance with regulations,” said the leader of Tinh Bien Customs.

An officer of Tinh Bien Border Guard Station on duty at the border gate confirmed: "Enterprises importing Cambodian rice have decreased sharply, the amount of rice coming to Vietnam is very small. In the morning, rice trucks were congested due to the slow rice quarantine. They took several hours, so many people no longer use this route."
Speaking to Tuoi Tre Online , Mr. Kha Huu Vinh - Head of the Plant Quarantine Sub-Department of Region 9 under the Department of Cultivation and Plant Protection - said that the unit that complies with plant quarantine regulations will return the results to the business within 24 hours according to the law. When the above time limit is exceeded, the unit will have a written response explaining why the quarantine was not successful or what happened.
Mr. Vinh affirmed: “In this story, the length is not considered, as long as there is a result within 24 hours. I will not respond in 3 or 4 hours, when it is finished I will return it, within 24 hours is fine.”

According to Mr. Vinh, imported Cambodian rice needs to be quarantined for criteria such as insects, fungi, and grass. The inspection process includes soaking, incubating rice, and using a microscope. The specialized agency is responsible for any errors.
Mr. Vinh added: “I have officers at Tinh Bien international border gate to receive documents, quarantine and return results on the spot, in accordance with legal regulations. We have responded to the Department of Cultivation and Plant Protection, the provincial functional departments. Enterprises and the Economic Zone Management Board have asked, it cannot be faster."
