According to the report of Dai Dung Construction and Trading Mechanical Joint Stock Company (investor), the above project was approved in principle by the Provincial People's Committee in 2007, decided to be established in 2015 but has not yet deployed infrastructure. Currently, the company has prepared resources to start infrastructure construction in August 2025.
The project currently has some problems related to land allocation, total investment adjustment, and rubber tree cutting, of which the biggest problem is that the Provincial People's Committee has not yet decided to allocate land to serve as a basis for applying for a construction permit and implementing the next steps.
The project investor proposed that the province consider adjusting the total investment capital in the decision to establish the industrial cluster issued in 2015. Adjust the land area granted in the investment certificate issued in 2009 and issue a decision on land lease and construction permit so that the company has a basis to implement the technical infrastructure construction investment project.
After listening to opinions from departments, branches and localities, Vice Chairman of the Provincial People's Committee Duong Minh Dung assigned the Department of Industry and Trade and the Department of Finance to work with the investor to review relevant documents and regulations, propose adjustments to the establishment decision, investment policy decision and total investment capital accordingly, to be completed before April 28.
For investors, complete investment procedures in June 2025. At the same time, adjust the design and planning to suit the nature and standards of the green industrial cluster.
The Department of Agriculture and Environment supports investors in completing land handover procedures. Dong Nai Rubber Corporation Limited Company quickly carries out cutting and pruning of rubber trees to have a clean site before August 2025. Thong Nhat District adds the project to the 2025 land use plan.
