In 2023, the Department of Planning and Investment advised the Provincial People's Committee to promptly assign the 2023 development investment capital plan to departments, branches and localities; allocate detailed plans for capital sources when assigned by the central government, creating favorable conditions for investors to speed up project implementation progress and disburse capital sources. As a result, by July 26, 905,837 billion VND had been disbursed, reaching 31.5% of the detailed capital allocation plan. In 7 months, the Provincial People's Committee advised the Provincial People's Committee to decide on investment policies, approving investment for 9 projects/171.99 billion VND; adjusting investment policy decisions for 29 projects with a total capital increase of 843 billion VND, bringing the total number of projects to date to 446 investment projects of economic sectors, with a total registered capital of 194,489.6 billion VND. Since the beginning of the year, 217 new enterprises have been established, with registered capital of VND 1,848.9 billion, bringing the total number of operating enterprises to 4,180.

Concluding the meeting, the Chairman of the Provincial People's Committee acknowledged the efforts of the Department of Planning and Investment in advising the Provincial People's Committee to carry out many important tasks to ensure quality and efficiency. However, the implementation of tasks in 2023 still faces some difficulties such as: Provincial planning work has not ensured progress; the disbursement rate of state budget investment plans is still slow, the implementation of socio-economic development targets in 2023 has not ensured the plan; attracting investment capital still faces many difficulties.
In order to successfully carry out key tasks according to the plan set out in 2023, the Chairman of the Provincial People's Committee requested the Department of Planning and Investment to continue to promote the sense of responsibility, review, evaluate, and complete the assigned key tasks, promptly propose and advise the Provincial People's Committee to handle important contents that need to be completed in the last months of the year. Enhance the sense of responsibility of leaders in leading and directing administrative reform work. Coordinate with the Ministry of Planning and Investment to promptly complete the procedures for submitting the provincial planning for approval; at the same time, prepare for the organization of the announcement and implementation of the Provincial Planning for the period 2021-2030, with a vision to 2050, in conjunction with the organization of an investment promotion conference after the Prime Minister's approval. Promote disbursement of public investment capital, implement the Socio-Economic Recovery and Development Program, national target programs, accelerate the progress of important national projects and works, and create momentum for economic growth. Strive to complete the disbursement of 100% of public investment capital in 2023; propose solutions to ensure that the total budget revenue of the business sector and the gross domestic product (GRDP) in 2023 is higher than in 2022, achieving and exceeding the socio-economic development targets assigned by the Provincial People's Council. Research and promote effective solutions to attract investment in the province; monitor and promptly resolve difficulties and obstacles for businesses, especially coordination and guidance in supporting businesses to remove obstacles, as well as supporting and guiding businesses to carry out procedures and documents in accordance with regulations. Continue to implement key tasks and solutions to improve the business environment and enhance provincial competitiveness; Focus on implementing key and breakthrough tasks and solutions to improve and raise the province's PCI index ranking; tighten administrative discipline and order, and enhance the responsibility of leaders in handling administrative procedures for people and businesses.
