New economic drivers in Phu Luong

These days, the atmosphere in Phu Luong commune is bustling with activity, whether in the fields, production forests, or areas being surveyed for industrial planning. From a purely agricultural locality, Phu Luong is gradually developing a new face with two distinct pillars: commercial agriculture and industry-services. These are considered the "dual engines" that offer promising prospects for breakthroughs in this southern part of the province.

Shift strongly towards commodity production.

According to Khong Manh Tuong, Vice Chairman of the People's Committee of Phu Luong commune: "The commune is focusing on maximizing the advantages of its land and its inter-regional connectivity to attract investment in industrial and service development; while maintaining the foundation of agriculture and forestry in a commodity-oriented direction, increasing production value and income for the people."

Agriculture continues to be a vital foundation of the local economy . Currently, the commune maintains nearly 240 hectares of ratooned sugarcane, 586 hectares of double-cropped rice; and over 100 effective livestock farming models with diverse animal species. Notably, the production mindset of the people is gradually shifting from small-scale to commercial production. Many households are proactively investing in expanding the scale of livestock farming, applying new techniques, and establishing linkages for product consumption.

A typical example is the French dove breeding model of Ms. Hau Thi Thinh's family in An Lac village, with a scale of 5,000 birds, including both breeding and commercial birds. Ms. Thinh said that initially, her family only raised a few dozen pairs, but seeing that the birds adapted well to captive conditions, they boldly expanded the scale towards commercial production. Currently, the family sells 400-500 pairs of commercial birds each month to restaurants in Phu Tho and Hanoi , earning an income of 40-50 million VND. To ensure sustainable development, the family has registered their business and completed all legal procedures to ensure clear origin for their dove products.

Alongside agricultural production, forest planting and protection are given priority. To date, the commune has over 1,000 hectares of production forest, with a forest cover rate of nearly 47%. Not only is it a "green lung," this production forest area also provides stable livelihoods for many households. Mr. Phung Van Thang, Party Secretary and Head of Dong Khuon village, shared that the village has over 300 hectares of production forest, which not only provides a livelihood for more than 90 Dao households but also preserves water resources for the village and neighboring villages.

In the fields of trade and services, agricultural and forestry processing facilities continue to expand production. Some food, household goods, and garment production models have initially found stable markets. The small garment factory in Tan Thanh village is always bustling. Ms. Hoang Thi Chien, Deputy Director of Phuong Hoang Trading and Manufacturing Company Limited, shared: "The factory has been operating stably for 3 years, creating jobs for 20 female workers, with incomes ranging from 8 to 12 million VND per month. I hope the commune will soon build and put the industrial cluster into operation, to create more development space and jobs for the people."

Formation of new industrial growth poles

Currently, the commune has small business models and cooperatives that link production and diversify services. Mr. Nguyen Thanh Hai, Director of Tam Da Agricultural and Forestry Cooperative, said: The cooperative has been collaborating with an enterprise outside the province to produce electronic toy components for nearly a year, creating regular jobs for 120 workers.

The work is suitable for the people in the commune, especially providing employment for women with an income of 5-7 million VND/month without having to leave farming and their hometown, ensuring a source of income to improve their quality of life. Mr. Hai hopes that the commune's industrial zones and clusters will soon be operational so that the cooperative can rent land to build factories and expand production scale.

The biggest highlight in Phu Luong's current economic landscape is its focus on industrial development, with a series of large-scale plans currently being implemented.

The commune has coordinated the completion of the zoning plan for the Tam Da Industrial Park, covering 75 hectares; and is simultaneously promoting investment procedures for the Tam Da Industrial Cluster. The locality is also coordinating surveys and proposals for the Phu Luong - Truong Sinh Industrial Park, covering approximately 500 hectares, the Tam Da Industrial Park Phase 2, covering approximately 275 hectares, along with a cluster of small-scale industries and traditional craft villages covering 50 hectares. If these projects are implemented on schedule, this will create significant potential for economic restructuring, job creation, and increased revenue for the locality.

The locality has a major advantage: ample land available and gradually improving infrastructure, especially inter-regional connecting routes. Currently, the project to renovate and upgrade the DH10 Phu Luong - Yen Lang road is underway, creating momentum to boost trade and goods transportation.

In addition, the locality is developing a plan for the Dai Phu residential, commercial, and service area; and a general urban plan for Phu Luong commune to gradually create a new development space. Mr. Duong Ngoc Hung, Head of Hoi Xuan village, said: “The people are very excited that the locality has many large projects. We hope that the industrial parks will be implemented soon so that our children can have jobs right in their hometown, without having to go far away to work.”

In addition to focusing on economic development, Phu Luong commune also prioritizes improving the investment environment and enhancing the quality of services for citizens and businesses. In the past five months, the commune issued new business registrations to 50 households and processed over 500 administrative procedures; 100% of documents were processed digitally. From a purely agricultural commune, Phu Luong is gradually transforming itself with a new development mindset, proactively attracting investment and expanding its economic space. As industrial, transportation, and urban infrastructure plans gradually take shape, the locality is expected to become a dynamic growth pole in the southern part of the province in the coming years.
