The Government has just issued Resolution No. 66.7/2025/NQ-CP regulating the reduction and simplification of administrative procedures based on data, effective from January 1, 2026.

The Resolution has adjusted legal documents issued by the Central Government to replace and reduce document components in nearly 800 administrative procedures for many types of documents that have been reduced and replaced by exploiting or using corresponding information from national databases and specialized databases.
At the same time, the resolution also has "open" provisions to replace those types of documents and many other types of documents in general administrative procedures when the published databases complete the mandatory connection and sharing to put into exploitation and use.
The Resolution also clearly stipulates that the agency receiving and handling administrative procedures exploits and uses information already in the databases to replace the components of the administrative procedure handling dossier; does not require individuals and organizations to provide documents whose information is already in the databases announced by the database management agency.
In case the information cannot be exploited or the exploited information is incomplete or inaccurate, the competent authority or person receiving and handling administrative procedures shall request the individual or organization to supplement the dossier components to handle the administrative procedure; at the same time, request the individual or organization to update and adjust the information in the databases according to the provisions of law.
The replacement and reduction of dossier components by information exploited on databases when handling administrative procedures for Vietnamese citizens living abroad, foreign individuals and organizations living and operating in Vietnam is implemented based on the database's responsiveness.
Individuals logging into the National Public Service Portal or the National Identification Application (VNeID) to request administrative procedure settlement do not have to sign interactive electronic forms.
The Resolution takes effect from January 1, 2026. However, for databases that have been announced to have completed connection, sharing and restructuring of administrative procedures before January 1, 2026, it will be applied immediately.
Replace paper documents with data information
The Resolution stipulates that the components of administrative procedure records are replaced by the use of information in the database as follows. Specifically, information on the National Population Database is exploited and used to replace the following documents: Identity Card or Citizen Identification Card or Identity Card, Identity Certificate; Information on residence.
Information on the Electronic Civil Status Database is exploited and used to replace the following documents: Birth certificate or Birth extract; Marriage certificate; Marriage status confirmation paper; Death certificate or Death certificate or Death extract.
Information on the National Insurance Database is exploited and used to replace documents: Health insurance card; Social insurance book.
Information on the Driver's License Database is exploited and used to replace the Driver's License. Information on the National Database on Business Registration is exploited and used to replace the following documents: Certificate of Business Registration or Certificate of Business Registration (for businesses established under the Law on Enterprises); Certificate of Business Household Registration; Certificate of Cooperative Registration.
Information on the Vehicle Registration Database is exploited and used in place of the vehicle registration certificate.
Information on the National Land Database is exploited and used to replace certificates of land use rights and ownership of assets attached to land (in the first phase, applied to residential land).
Information on the Criminal Record Database is exploited and used to replace the Criminal Record Certificate.
Information on the electronic health book platform database is exploited and used to replace the health certificate.
In addition, the administrative procedure dossier components are documents not included in the above scope that are replaced by data when there is complete information in national databases and other specialized databases.
The database management agencies are responsible for completing the review, correcting errors, updating to ensure the accuracy, completeness and consistency of the data; sharing data and publishing information in the database that is exploited and used to replace administrative procedure records before January 1, 2026; issuing instructions and coordinating the implementation of connections to exploit and use information in the database, to be completed before January 1, 2026.
