The 2025 high school graduation exam took place on June 26 and 27 with 1,165,289 candidates registering to attend, an increase of 93,894 compared to last year. Of which, candidates taking the exam under the 2018 GeneralEducation Program accounted for 96.33%.

Deputy Minister Pham Ngoc Thuong requested that localities absolutely must not be negligent or subjective. Localities need to thoroughly grasp the spirit that "any mistake of an individual or a candidate will affect the efforts of the entire industry".
The Ministry of Education and Training said that the official exam papers have been sent to the Departments of Education and Training through the Government Cipher Committee system. This is a major change as the exam papers are not transported in the traditional way, overcoming previous difficulties such as having to use helicopters to transport the papers to Con Dao.
The exam will be encrypted and transmitted via a private transmission system, ensuring absolute safety and security. Using this system helps minimize the risk of exam leaks and increases the transparency and fairness of the exam.

Ho Chi Minh City: Increase 5,000 independent candidates
In Ho Chi Minh City, on June 22, the Department of Education and Training organized a training course on exam supervision for all leaders of 171 high school graduation exam sites in the city.
Dr. Nguyen Van Hieu, Director of the Ho Chi Minh City Department of Education and Training, said that this year, the city mobilized more than 12,000 officials to participate in the exam supervision. Emphasizing the responsibility for the exam, Mr. Hieu requested that teachers participating in the exam supervision must not "have vague memories" or rely on their many years of experience in supervising exams. All must be the right person, the right job, the right regulations, and clear responsibilities. "When mistakes occur, teachers must handle them together, not cover them up" - Mr. Hieu requested.
According to the report of the Department of Education and Training of Ho Chi Minh City, the 2025 high school graduation exam in the city has 99,578 candidates registered to attend, an increase of 8,891 students compared to the previous year. Of which, 97,940 candidates took the exam under the 2018 General Education Program and 1,638 candidates took the exam under the 2006 General Education Program. Notably, the number of independent candidates increased by 5,000 compared to the previous year.
Ho Chi Minh City has taken thoughtful support measures for candidates in remote areas, such as ensuring that the Binh Khanh ferry in Can Gio district operates continuously with 4 trips during peak hours. The city has arranged centralized motels for candidates in Thanh An, Can Gio district, along with shuttle bus services.
This year, all testing sites in Ho Chi Minh City will install cameras in the test storage room, ensuring that all items containing test papers and exam papers in the room and actions affecting those items will be covered. The cameras will store all data of the test storage process and exam papers at the testing site, and will operate continuously even during power outages.
Avoid unnecessary mistakes
To prepare thoroughly for the first high school graduation exam under the 2018 General Education Program, the Ho Chi Minh City Department of Education and Training has proactively reviewed and classified students. Specifically, the Department of Education and Training requires schools to assess students' levels, from which they can plan to place them in classes and assign teachers to each group according to the Department's 2025 high school graduation exam review guidelines. In addition to organizing review sessions, teachers and students are also "practiced" through mock exams.
Thu Duc High School (Thu Duc City, Ho Chi Minh City) has 781 12th graders taking the high school graduation exam this year. Mr. Do Vu Ngoc Trung, Vice Principal of Thu Duc High School, said that in previous exams, there were still cases of candidates going to the wrong exam location, arriving late, forgetting to bring identification documents or bringing phones into the exam room. These are mistakes that can seriously affect exam results.
To avoid unnecessary mistakes, the school has reminded students to stay calm and prepare carefully. Candidates need to read the exam notice carefully to understand their registration number, room number and exam location. On June 25, students must go to the exam location to complete procedures, listen to the regulations, correct information if there are any errors and check the route to arrive on time on the official exam day.
Absolutely do not be subjective or negligent.
The Government Office has just announced the conclusion of Prime Minister Pham Minh Chinh at the national online conference on preparations for the 2025 high school graduation exam.
Accordingly, the Prime Minister noted that we should absolutely not be subjective or negligent because sudden and unexpected factors may arise, and we need to be prepared to respond; focusing on preventing negativity in all stages of the exam.
The Prime Minister requested the Ministry of Education and Training, relevant agencies, sectors, and localities to organize the exam in a safe, serious, objective, concise, reliable, effective manner, reducing pressure and costs, and creating the most favorable conditions for candidates to demonstrate their abilities. Agencies and units must ensure the most favorable conditions for candidates, from facilities, human resources, healthcare, security, safety, travel support plans to timely and complete information; not allowing any candidate to be unable to take the exam for objective reasons.
The Ministry of Education and Training must ensure that the exam questions are of high quality, closely following the general education program, with appropriate levels of differentiation, especially since this year's exam is organized for two groups of students studying two programs. The education sector needs to organize the exam in a way that accurately reflects the core and basic knowledge of the two programs; ensure absolute safety and accuracy, and prevent any negligence, incidents, or negativity in the transportation, printing, and management of exam questions. The Ministry of Education and Training will proactively coordinate closely with the Ministry of Public Security to train and guide localities in implementing solutions to prevent negativity, especially the use of high-tech equipment and artificial intelligence (AI) to cheat in exams.
The Prime Minister also noted that the People's Committees of provinces and cities must thoroughly decentralize, ensuring greater flexibility and initiative for localities in organizing the exam; and be responsible for comprehensively directing the preparation and organization of the exam in the locality.
In the 2025 high school graduation exam, candidates studying the 2018 General Education Program will take 4 subjects in 3 sessions, including: math - literature and 2 elective subjects from the subjects studied in high school. Candidates studying the 2006 General Education Program will also take the exam in 4 sessions with 3 compulsory subjects: math - literature - foreign language and an elective exam in natural science or social science.
According to Dr. Huynh Van Chuong, Director of the Department of Quality Management - Ministry of Education and Training, these two programs have differences so the ministry has separate instructions. Emphasizing the differences, he said that the multiple choice test in the 2024 exam is 24 test codes but the 2025 exam will be based on the number of candidates in the exam room.
