National Assembly Delegate: Where is the management agency to let the whole market sell fake goods?

Many delegates are worried that counterfeit goods are increasing and spreading everywhere, from traditional markets, online sales floors to social platforms, but the responsibility of management agencies is unclear.

At the group discussion session on socio -economic issues on the morning of May 23, Ms. Nguyen Thi Thu Nguyet, Deputy Head of the National Assembly Delegation of Dak Lak province, said that recently public opinion has been very concerned about the issue of trade fraud, counterfeit goods, and poor quality goods.

Ms. Nguyen Thi Thu Nguyet acknowledged that the Government has quickly launched a campaign to combat counterfeit goods, but she shared her concerns as the trend of counterfeit goods is increasing and spreading everywhere, from traditional markets, e-commerce platforms to social platforms.

"We have established Steering Committee 389 from central to local levels with a full structure of ministries and branches to prevent counterfeit goods, but this situation still occurs and is complicated," Ms. Nguyet said, mentioning many large-scale counterfeit cases that have harmed consumers and have just been cracked down by authorities.

One thing that worries Ms. Nguyet is the unclear responsibility of ministries and branches. "It is unclear who is responsible for this issue, while people still suffer because they cannot distinguish between fake and poor quality goods," Ms. Nguyet said.

Similarly, Ms. Thai Thu Xuong, a delegate from Hau Giang province, also shared her frustration with the widespread counterfeit goods, including fake milk and fake medicine. Ms. Xuong mentioned the case of Ninh Hiep market in Gia Lam (Hanoi), where the entire market sold counterfeit goods and when an inspection team came, the vendors closed their stalls.

"What is the role of market management when the whole market is sold openly like that?", a delegate from Hau Giang province asked, saying that local authorities and state management agencies must increase inspections, because "how can people know what is fake or counterfeit?"

Counterfeit goods not only "flood" the market, but also appear increasingly on e-commerce platforms and digital platforms, especially cosmetics, fashion and functional food products.

Mr. Tran Quoc Tuan, Head of the Propaganda Department of Tra Vinh Provincial Party Committee, said that e-commerce and online sales platforms are developing rapidly, but State management has not kept up. This situation has led to the appearance of floating goods, counterfeiting domestic brands, and causing consumers to lose confidence.

"Many businesses are upset, complaining that their brands and products are constantly being counterfeited on Shopee and Tiktok Shops. If management is not tightened, e-commerce will greatly affect domestic production," said Mr. Tuan.

According to a report by the Department of E-commerce and Digital Economy (Ministry of Industry and Trade), last year e-commerce revenue in Vietnam exceeded 20.5 billion USD, an increase of more than 25% compared to 2023.

Nearly 70% of urban consumers shop online at least once a month. It is forecasted that by 2030, if properly managed and invested in, the Vietnamese e-commerce market could reach a size of 50 - 60 billion USD, becoming one of the 10 largest e-commerce markets in the world.

National Assembly Chairman Tran Thanh Man said that the Vietnam Fatherland Front and sectors have launched the movement "Vietnamese people prioritize using Vietnamese goods", but if you want to use Vietnamese goods, the goods must be of good quality.

"In the past few weeks, fake, counterfeit, and low-quality goods have been seized in huge quantities. We have all the steering committees, from central to local levels, so why are we allowing fake and counterfeit goods to occur in such large quantities? This must be seriously reviewed," the National Assembly Chairman emphasized.

According to the National Assembly Chairman, the main responsibility lies with the locality. The National Assembly Chairman emphasized the need to strengthen management and have the authorities take more drastic measures to prevent and handle counterfeit goods so that people can trust.

"Now that the media is reporting, people are very confused about what to eat and drink," said the National Assembly Chairman, emphasizing that there must be a solution to fake and counterfeit goods to encourage Vietnamese people to use Vietnamese products.

Head of the Propaganda Department of Tra Vinh Provincial Party Committee Tran Quoc Tuan proposed that the Government stipulate that e-commerce platforms must authenticate identities through tax codes and citizen identification cards and take joint responsibility if counterfeit goods exist for more than 24 hours after a warning. Platforms also need to be forced to apply artificial intelligence (AI), apply QR codes throughout the system... in controlling counterfeit goods.

"Vietnam has great potential in developing e-commerce, but if we do not control the negative aspects of the platform well, the digital ecosystem itself and market trust will be eroded," said Mr. Tuan, suggesting that the Government, ministries and management agencies take stronger action to protect consumers.

In mid-May, the Government established a special task force to crack down on smuggling and counterfeit goods. Deputy Prime Minister Nguyen Thanh Long requested that authorities immediately inspect cases of counterfeit goods being sold by people.
