The Provincial People's Committee said that in Notice No. 40 dated February 12, 2025, the Prime Minister agreed on the policy of allocating capital from the central budget revenue increase source in 2024 to upgrade and expand National Highway (QL) 14D. At the same time, the Ministry of Transport (now the Ministry of Construction ) was assigned to coordinate with the Provincial People's Committee to promptly complete the procedures for handing over the route and the National Highway section assigned to the Provincial People's Committee for management according to regulations and create the most favorable conditions to accelerate the implementation progress; striving to complete the project in 2026.
Implementing the Prime Minister 's direction in the above announcement, the Provincial People's Committee has assigned relevant departments and units to review and evaluate the current situation, promptly complete the procedures for handing over management decentralization, and speed up the completion of investment project approval procedures to start the project in 2025. Up to now, the project is in the finalization stage, submitting for investment policy approval.

In the coming time, the Provincial People's Committee will continue to direct investors and specialized departments to focus on removing difficulties and obstacles, and coordinate to complete procedures. Strive to approve the investment policy (in May 2025), approve the investment project (in July 2025), approve the construction drawing design, estimate (in October 2025) and other necessary conditions to ensure sufficient conditions for organizing construction bidding, signing contracts and starting construction no later than November 2025.
According to the Provincial People's Committee, after reviewing the actual situation and technical solutions for construction, with a relatively large investment scale and a large construction volume, striving to complete the project and put it into use in 2026 is difficult to achieve. The reason is that the project is 74.4km long; in which it must be expanded and locally adjusted at locations to ensure the technical standards of the route, requiring very large volumes of work, completing the project within 12 months is impossible.
On the contrary, the actual construction conditions of the project still have many difficulties and obstacles that more or less affect the progress of implementation. Typically, it is related to site clearance; procedures for converting land use purposes take a lot of time. Along with that, the weather conditions are unfavorable in mountainous areas during the storm and flood season; the traffic volume of imported and exported goods from Laos through Nam Giang International Border Gate is very large. Therefore, traffic jams often occur on the route, making it difficult to organize traffic during the construction process, leading to the project being unable to be constructed continuously, with the risk of interruption, prolonging the implementation progress.
With high determination, synchronous participation of relevant departments, sectors and localities, focusing on removing difficulties and obstacles, accelerating investment and construction progress, Quang Nam province expects the project to be completed in 24 months. Thus, based on reviewing the actual situation and related conditions during the implementation process, the Provincial People's Committee directs relevant units to be determined to complete the project by the end of 2027.
In case the project is considered by the Prime Minister and allocated capital to increase central budget revenue in 2024, the province will direct relevant agencies to focus and find all solutions to speed up progress, strive to disburse 100% of the assigned capital plan and commit to arranging enough local budget capital for implementation.
