Resettlement area no longer needed
Dong Nai Provincial People's Committee has just sent a document to the Prime Minister, proposing permission to hand over a land area of more than 81 hectares in subdivision III, Binh Son Resettlement Area, to remove it from the scope of the Land Acquisition, Compensation, Support, and Resettlement Project for Long Thanh Airport, to be used for socio -economic development purposes according to local planning.
Previously, the Land Acquisition, Compensation, Support and Resettlement Project for Long Thanh Airport was approved by the National Assembly in Resolution 94/2015/QH13, and the Prime Minister issued Decision 1487/QD-TTg in 2018, assigning Dong Nai province to clear an area of 5,000 hectares and build two resettlement areas including Loc An - Binh Son (over 282 hectares) and Sub-zone III, Binh Son Resettlement Area (over 81 hectares).

However, during the implementation process, people who wanted to resettle in subdivision III simultaneously switched to choosing the Loc An - Binh Son resettlement area, because this place has favorable living conditions, is close to industrial parks, markets, schools, cultural centers and is adjacent to provincial road 769. Dong Nai Provincial People's Committee has proactively adjusted the planning of the Loc An - Binh Son resettlement area, increasing the number of resettlement lots to meet the needs of affected households.
By 2024, the province will have completed compensation and site clearance for the entire area of the airport project and two connecting traffic routes. At the same time, it will arrange enough resettlement in the Loc An - Binh Son area. Therefore, the land of more than 81 hectares in subdivision III is no longer needed for resettlement purposes.
Land handover for socio-economic development
The Provincial People's Committee said that the entire area of subdivision III has been compensated, in which the rubber tree assets on the land were paid to Dong Nai Rubber Corporation Limited Company with a value of about 46 billion VND. However, due to no longer needing resettlement, the Provincial People's Committee has temporarily suspended the construction of infrastructure in this area and sent many documents requesting adjustments.
In August 2023, the Government submitted a proposal to the National Assembly to allow the adjustment of Resolution 53/2017/QH14, proposing to remove this land from the project. However, in Resolution 110/2023/QH15 passed at the 6th Session of the 15th National Assembly, this content was not mentioned.

On that basis, the Provincial People's Committee proposed that the Prime Minister report to the National Assembly Standing Committee for consideration and approval of the policy of removing the 81ha area of subdivision III from the Long Thanh Airport Land Acquisition, Compensation, Support and Resettlement Project. At the same time, allow the handover of this completed compensation land to Dong Nai province for use in socio-economic development in accordance with local planning.
Regarding the previous compensation cost of more than 46 billion VND, the Provincial People's Committee committed to refunding it to the central budget from the provincial budget in accordance with legal regulations.
According to the Provincial People's Committee, the early handover of the land in subdivision III not only solves the problem of effectively using the compensated land fund, but also creates conditions to remove legal obstacles in the auction of the adjacent 170ha land.
The province is currently speeding up procedures to auction the 170-hectare land plot to create investment resources. However, this land plot does not have an independent traffic connection and can only access Provincial Road 769 through the 81-hectare land plot in Sub-area III, which is currently "suspended" in the Land Acquisition, Compensation, Support, and Resettlement Project for Long Thanh Airport. The fact that it has not been removed from the project makes it impossible to carry out related legal procedures.
The provincial People's Committee said that the early decision to allow the reuse of the land will open up investment opportunities, effectively exploit land funds and contribute to promoting local economic development in the context of the Long Thanh airport area's infrastructure being focused on completion.
