DonaCoop Infrastructure Investment Joint Stock Company and VinaCapital Group have just sent a document to the People's Council and People's Committee of Dong Nai province to prepare a report proposing the investment policy for the project to extend metro line No. 1 in Ho Chi Minh City to connect with Long Thanh airport, and develop the TOD (Transit - Oriented Development) smart urban model.
The consortium said on June 12 that the People's Committee of Dong Nai province had issued a document supporting the study of the project to extend metro line No. 1 (Ben Thanh - Suoi Tien) to the new administrative center of the province, opening a branch into the inner city of the old Bien Hoa city and connecting to Long Thanh airport.
Up to now, the consortium has worked with relevant departments to survey the current status of the route, the land fund planned for TOD implementation, and research the implementation process to thoroughly prepare for future work.
Tuoi Tre on August 8 raised the issue of urgently building traffic works connecting Tan Son Nhat airport and Long Thanh to avoid "congestion" when Long Thanh comes into operation.
The consortium said it is also negotiating with domestic and foreign consultants experienced in metro research, design and development.
Therefore, the consortium proposed that the People's Committee of Dong Nai province allow it to participate in preparing and submitting for approval a report proposing the project investment policy and developing the TOD smart urban model.
The project is proposed to be implemented under the public-private partnership (PPP) method, in the form of a BT (build-transfer) contract.
In terms of scale, the project has an estimated total length of about 38.5km including 3 sections. Of which, the section from station S0 to the new administrative center of the province is about 6.5km long.
The section from the new provincial administrative center to Long Thanh airport is about 27km long. The section from the new provincial administrative center to the central axis of Bien Hoa city in Thong Nhat ward is about 5km long.
The total investment capital is expected to be about 65,000 billion VND (excluding compensation and site clearance costs), using 100% private capital of the consortium and its partners.
According to the consortium, the construction time to complete the metro line No. 1 project in Ho Chi Minh City connecting Long Thanh airport is expected to be 4-6 years from the date of receiving the site handover.
Proposal to separate the site into an independent project
For the compensation and site clearance (GPMB) category of the entire metro line, the consortium proposed to split it into an independent component project. This approach will help the parties balance human resources, proactively source capital and progress to achieve the highest efficiency.
The proposed overall implementation plan is as follows: the reporting, technical design and construction from now until handover will be undertaken by the consortium and partners. The compensation and site clearance project will be carried out by the state according to regulations.
