Thanks to the drastic participation of the entire political system in disseminating and educating the law, along with the patrolling, controlling and handling work of the functional forces of Meo Vac district (Ha Giang), it has contributed to positively impacting the awareness of ethnic minorities in the area when participating in traffic.

Mr. Vu Va Chinh - Giang Thi De's father-in-law - confided: "Our family is poor, my wife and I are no longer able to do heavy work, and our children are still young. Before, Po was the main breadwinner in the family, but now that he is in prison, our family's difficulties have become even more difficult. Since Po's husband had to serve his prison sentence, his wife has been taking care of my wife, me, and our young children alone, which has been very difficult."
Accordingly, in July 2022, Vu Mi Po (born in 2000, Ms. De's husband) drove a motorbike from his house to Meo Vac town to pick up his sister-in-law. After going a short distance, he met Vu Mi Mua (born in 1999, living in the same commune) riding a motorbike in the opposite direction.
Both Po and Mua had been drinking and lost control of the steering wheel, causing the two cars to crash. As a result, Vu Mi Mua died on the spot, while Po suffered head and eye injuries. Po had to serve his prison sentence for a drunk driving accident, leaving his wife alone to take care of her elderly parents and three young children.
Meo Vac is a mountainous, border district of Ha Giang province, with ethnic minorities accounting for over 96%. In the past, due to backward customs and practices, people used alcohol a lot during holidays, New Year, funerals, weddings, especially at market days. Excessive drinking of alcohol has many consequences.
To prevent and limit this situation, the Meo Vac district government and functional forces from the district to the grassroots have stepped up propaganda activities. Officials went to each village to meet and analyze the harmful effects of alcohol and beer for people to see.
[caption id="attachment_602757" align="aligncenter" width="768"]According to Mr. Nong Van Ngay - Chairman of the People's Committee of Giang Chu Phin commune, with 100% of the people being ethnic minorities, using alcohol at funerals, weddings or when going to the market was previously a common practice for the people.
To change that perception, local authorities have increased propaganda and integrated traffic safety content for people in village and hamlet meetings...
" In recent years, with the development of the socio -economy, information and propaganda work and easier access to information, people have also limited excessive drinking. In particular, people are aware that when drinking alcohol, they should not participate in traffic, " said the Chairman of Giang Chu Phin commune.
Along with propaganda work, patrolling and controlling, especially drastic implementation of alcohol concentration control, has created positive changes. Thanks to that, the cultural habit of "don't drive after drinking" has gradually been formed among ethnic minorities in the Meo Vac highlands.
Major Tran Thanh Hung - Deputy Head of the Traffic Police Team, Meo Vac District Police - said that recently, the traffic police have actively coordinated with all levels, sectors and localities in propagating to people to comply with the law of not using alcohol when participating in traffic.
"Through patrols and alcohol concentration control, we see that people's awareness has changed significantly. Especially in recent years, there has been no more situation of people drinking alcohol and participating in traffic during market days," said Major Hung.
According to Major Tran Thanh Hung, encouraging people in the highlands to limit alcohol consumption brings many benefits. Firstly, their health is guaranteed; secondly, it saves money and time for business and economic development; thirdly, it stabilizes security and order in the area.
Reducing traffic accidents caused by alcohol consumption is a social issue. But first and foremost, each individual, family, and traffic participant’s awareness is the most important factor contributing to reducing traffic accidents caused by alcohol consumption.
