In recent times, the People's Council of Chau Thanh A district has been determined to fulfill the requirements of innovation and improve the quality of voter contact activities of elected representatives.

The Standing Committee of the People's Council and People's Committee of Tan Phu Thanh commune met with Mr. Huong's family to discuss preparations for moving the grave.

According to the Standing Committee of the People's Council of Tan Phu Thanh Commune, Chau Thanh A District, meeting with voters is one of the important tasks of People's Council delegates. Through meeting with voters, delegates will promptly collect opinions, listen to voters' thoughts and aspirations, and at the same time report to voters on the implementation of the delegate's duties.

Doing a good job of meeting voters, promptly resolving their opinions, recommendations, legitimate aspirations and concerns will contribute to maintaining political stability and social order and safety in the locality, while enhancing the role and position of elected representatives and improving the effectiveness of People's Councils at all levels.

With that importance, in 2022, the Standing Committee of the Commune People's Council coordinated with the People's Council Delegation Group of Chau Thanh A District, Tan Phu Thanh unit to organize the model "Accompanying voters who are workers working at Tan Phu Thanh Industrial Park".

Thematic voter contact

According to Ms. Nguyen Hoang Thanh Thuy, Vice Chairwoman of Tan Phu Thanh Commune People's Council, in the past time, People's Council delegates have done a good job of meeting voters before, during and after the People's Council meetings at all levels in accordance with regulations. They have promptly listened to and responded to the opinions and recommendations of voters. However, because the majority of voters in the commune are workers working in companies in Tan Phu Thanh Industrial Park, working until Saturday of the week, organizing meetings on regular administrative days gives workers little opportunity to participate.

Therefore, the Standing Committee of the Commune People's Council asked for the opinion of the Standing Committee of the District People's Council to implement the model "Accompanying voters who are workers working at Tan Phu Thanh Industrial Park". After one year of implementation, the model has brought many positive results, contributing to innovation and improving the effectiveness of voter contact activities in the area.

Implementing this model, last year, the Standing Committee of Tan Phu Thanh Commune People's Council coordinated with the District People's Council Delegation to invite relevant sectors to conduct a thematic voter contact meeting for workers working in Tan Phu Thanh Industrial Park to promptly listen to the thoughts and aspirations of workers working here.

“At the meeting, we recorded more than 20 opinions from voters and workers on many issues related to health insurance, social insurance, and housing support policies for workers. Through those opinions, the authorities attending the meeting explained satisfactorily to the voters, creating a high consensus among the people,” said Ms. Thuy.

Participating in the voter contact, Ms. Nguyen Hong My, in Thanh Loi Hamlet, Tan Phu Thanh Commune, who is working as a worker at Lac Ty II Company, requested that the People's Council delegates pay attention to the issue of solving housing needs for workers, and at the same time create conditions for workers with housing difficulties like her family to have the conditions to repair their houses.

Through opinions, the Standing Committee of the Commune People's Council and the District People's Council Delegation coordinated with the People's Committee of Tan Phu Thanh Commune to conduct a field survey and found that Ms. My's family is currently facing housing difficulties.

Mrs. My has had a good time working at the company but has not been able to save enough money to repair and build a house; Mrs. My's husband is also a non-professional cadre of the commune. Therefore, to help her and her husband feel secure in their work and continue to strive to overcome difficulties, the delegation of the District People's Council and the Standing Committee of the Commune People's Council mobilized funds to give her family 50 million VND to rebuild the house.

“Thanks to the timely attention of the People’s Council delegates, my family now has a decent house and a stable life. From now on, my husband and I will focus on working hard and trying to save money so that our family’s economy will be better and better,” Ms. Hong My shared.

According to the Standing Committee of Chau Thanh A District People's Council, through the comments compiled from the Commune People's Council sent after the meeting and dialogue with workers of Tan Phu Thanh Industrial Park, the Standing Committee of the District People's Council recorded 4 cases of workers in the district who are having difficulty with housing. To help voters overcome difficulties, the Standing Committee of the District People's Council mobilized socialization from benefactors to donate 4 houses, each worth 50 million VND to workers, including 1 house in Tan Phu Thanh Commune, the remaining houses were given to workers in other communes and towns in the district.

Meet voters at home

At the same time, the District People's Council Delegation also coordinated with the Standing Committee of the Tan Phu Thanh Commune People's Council to innovate the form of contacting voters by establishing a group of delegates to contact and meet voters at home.

“With the form of meeting voters at home, last year, we met directly with 15 worker voters in the commune. Through that, we realized that voters were more comfortable and frank in expressing their opinions and recommendations. With the form of direct conversation and exchange, issues that voters did not understand were also explained more thoroughly and thoroughly by delegates,” said Ms. Nguyen Hoang Thanh Thuy, Vice Chairwoman of the People's Council of Tan Phu Thanh commune.

Realizing the effectiveness of the form of contacting and meeting voters at home, in 2023, the Standing Committee of Tan Phu Thanh Commune People's Council will continue to maintain and expand the model, expanding the number of voters who can contact them at home.

Recently, the District People's Council Delegation Group and the Commune People's Council Standing Committee coordinated with the Commune People's Committee and related agencies to organize meetings to grasp the aspirations of a number of voters whose land was recovered by the Rural Resettlement Area Project Phase 2, Tan Phu Thanh Commune.

After meeting and contacting with the delegates of the District and Commune People's Councils and local authorities, the family of Mr. Tran Van Huong, in Thanh Loi A Hamlet, Tan Phu Thanh Commune, set an example in handing over the site to the locality to implement the Rural Resettlement Area Project Phase 2.

Not only was about 6,000 square meters of residential and production land (including houses, garden land, and rice fields) confiscated, but Mr. Huong's family was also forced to relocate two of his parents' graves on his land. Up to this point, the site clearance work was only at the counting stage, and compensation for the graves had not yet been applied. However, through contact, being informed by the People's Council delegates about the purpose and significance of the project, and encouraging the family to take advantage of the Thanh Minh occasion to relocate the graves early to facilitate the handover of the site later, Mr. Huong's family highly agreed.

On April 15, Mr. Huong's family voluntarily moved 2 graves to Chau Thanh A District Cemetery (1 grave of a martyr, 1 grave of a heroic Vietnamese mother) while the family had not yet received notice of the compensation price and the time for land handover had not yet come.

“Because of regular propaganda and mobilization by local people, I realized my duty and responsibility to the locality. Therefore, my family voluntarily relocated the graves first. Regarding the remaining compensation and support, I also agreed to follow the State's regulations and hand over the site to the project according to regulations,” Mr. Huong shared.

According to Mr. Huynh Van Mo, Vice Chairman of Chau Thanh A District People's Council, through the innovation of voter contact forms, it has created more favorable conditions for voters to contact, meet, express opinions, send their wishes and contribute ideas for the locality to People's Council delegates at all levels.

Based on the practical effectiveness of the model "Accompanying voters who are workers working at Tan Phu Thanh Industrial Park", in 2023, in addition to regular voter contact conferences before, during and after sessions, the Standing Committee of the People's Council will continue to expand thematic voter contact by target group, voter contact in small groups in residential areas, voter contact at home...

It is expected that next May, the Standing Committee of the District People's Council will coordinate to organize a thematic voter contact meeting with a group of voters who are poor households. With the innovative forms of voter contact activities implemented, the limitations and shortcomings in voter contact activities in the past will be gradually overcome, and the quality and effectiveness of voter contact activities of People's Council delegates will be gradually improved in accordance with the practical conditions in each locality...
