Mr. Tran The Kien : It can be said that administrative reform in general and administrative procedure reform (AP) in particular is a "golden lever" for businesses to thrive in the era of integration and development. As the leader of a business operating in the province, and also the Chairman of the Investment and Startup Club of the province, I see that the administrative reform work of the province in 2025 continues to have many positive changes, demonstrating the strong determination of the province in building an open, professional and modern investment and business environment in the direction of creating maximum convenience for businesses. Currently, all commune-level public administrative service centers of the province have invested in infrastructure, modern equipment, and applied electronic one-stop software connected to the provincial system and the national public service portal; APs are published on the national database of APs and promptly posted on the provincial electronic information portal. At the Provincial Public Administration Service Center, administrative procedures are made public in many forms such as: electronic devices, paper copies and QR-Codes... all for the goal of "the satisfaction of people and businesses is a measure of the effectiveness of administrative reform". This helps the business community and startups of the province feel more secure in investing and expanding production and business.
PV: In your opinion, what changes in the province's administrative reform in 2025 will have the clearest impact on the operations of businesses as well as Club members?
Mr. Tran The Kien: In 2025, the Provincial People's Committee as well as the provincial departments and branches have focused on directing and comprehensively and drastically implementing administrative reform tasks, creating maximum conditions for businesses. In particular, the most important focus is on reforming administrative procedures with many positive changes. For example, in 2025, many administrative procedures related to businesses were reviewed, the processing time was reduced; the rate of administrative procedure files at the department and branch level resolved correctly and before the deadline was high; the rate of files processed online increased... For businesses, especially start-ups, being able to submit documents via online public services, monitor progress and receive results electronically has contributed to saving time and travel costs.
In addition, the reform of the organizational apparatus has also achieved clear results. The province has completed the arrangement of specialized agencies and local authorities according to the 2-level model. Agencies and units have also strengthened the implementation of digital transformation; many digital platforms have been put into operation; online public services have increased rapidly; data has been connected between agencies... The province has also strongly promoted digital transformation of enterprises and the digital economy - this is especially meaningful for the startup community that we represent. From a business perspective, I appreciate the province's spirit of openness and cooperation, helping to create stability and transparency in the local legal environment.
PV: Although there have been strong changes and reforms in administrative procedure reform related to enterprises, in reality, in the process of implementing arising administrative procedures, what difficulties and problems do enterprises and Club members still encounter?
Mr. Tran The Kien: Since the beginning of 2025, the reform of administrative procedures, including those related to enterprises, has had many positive changes, but in actual implementation, enterprises and members of the Club still encounter certain difficulties. Specifically, the interconnection process between agencies is sometimes not really synchronized, causing enterprises to encounter a situation where a procedure has been completed but has not been updated in time on the system or each unit has a different way of guiding. In addition, although online public services have been promoted, the digital infrastructure and operations on some platforms are not really stable. When the system fails or is slow, enterprises have to wait for processing or have to combine direct submission, increasing time and costs. In addition, a small number of officials at the grassroots level are still confused about guidance, especially for new procedures or adjusted regulations. This makes businesses spend more time learning and comparing regulations... These problems are not common, but have affected the business's work implementation process.
PV: In your opinion, to continue effectively implementing administrative reform, including administrative procedure reform, what solutions should the province prioritize?
Mr. Tran The Kien: As Chairman of the Provincial Investment and Startup Club, I have some suggestions to continue improving efficiency and creating breakthroughs in administrative reform in the coming time. First of all, the province needs to decentralize and delegate powers in a reasonable manner, both ensuring compliance with regulations and creating favorable conditions to promptly handle arising issues, providing better support for people and businesses. In addition, arrange a team of staff directly working at public administrative service centers at all levels with solid expertise, standards in communication skills, flexible behavior, proactive and responsive in the process of solving work. The province should also prioritize increasing staff to receive and handle complicated administrative procedures such as in the land sector; at the same time, consider extending working hours at some times to completely resolve records, ensuring speed, convenience and improving the satisfaction of people and businesses.
PV: What do businesses and the Provincial Investment and Startup Club expect from the province's administrative reform work in the coming time?
Mr. Tran The Kien: It can be seen that administrative reform in Lang Son in 2025 has many improvements, bringing great opportunities for businesses, especially start-ups. However, as a business leader and Chairman of the Provincial Investment and Start-up Club, I still hope that the province will have more specific and practical solutions. In particular, continuing to simplify, make transparent and shorten the time to handle administrative procedures in areas that have a great impact on production and business activities such as land, investment, construction; further promoting digitalization, data connection and technology application, digital transformation in submitting and handling documents and procedures; having a mechanism for regular exchange and dialogue to promptly reflect difficulties and problems and receive guidance and solutions from competent authorities.
I believe that, with the province's determination and close coordination between the government and businesses, administrative reform in the coming time will continue to create a transparent and open investment environment, thereby attracting more resources and promoting the province's sustainable development.
