Resolution 71 helps to elevate higher education in the new era

A breakthrough for higher education

Dr. Le Ho Son, Principal of Hue University of Education, commented that Resolution 71/2025-NQ/TW on breakthroughs in education and training development is an important document, providing strategic direction for the development of Vietnam's education sector in the coming period.

The Resolution raises the following major issues: first, it requires a deep, complete understanding and consistent implementation of the viewpoint that education and training is the top national policy, deciding the future of the nation, placing it at the center of the country's development strategy. This is a strong political determination to create breakthroughs, not just stop at innovation.

Second, the Resolution sets clear goals with specific timelines for 2030, 2035 and a vision for 2045. The Resolution's content covers everything from universalizing preschool, middle school and high school education to building international-standard universities that become centers of research and innovation.

Third, a prominent advantage is the need for institutional and administrative breakthroughs. Universities are given greater autonomy, especially in recruitment, appointment, and organizational structure. At the same time, the education system is reorganized, streamlined, and weak units are resolutely dissolved.

In addition, the Resolution emphasizes the priority of resources for education. The state budget for this field will be increased, with specific targets. Facilities, laboratories, training and research centers will be strongly invested.

A notable point is the Resolution expanding international vision, aiming to bring Vietnam's education system into the top 20 countries by 2045. Universities are expected to improve their rankings on international rankings, attract good lecturers from abroad, and promote scientific publications and inventions.

However, to successfully implement the Resolution, it requires large investment resources in finance, facilities, and high-quality human resources. Ensuring sufficient and appropriate resources for implementation can be a big challenge, especially in the context of economic difficulties.

Although the Resolution emphasizes quality, the current quality assessment and inspection system still has some limitations and has not really been effective in promoting real quality.

In addition, there is the issue of correlation between autonomy and state management. Promoting autonomy for universities is a suitable trend, but there needs to be an effective monitoring mechanism to avoid abuse of autonomy or autonomy that does not go hand in hand with accountability.

Effectively applying Resolution at the leading teacher training unit in the Central Highlands

As a leading teacher training unit in the Central Highlands region, Hue University of Education plays a particularly important role in concretizing and implementing Resolution 71. The school's orientation and development strategy is to become a high-quality university, oriented towards research and innovation, leading the country in science and educational technology by 2030; having regional influence by 2045.

According to Dr. Le Ho Son, the unit innovated the training program and methods. Specifically, it reviewed and updated the training program, ensuring that teacher training programs at all levels (preschool, primary, secondary, high school) and non-pedagogical fields are oriented towards developing learners' qualities and capacities; enhancing subjects on data science, AI, STEM/STEAM, and global citizenship education.

Along with that is the integration of digital skills training, ensuring that pedagogical students are proficient in digital tools, have the ability to design electronic lectures, use online learning platforms, and manage virtual classrooms. Along with promoting active teaching methods, teachers are encouraged to apply methods such as project-based learning, problem-based learning (PBL), collaborative learning, and experiential learning.

The school also develops dual and interdisciplinary training programs to meet the diverse needs of society and the labor market. And builds intensive training modules for core teachers and general teachers on new methods and new technologies.

The school focuses on staff development. The unit encourages and facilitates lecturers to participate in higher level training programs (Masters, PhD) at prestigious schools at home and abroad. Moving towards research and application of professional standards for university lecturers according to the international competency framework.

Set specific targets for the number of scientific articles published in prestigious international journals, and the transfer, application, and commercialization of scientific products. In addition, there should be reasonable remuneration policies to attract young scientists, good lecturers from other schools, or returning international students.

The Principal of Hue University of Education shared that the unit is expanding cooperation with prestigious pedagogical universities in the world through programs of exchanging lecturers, students, and research cooperation.

In addition, we always actively participate in international educational networks to enhance the school's position and reputation. As well as build international joint training programs, attracting international students to study at the school.
