Comrade Vu Van Dien, Permanent Vice Chairman of the Provincial People's Committee worked with Quang Yen town

On the afternoon of September 19, Mr. Vu Van Dien, Standing Vice Chairman of the Provincial People's Committee, worked with Quang Yen town to direct and give opinions on a number of unresolved issues according to Conclusion No. 1146-KL/TU of the Provincial Party Committee Standing Committee; the progress of compensation and site clearance for key projects in Quang Yen town; the situation of handling complaints and denunciations that are still pending and have not been completely resolved in the town, and the difficulties and problems arising after storm No. 3. Also working were representatives of relevant departments and branches.

After working with the Standing Committee of Quang Yen Town Party Committee, on May 27, 2024, the Standing Committee of the Provincial Party Committee issued Conclusion No. 1146-KL/TU on resolving the recommendations and proposals of Quang Yen Town. Specifically, Quang Yen Town proposed that the Provincial People's Committee propose to the Government to soon adjust the application of the minimum wage of region I for Quang Yen Town to attract workers to return to work in the locality; proposed that the province have a special mechanism to support the town in implementing projects under the town budget expenditure task (period 2024-2025) to renovate, upgrade, and complete criteria on economic and technical infrastructure to establish Hiep Hoa Ward, Tien An Ward and Quang Yen City; proposed that the Provincial People's Committee direct the departments, branches and sectors of the province to speed up the completion of the planning of Quang Yen Coastal Economic Zone.

Comrade Vu Van Dien, Permanent Vice Chairman of the Provincial People's Committee, gave a speech at the meeting.

As a key area, Quang Yen town has many important dikes, protecting over 150,000 people and coastal economic zones, industrial parks; the whole town has 33.67km of level 3 dikes and 36km of level 4 dikes. However, there are still 13.6km of level 4 dikes that have not been concreted (in wards and communes: Dong Mai, Yen Giang, Hiep Hoa, Song Khoai, Ha An). Therefore, Quang Yen town proposed the Provincial People's Committee to consider and direct departments and branches to renovate and upgrade 12km of Dong Bai - Mai Hoa dike and 1.6km of Ha An dike, Quang Yen town.

Regarding site clearance work, the town has identified 10 projects and areas that need priority site clearance; of which there are 5 key projects with large site clearance volumes, including: Ben Rung Bridge approach road project; riverside road project connecting Ha Long - Hai Phong expressway to Dong Trieu town (section from Dam Nha Mac intersection to provincial road 328) - phase 1; road project from Dam Nha Mac intersection to Bac Tien Phong Industrial Park - phase 1; Song Khoai Industrial Park project; project to develop a seaport and industrial park complex in Dam Nha Mac area. By focusing on synchronous implementation solutions, since the beginning of the year, Quang Yen has completed site clearance for 4 projects, including: Ben Rung Bridge approach road in Hiep Hoa and Song Khoai communes; Foxcon factory with an area of 19.55 hectares in phase 2 of Song Khoai Industrial Park; Lite-on Technology project with an area of 32 hectares in phase 2.

Regarding the settlement of complaints and denunciations, Quang Yen town currently has no backlog of complaints or denunciations. The entire town only has one case under consideration and has not been completely resolved, related to the complaint about the compensation plan and support for site clearance under the National Training Center Project on Counter-Terrorism Prevention and Control.

The Chairman of the Town People's Committee quickly reported on the damage after the storm, the implementation of site clearance work and the contents of Conclusion 1146 of the Provincial Party Committee.

Regarding the damage after Typhoon Yagi, up to now, Quang Yen has 55 schools, headquarters of the Departmentof Education and Training damaged; 19 communes and wards' medical stations were severely damaged; over 25,000 houses had their roofs blown off, including 160 near-poor households, policy households, 128 houses collapsed; over 200 headquarters of agencies, units, and armed forces were damaged. Over 16,000 trees were broken, 500 low-voltage and medium-voltage power poles and 2 Phong Coc and Phong Hai power stations were broken; over 800 oyster and mussel rafts and over 1,700 fish cages were damaged; over 1,418 hectares of winter-spring rice were flooded; 218.6 hectares of crops were completely damaged. The telecommunications network was almost paralyzed and has not been restored yet. The infrastructure of industrial parks in Quang Yen was damaged on a large scale. Damage to property, structures, and crops is still being updated.

At the meeting, departments, branches and the town reviewed the shortcomings and difficulties, and discussed solutions to speed up the land acquisition and clearance work for the remaining households. The focus was on resolving the problems of cases where the plan had been approved but the money had not been paid; households whose land acquisition and clearance plans had not been approved due to the transfer procedures between the new law and the old law. Especially in the context of many damages after the recent storm No. 3.

Speaking at the meeting, Mr. Vu Van Dien, Standing Vice Chairman of the Provincial People's Committee, shared the losses of the people of Quang Yen town in storm No. 3, especially the interruption of the communication system and the long-term power outage, which directly affected the daily life and production activities of the people and businesses. He also acknowledged and highly appreciated the quickness and active participation of the Party Committee, government and people of Quang Yen town in joining hands to overcome difficulties, quickly restore production and business activities, and stabilize the lives of the people in the area.

He emphasized that Quang Yen town is one of the localities heavily affected by storm No. 3, therefore, it is necessary to quickly deploy solutions to soon stabilize people's lives and production, focusing on quickly restoring electricity to people and industrial zones to stabilize production.

In the land acquisition and clearance work, he assigned the Provincial Economic Zone Management Board, together with Quang Yen Town, to consider each specific case to remove obstacles. The Provincial Project Management Board established a working schedule with enterprises in the industrial parks to have measures to overcome difficulties after the storm, to ensure the attraction of projects to the province. For projects related to traffic and urban development, he assigned the Department of Transport, together with relevant departments and branches, together with Quang Yen Town to consider completing legal procedures for implementation.

Regarding the proposal to upgrade 13.6km of unconcrete level 4 dike, he assigned the Department of Agriculture and Rural Development and the Department of Natural Resources and Environment to study and propose to the Ministry of Natural Resources and Environment to upgrade the entire sea dike route in the province, as well as 34km of sea dike in Ha Nam area and along the dike route in Ha Bac area of Quang Yen town, to have a specific roadmap for each area.

In the field of aquaculture, he requested that based on the planning of farming areas, Quang Yen should arrange households that are farming into the planning of farming areas with areas equal to or larger than the old farming areas, ensuring the economic development requirements of the localities.

Regarding the settlement of complaints and petitions from the people, especially for the 4 cases being handled by the province, he requested Quang Yen, together with relevant departments and branches, to continue to study and consider each content and each specific case to resolve them according to their authority.
