Mr. Truong Anh Dung, Director of the Department of Vocational Education and Continuing Education, said: Based on the assessment of the situation in the 2024-2025 school year, the Party and State's orientation for the development of vocational education and continuing education, and the direction of the Ministry of Education and Training , the Department of Vocational Education and Continuing Education proposed 8 key and core tasks of this field in the 2025-2026 school year.
At the conference, Mr. Truong Anh Dung emphasized 5 important contents, asking the Departments of Education and Training to pay attention in the coming time.
Note on performing professional duties
First of all, regarding professional tasks in the field of vocational education, Mr. Truong Anh Dung noted to carefully study documents, regulations, and policies on vocational education (for learners, teachers, and facilities); direct and guide the promotion of propaganda, counseling, career guidance, and vocational education enrollment, meeting the demand for skilled human resources for local socio -economic development.
Along with that, strengthen inspection and examination work; pay special attention to checking training enrollment, investment policies for vocational education institutions, support policies for learners from state programs and projects. At the same time, pay attention to activities to contribute opinions to the revised Law on Vocational Education .
Regarding the professional tasks of the field of continuing education, according to Mr. Truong Anh Dung, this is a very broad field, related to all levels of education in the national education system, with a large scale of management objects, a large amount of work, with many policies of the Party, Decrees of the Government, projects and policies of the Prime Minister and Circulars of the Ministry.
The requirements and instructions of the Ministry of Education and Training on the tasks for the 2024-2025 school year remain valid. Mr. Truong Anh Dung re-emphasized the 8 groups of tasks:
Promote activities to build a learning society; Strengthen advisory and direction work to perfect the network of continuing education facilities and diversify educational programs in continuing education facilities;
Promote illiteracy eradication; focus on illiteracy eradication in areas with particularly difficult socio-economic conditions and high illiteracy rates;
Mobilize resources to implement continuing education tasks in localities. Organize training, foster and improve the quality of management staff, teachers and collaborators in continuing education institutions;
Promote the application of information technology and digital transformation in management, administration of facilities and in continuing education activities; Strengthen inspection of the implementation of regulations on continuing education;
Promote communication activities to raise awareness among people and the whole society about continuing education, lifelong learning and building a learning society; Promote emulation movements and emulation and reward activities. Actively participate in developing policies on continuing education.
In addition, Mr. Truong Anh Dung also added and noted some issues of authority, decentralization, and delegation of power according to Decree No. 142 and Decree No. 143 of the Government .
Currently, there are nearly 1,900 vocational education institutions (including about 800 colleges and intermediate schools; 19,000 continuing education institutions, community learning centers, information technology centers, foreign languages, and life skills education centers.

Implement well the National Target Programs
From the end of June 2025, the Department of Vocational Education and Continuing Education was assigned to be the focal point of the Ministry of Education and Training, presiding over and coordinating with relevant units to advise the Ministry on implementing Projects and Sub-projects on Education and Training in the National Target Program on New Rural Development and the National Target Program on Socio-Economic Development in Ethnic Minority and Mountainous Areas.
According to Mr. Truong Anh Dung, the issuance of plans, objectives and tasks to implement the National Target Programs for the entire period of 2021-2025 in many localities was built on the basis of synthesizing needs from districts, not closely following the plan for assigning plans, objectives, tasks, and capital allocation for the entire period and each year of the Ministry of Education and Training.
Therefore, the task structure has many differences, and some tasks have not been fully implemented, such as eliminating illiteracy for ethnic minority people. Some Departments of Education and Training have reported that they do not grasp the total budget as well as the number of task targets in the province. Therefore, the process of urging implementation as well as reporting has encountered many difficulties, the data lacks stability and synchronization, and the disbursement rate is still low.
Some Departments of Education and Training have loosened management, have not developed inspection and supervision plans, and have not inspected and supervised the implementation of component sub-projects; have not grasped the total budget as well as the number of objectives and tasks of component projects in the province, and have not urged implementation as the unit assigned by the Provincial People's Committee to preside. Therefore, the process of synthesizing and reporting on the implementation status is delayed, lacking information, causing significant difficulties in synthesizing and operating at the central level. The results of implementing training support content for the subjects are low.

To continue implementing these two National Target Programs in the period of 2026-2030, the Department of Vocational Education - Continuing Education requests the Directors of the Departments of Education and Training to advise the Provincial People's Committee to put projects and tasks related to the Education sector into the top priority group when developing principles and criteria for allocating capital planning limits according to the viewpoint of the Constitution and the Law on Education, considering education as the top national policy... In which, priority is given to ensuring material facilities to implement the 2018 General Education Program and vocational training in localities.
Advise the Provincial People's Committee to issue documents urging the units in charge of component projects to complete procedures for implementing tasks, ensuring sufficient conditions for allocating funds according to regulations. Synchronously implement solutions for disbursing capital assigned during the year according to the direction of the Prime Minister.
Closely follow the implementation instructions of the Ministry of Education and Training to review the implementation plan at the local level, including: Specific goals and tasks for both periods and annually, associated with the innovation of the 2018 General Education Program as a basis for implementation.
Promote the work of eliminating illiteracy for people in ethnic minority areas, foster and provide professional training to improve the capacity of managers and teachers in management work and specific educational content and methods.
Organize guidance, review... focusing on clarifying the content and investment needs of beneficiaries as a basis for calculating funding needs in the 2026-2030 period in the component sub-projects in the National Target Programs for the 2026-2030 period in an appropriate manner, ensuring feasibility.
