1. Over the past 5 years, the entire army has thoroughly grasped and seriously implemented the resolutions of the Central Military Commission, decisions, directives, orders of the Ministry of National Defense and instructions of the Steering Committee of the Ministry of National Defense on organizing the implementation of the PTTĐ of the military HCQD sector and CVĐ 50 in the new situation. Party committees and commanders at all levels in the entire army have always paid attention to and implemented comprehensively, synchronously, with focus and key points, with many new, creative and effective ways of doing things. Thereby, it has helped agencies and units strictly maintain the order and regime of logistics and technical work; fully ensuring all aspects of logistics and technical work for training, combat readiness (SSCĐ), regular and unexpected tasks.

In implementing the logistics sector's PTTĐ, agencies and units have linked and concretized the contents and goals of the Quyết Thắng PTTĐ into specific goals and targets for implementation. Proactively advise and direct to ensure adequate and timely logistics for tasks; especially the task of protecting sovereignty over seas, islands, borders, and key areas. Proactively deploy logistics forces, means, and materials to participate in preventing, combating, and overcoming the consequences of natural disasters, rescue, and support and help people. Excellently complete tasks in preventing and combating the Covid-19 pandemic; major political events of the Party, State, and Army (A70, A50, A80...).

Regularly grasp and strictly implement the Resolution of the 13th National Party Congress, the 11th Military Party Congress; Resolution No. 1658-NQ/QUTW and Resolution No. 1656-NQ/QUTW of the Central Military Commission on logistics and technical work of the Army until 2030 and the following years. With the spirit of proactively overcoming difficulties, the logistics sector has increasingly better met the requirements of the task of protecting the Fatherland in the new situation. The quality of work to ensure life, health care and barracks has improved a lot; the rate of healthy soldiers in the 2020-2025 period reached 99.13% (exceeding the target by 0.63%). Production growth has been promoted, achieving practical results, meeting and exceeding the targets of the term every year.

The Logistics Sectoral Steering Committee has contributed to encouraging and motivating agencies and units to strongly promote the sense of need and thrift, contributing to improving the efficiency of management and use of logistics and financial facilities. In particular, it has proactively created a source to ensure sufficient and timely fuel, technical equipment and fuel supplies for tasks; managed and used fuel strictly and economically. Exploited and effectively used new and modern technical equipment and organized and directed transportation closely, completed 100% of plans, and ensured safety; Ensure good transportation for combat readiness missions, training and emergency missions, focusing on units on the sea border, islands, Truong Sa archipelago, DK-1 platform, key areas of national defense and security... Especially in the prevention and fight against the Covid-19 pandemic, mobilize forces and means of transport inside and outside the Army, regardless of day or night, to organize the transportation of vaccines, supplies, biological products, medical equipment and food, ensuring timely social security, completing the task excellently.

2. The year 2025 is an important milestone marking 30 years of the entire army implementing Campaign 50. After 3 decades of implementation, especially in the 2020-2025 period, Campaign 50 has truly had a great influence, becoming a widespread movement with proactive and self-conscious awareness, attracting all levels, all sectors, all organizations and individuals in the Army to participate; contributing to the successful completion of military and defense tasks, meeting the requirements of building the Army in the new situation. The content and objectives of Campaign 50 have been thoroughly grasped and widely implemented, with many positive changes, entering each field of work with many rich and creative forms and measures; promoting emulation activities to effectively implement the 4 objectives of the movement.

Through implementation, the management, exploitation, preservation, preservation, maintenance and repair of technical equipment have many innovations and the quality has been improved. The work of ensuring, producing, improving, upgrading and modernizing technical equipment has achieved good results. The technical coefficient of technical equipment always meets the requirements of training, combat readiness, rescue and emergency missions. The work of ensuring safety in general and traffic safety in particular has many changes. The movement of scientific research, promoting initiatives and technical improvements has contributed to significant savings in the national defense budget.

The highlight in implementing the goal of exploiting good and durable technical equipment is that technical equipment is maintained synchronously, improved, modernized, and has its lifespan extended; new and modern technical equipment is exploited, mastered, and its combat and technical features are well promoted. To achieve the above results, agencies and units have maintained and organized the implementation of "Technical Hours" during the day, "Technical Days" during the week; implemented the routine of preserving and maintaining technical equipment regularly and unexpectedly to contribute to maintaining and improving the technical coefficient and prolonging the lifespan of technical equipment.

The organization of training to master the types of weapons and technical equipment in service; new types of weapons and technical equipment produced in Vietnam; new, improved and high-tech weapons and technical equipment has always received attention and focus from all levels. Typically, the Air Defense - Air Force has proactively and actively researched and mastered many types of aircraft and radars; compiled more than 400 sets of technological procedures to increase the life span and hours of use of weapons and technical equipment with good quality. The Navy focuses on prioritizing specialized training to master new weapons and technical equipment, ensuring the correct exploitation of weapons and technical equipment, minimizing damage due to subjective errors, contributing to increasing the life of weapons and technical equipment...

Safety work in the management and exploitation of technical equipment and technical means has always been closely led, directed and maintained seriously by Party committees and commanders at all levels. Work on occupational safety and hygiene, information security, network security and traffic safety has been implemented synchronously, achieving important results. Compared to the previous period, the number of occupational accidents in the entire army has decreased by 70.85%, the number of victims has decreased by 78.46%. Traffic safety work has changed dramatically; the awareness of self-compliance with the law of officers, employees and soldiers has been constantly improved; traffic accidents have decreased in all three criteria compared to the previous period.

Through Campaign 50, the awareness of saving in the management and exploitation of equipment and technical means of the units has been raised. Over the past 5 years, the entire army has saved millions of kilometers of vehicle travel, hundreds of thousands of hours of machine operation; there have been more than 700 scientific research topics at the State and Ministry of National Defense levels, thousands of topics, tens of thousands of initiatives, and technical improvements at the grassroots level applied in practice. The above results have contributed to saving the national defense budget with the total savings converted into money of the entire army reaching more than 1,300 billion VND.

3. From the results achieved in implementing the Logistics Sectoral Action Plan and Campaign 50 for the period 2020-2025, many valuable lessons have been drawn.

Regularly innovating and strengthening the leadership of party committees at all levels, promoting the role of leading cadres, this is one of the factors that determines the quality and effectiveness of PTTĐ in the logistics sector and CVĐ 50. Because only when leaders and commanders have the right awareness and pay close attention, can the unit have a good movement and achieve high quality and efficiency.

In the implementation organization, it is necessary to always encourage and motivate the spirit of self-awareness and responsibility of each organization and individual to successfully carry out the goals and contents of the competition.

Strengthening the work of inspection and periodic surveys to grasp the situation, promptly advising and proposing appropriate policies and measures, linked to the reality of each agency and unit. This is an effective way, identified by agencies and units as an important measure in directing and organizing the implementation of PTTĐ in the logistics sector and CVĐ 50.

Propaganda and education work must always be innovative, arousing confidence, pride, love for the profession, respect for equipment and technical facilities, and promoting the traditions of the agency or unit.

Respect and effectively carry out the work of building and replicating advanced models. Summarize, summarize, draw lessons, promptly commend and reward outstanding collectives and individuals.

The results achieved in the logistics sector's PTTĐ and CVĐ 50 have significantly contributed to the logistics and technical sectors' successful and excellent completion of their tasks in recent years.
