Innovative thinking from awareness to institution
For the first time, a working program of the Capital Party Committee focuses exclusively on the field of science, technology and innovation. The goal is not only to improve productivity, invention or digital transformation indicators, but also to create a new legal corridor, mechanism and management thinking, considering science and technology as the main driving force to promote socio-economic development.
According to Standing Deputy Secretary of the City Party Committee, Head of the Steering Committee of Program No. 07-CTr/TU Nguyen Van Phong, the highlight of the implementation process is that the awareness of Party committees, authorities, scientists and research agencies has made a fundamental change. "Through the implementation of the Program, the awareness of Party committees, authorities, scientists and research agencies on science, technology and innovation development has been gradually raised" - Standing Deputy Secretary of the City Party Committee Nguyen Van Phong emphasized. That helps the entire political system consider this a common responsibility, instead of just a separate task of the science and technology sector.
The program's greatest significance is reflected in institutional changes. From Resolution No. 18-NQ/TU on Digital Transformation, Building a Smart Hanoi by 2025, with a vision to 2030; Master Plan No. 239/KH-UBND to the National Assembly's approval of the Capital Law (amended) in 2024, Hanoi has formed a system of specific mechanisms and policies for science, technology and innovation. This is considered a "legal lever" for the City to unleash new ideas and new technology models, while creating a safe corridor for testing and applying technology in management and production.
An important lesson learned is the consistent and consistent leadership of the City Party Committee and the Steering Committee. Without strong leadership, regular inspections and problem-solving, efforts to connect complex systems involving many sectors and fields will hardly be able to achieve progress. This is the highlight of the leadership method in implementing the program.
Strong digital transformation of public administration
The number of administrative procedures is large, many new fields are complicated; digital skills of staff are not uniform; information technology infrastructure is not synchronized; industry data is still scattered. However, thanks to the spirit of Program No. 07-CTr/TU, the Hanoi City Public Administration Service Center has proactively restructured the process, simplified 150 essential procedures, deployed the reception of non-administrative records, applied artificial intelligence in supporting people through communication robots and the Chatbot system integrated on the Digital Capital Citizen app (iHanoi - the only platform integrating public services and digital utilities for people), built a modern branch system and the "online public service agent" model in cooperation with businesses such as VNPost, Viettel Post, FPT Shop.

The key point is not only digitalization, but also redesigning the process according to the principle of "submit once, use many times". Thanks to that, people no longer have to depend on administrative boundaries to submit documents. This not only increases transparency but also reduces time and costs. In particular, the "Digital Education for All" movement deployed in 126 communes and wards, with the participation of students, union members, youth and businesses, has helped tens of thousands of people learn how to use online public services. This is proof that digital transformation is not only a matter of technology, but also a process of changing community awareness.
The city has also focused on developing specialized databases and connecting to the city's integrated data sharing platform (LGSP) to share and connect with the national system. To date, 45 data sets of 14 departments and branches have been published, serving urban management, health, education, and traffic. This not only improves management efficiency but also creates conditions for businesses and people to participate in data exploitation and form new services.
The success of digital transformation in Hanoi in recent times comes not only from technology but mainly from decisive leadership, clear business processes and timely user support. The city maintains a mechanism of regular meetings to handle "bottlenecks", persistently implements major technology projects, and opens many support channels such as hotline 1022, Zalo group, and hotline. Peak campaigns such as "45 days and nights of digital transformation support" have helped the rate of online applications increase from less than 1% to more than 25% after just one month. This is a figure that proves the "user-centric" approach.
However, challenges still exist. Research, development and core technology product capacity is still limited; specialized technology human resources are still lacking; some specialized systems are not ready for connection. Therefore, the City Party Committee determined that in the next term, it is necessary to fully institutionalize Resolution No. 57-NQ/TW and the Capital Law 2024; allow piloting of digital authorization mechanisms, expanding open data, deeply integrating electronic identification data into the public service portal, allowing Hanoi to develop its own public service applications. At the same time, there must be policies to attract domestic and foreign experts, develop high-quality human resources, and encourage venture capital funds as well as public-private partnerships in digital infrastructure investment. These recommendations are not only to overcome difficulties, but also affirm the determination to build a digital government - the consistent goal of Program No. 07-CTr/TU.
The City Party Committee has identified Science, Technology and Innovation as one of the breakthroughs, requiring institutional improvement, human resource development and data systems, and determination to turn pilot initiatives into operational standards. The change in perception and concrete evidence in practice is the foundation for Hanoi to make a breakthrough, turning innovation into a spreading force, helping the government to be closer to the people, businesses to develop and the Capital to continue to be the driving force for innovation of the whole country./.
