Resolutely reorganize public service units
The summary report on the implementation results of the 2025 and 5-year socio-economic development plans for 2021-2025; and the projected socio-economic development plan for 2026 presented by Prime Minister Pham Minh Chinh at the opening session of the 10th Session of the 15th National Assembly said that from now until the end of 2025, the Government will resolutely reorganize public service units, state-owned enterprises, and organizations within the state administrative system.
Specifically, regarding tasks and solutions from now until the end of 2025, the Government will continue to effectively implement the Resolutions of the Politburo , the National Assembly and the Government.
Focus on promoting growth of over 8% in conjunction with maintaining macroeconomic stability, controlling inflation, ensuring major balances (at the same time, promoting domestic consumption stimulus, especially during holidays and Tet; successfully organizing the Consumer - Production Connection Fair from October 25, 2025 to November 4, 2025; controlling prices, preventing speculation, hoarding, and price hikes; preparing to meet consumer demand at the end of the year and during Tet.)
Respond promptly and effectively to external shocks; focus on removing difficulties and obstacles for long-standing backlog projects; strive to disburse 100% of public investment plans; prepare to start and inaugurate a series of large-scale, key works and projects on December 19, 2025, including the Lao Cai - Hanoi - Hai Phong Railway Component I Project, 02 large sports centers in Hanoi and Ho Chi Minh City (at the same time, start construction of 100 boarding and semi-boarding schools in border communes; urgently build an international financial center, free trade zones; prepare to deploy the Lao Cai - Hanoi - Hai Phong high-speed railway project).
Continue to review and effectively implement two-level local government (at the same time, resolutely rearrange public service units, state-owned enterprises, and organizations within the state administrative system).
Do a good job of social security, especially during the Lunar New Year; mobilize all resources to promptly overcome the consequences of natural disasters, storms and floods; maintain social order and safety; improve the effectiveness of foreign affairs and international integration.
Strive for GDP growth of 10% or more
Regarding the 2026 socio-economic development plan, the Government has identified the following general goals: Prioritizing promoting growth, maintaining macroeconomic stability, controlling inflation, and ensuring major balances of the economy. Enhancing strategic autonomy, restructuring the economy, innovating the development model, promoting industrialization, modernization, and urbanization.
Stabilize the organizational structure, build a modern, smart, streamlined, efficient, effective, and efficient administration. Promote the construction and synchronous completion of development institutions.
Strong breakthrough in building socio-economic infrastructure. Good implementation of social security, improving people's lives.
Manage and use resources effectively, protect the environment, and adapt to climate change.
Further consolidate and strengthen national defense and security potential; maintain political security, order and social safety; promote foreign affairs and international integration.
Main targets: including 15 socio-economic development targets; in which GDP growth strives to reach 10% or more; GDP per capita reaches 5,400 - 5,500 USD; average CPI increases by about 4.5%; average social labor productivity increases by about 8%; poverty rate according to multidimensional poverty standards decreases by about 1-1.5% (calculated according to the new multidimensional poverty standards applied from 2026).
Ten main tasks and solutions
To achieve the above objectives, the Government identifies the following 10 main tasks and solutions:
Firstly, continue to prioritize promoting growth associated with maintaining macroeconomic stability, controlling inflation, ensuring major balances; controlling public debt and state budget deficit within prescribed limits.
Closely coordinate fiscal, monetary and other policies; manage interest rates and exchange rates appropriately; strive to reduce lending interest rates; focus credit on production and business, priority sectors; effectively implement preferential credit packages; effectively manage the gold, corporate bond and real estate markets.
Strive to increase state budget revenue by at least 10%; thoroughly save on expenditures, reduce regular expenditures; increase development investment expenditures by 40%; cut 5% of investment expenditures (for the Lao Cai - Hanoi - Hai Phong railway project) and 10% of regular expenditures (for social security) right from the budget allocation.
Renewing and improving the efficiency of traditional growth drivers (investment, consumption, export).
The central budget focuses on investing in important national projects[53]; local budgets focus on investing in inter-provincial and inter-commune projects. The central budget invests no more than 3,000 projects (including transitional projects) for the period 2026 - 2030.
Take advantage of public debt and deficit reduction to issue bonds for strategic infrastructure development. Strive for total social investment capital to reach 40% of GDP.
Strongly develop the domestic market, e-commerce, stimulate consumption, organize large fairs; resolutely prevent and combat smuggling and trade fraud.
Boost exports; effectively exploit traditional markets; expand and sign new FTA agreements with the Middle East, Latin America, Africa, Pakistan...
Strongly promote new growth drivers; develop digital economy, green economy, circular economy, sharing economy, semiconductor industry, artificial intelligence, etc.; build and perfect controlled testing mechanisms for new business models.
Complete the legal corridor and synchronously develop all types of markets (finance, securities, gold, science and technology, labor, real estate, etc.).
Effectively deploy the pilot crypto asset market; promote the formation of a data market...; accelerate the construction of an international financial center in Ho Chi Minh City, Da Nang and new-generation free trade zones in a number of localities.
Second, promote industrialization, modernization, and economic restructuring; resolutely implement the Politburo's policies in important and key areas.
Build a program to develop foundational, spearhead, and emerging industries such as railways, nuclear energy, green energy, based on science, technology, and innovation to effectively exploit outer space, sea space, underground space, etc.; develop supporting industries more strongly.
Continue restructuring the system of credit institutions associated with handling bad debts; increase capital for state-owned commercial banks; effectively handle weak credit institutions.
Strongly deploy specific and special mechanisms and policies, immediately promote the effectiveness of the Politburo's decisions on science and technology, innovation, digital transformation, state economy, private economy, education and training, protection, care and improvement of people's health; selectively attract FDI projects associated with the transfer of advanced technology.
Third, focus on building and perfecting synchronous development institutions.
Summarize the piloting of specific mechanisms and policies to institutionalize them into common policies for the whole country. Complete the mechanisms and policies for the development of special economic zones in Van Don, Van Phong, and Phu Quoc.
By 2026, cut and simplify 100% of unnecessary business conditions; cut 50% of time and cost of administrative procedure compliance compared to 2024. Strongly implement Project 06 and the "Digital Education for All" movement.
Strengthen the prevention and fight against corruption, waste, and negativity; inspect and resolve complaints and denunciations. Focus on post-inspection supervision and handling; increase the rate of money and asset recovery.
Fourth, continue to perfect the organization of the state administrative apparatus; focus on handling long-standing backlog projects.
Strengthening the initiative, autonomy and development creation of localities; ensuring synchronous and effective operation of two-level local governments. Accelerating the construction of digital government, digital administration and digital citizens.
Strengthen training, improve capacity, especially digital skills, and develop a set of criteria to evaluate the performance of cadres, civil servants, and public employees (KPI), taking people's satisfaction, prestige, and efficiency as measures.
Focus on thoroughly removing obstacles for long-standing projects, especially large-scale real estate, renewable energy, industrial, commercial, and service projects...
Fifth, focus on investing in building strategic infrastructure projects.
Speed up the implementation of the Lao Cai - Hanoi - Hai Phong railway line, railway lines connecting with China, urban railway lines between Hanoi and Ho Chi Minh City; strive to start construction of the North - South high-speed railway; invest in developing the expressway system connecting regions and areas and with neighboring countries.
Implementing Long Thanh International Airport Phase 2, traffic routes connecting Tan Son Nhat Airport; ensuring the construction progress of Gia Binh International Airport, expansion projects of Phu Quoc, Chu Lai, Phu Cat, Ca Mau, Tho Chu International Airports; international transit ports of Can Gio, Lien Chieu and Hon Khoai Port. Ensuring the progress of Ninh Thuan Nuclear Power Plant 1 and 2 projects.
Accelerate the deployment of 5G infrastructure, satellite internet and data centers; strive to start construction of semiconductor chip factories. Invest in infrastructure adapting to climate change, culture, sports, education and healthcare.
There are breakthrough mechanisms and policies to effectively exploit marine space, outer space, and underground space with the spirit of "reaching out" to the ocean, "going deep" into the earth, and "flying high" into space.
Sixth, focus on developing high-quality human resources.
Improve the quality of education and training at all levels. Promote English as a second language; teach and learn artificial intelligence in secondary schools.
Strongly develop national universities, excellent higher education institutions and high-quality vocational training facilities to meet labor market demands; quickly train 100,000 engineers in the fields of semiconductor chips and artificial intelligence.
Deploy breakthrough scientific research programs and projects, focusing on 11 strategic technology groups.
Seventh, focus on cultural development, ensuring social security, and improving people's lives.
Effectively implement national target programs. Improve capacity of preventive medicine, primary health care, traditional medicine; promote the implementation of electronic health books and electronic medical records nationwide.
Strive to complete over 110,000 social housing units. Promote labor restructuring; strengthen supply-demand connection.
Eighth, proactively respond to climate change, prevent and combat natural disasters, strengthen resource management and environmental protection.
Speed up the progress of building a national database on land and real estate trading floors. Develop a project to fundamentally address air pollution and traffic congestion in Hanoi and Ho Chi Minh City; appropriately adjust the roadmap for applying standards and regulations on road motor vehicle emissions.
Effectively implement the Program for natural disaster prevention and climate change response in the Mekong Delta and the Program for flood, landslide and drought prevention in the Central, Central Highlands and Northern regions.
Ninth, consolidate and strengthen national defense and security; ensure social order and safety; enhance foreign affairs and international integration; maintain a peaceful, stable, cooperative and developing environment.
Promote breakthrough development of defense industry and security industry; enhance the fighting strength of the people's armed forces.
Ensure absolute security for important national events, especially the 14th National Party Congress and the election of the 16th National Assembly.
Synchronously, effectively and comprehensively deploy foreign affairs and international integration; promote economic and technological diplomacy; promote cultural diplomacy and people-to-people diplomacy; and prepare well for hosting APEC 2027 in Vietnam.
Tenth, be more proactive in information and propaganda work; continue to innovate, be creative, diversify forms, and enrich content, especially to serve the 14th National Party Congress and the election of the 16th National Assembly.
