The Provincial Union of Science and Technology Associations has 15 member associations, over 30,000 members in many specialized fields. Of these, 3 associations are recognized as associations assigned by the Party and State; 4 associations are supported with operating costs; 5 associations are supported with headquarters and personnel.
In the period of 2021-2024, the Provincial Union of Science and Technology Associations presided over and coordinated with departments, branches and member associations, gathering intellectuals and scientists to organize 42 scientific seminars and consulting conferences. Focusing on the fields of digital transformation, digital economic development; issues arising in developing new-style cooperatives in the agricultural sector; current situation and solutions for environmental protection in coffee processing activities; developing e-commerce in enterprises, agricultural cooperatives in production, consumption and supply chains of agricultural and aquatic products; classifying, collecting and treating solid waste in daily life. Enhancing and attracting tourists to tourist areas and spots in Moc Chau National Tourist Area through collecting and editing stories and quotes that are symbolic of tourism culture; food safety and hygiene in restaurants and hotels serving tourism.
The topics, projects, and tasks consulted and commented on have had good results, contributing to improving the quality of programs, projects, and mechanisms and policies issued by the Provincial Party Committee, People's Council, and People's Committee. In addition, the Association also participated in collecting opinions and giving comments on 28 draft laws: Law on Prevention and Control of Domestic Violence (amended); Law on Inspection (amended); Law on Implementation of Democracy at Grassroots Level; Law on Protection of Consumer Rights (amended)... helping the Provincial National Assembly Delegation have more information, basis, and data when contributing opinions on draft laws at meetings.
In addition, the Provincial Union of Science and Technology Associations has gathered a team of intellectuals to participate in research and complete the Ministry-level consulting and critical topic: "Assessing the impact of policies on fruit tree development in Son La province from 2017 to present, proposing solutions for the next stage"; in 2025, continue to research the provincial-level science and technology topic "Research on building a set of criteria and database on intellectuals and experts consulting on socio-economic development tasks of the province"; Ministry-level consulting and critical topic: Coffee development policy in Son La, current situation and solutions.
However, in terms of human resources, the province's intellectual team is still small compared to the national average, mainly focusing on the fields of education - training, state administrative management; lacking experts in the fields of science and technology, key sectors for economic and social development.
In the coming time, the Union will continue to proactively coordinate with departments, branches and localities to review programs, projects and economic and social development projects that are complex, priority, key or multi-sectoral in nature and require consultation, criticism and social appraisal from intellectuals to develop plans and submit to the Provincial People's Committee for approval of the list of social consultation, criticism and appraisal tasks. Organize the implementation of social consultation, criticism and appraisal tasks in accordance with the provisions of law, contributing to improving the quality and effectiveness of the development and implementation of policies, programs, projects and economic and social development projects in the province.
