Agree to reduce land rent by 30% in 2025

(GLO)- The National Assembly Standing Committee (NASC) agreed to reduce land rent by 30% in 2025; agreed to add 11 groups of subjects exempted from or having their land use fees and land rents reduced according to the 2024 Land Law.

In the Government 's submission, Minister of Finance Nguyen Van Thang said that the Government asked the Standing Committee of the National Assembly to agree to reduce land rent by 30% in 2025. At the same time, the subjects of application compared to the 2024 policy were expanded to suit the new situation.

In March 2025, the Standing Committee of the National Assembly also agreed to let the Government issue a decree reducing land rent by 30% in 2024. It is expected to reduce budget revenue by about VND 4,000 billion from land rent.

Accordingly, the subjects eligible for land rent reduction are land users who are being leased land by the State and pay annual rent. The land rent reduction also applies to cases where land users are not eligible for land rent exemption or reduction or whose land rent exemption or reduction period has expired, and cases where land users are being entitled to land rent reduction according to the provisions of the law on land and other relevant laws. The Government also seeks opinions on a number of cases eligible for land use fee and land rent exemption or reduction according to Clause 2, Article 157 of the 2024 Land Law.

Specifically, 11 groups of subjects proposed to be exempted or have land rent reduced include: households resettled in flood-prone areas of the Mekong Delta, displaced fishing villagers; policy banks, non-profit financial funds; cooperatives leasing land for production; socialized education, health, and sports projects; enterprises investing in agriculture, digital technology, and innovation; establishments employing ethnic minorities or people with disabilities. There are also diplomatic missions and international organizations in Vietnam; production establishments employing people with disabilities; economic activities associated with national defense tasks...

In addition, the Government also proposed a flexible mechanism, allowing the Government to specify the subjects and levels of exemption and reduction in a number of special sectors and fields that need priority development in each phase.

Representative of the auditing agency, Chairman of the Economic and Financial Committee Phan Van Mai said: The Committee agrees in principle with the Government's issuance of a Decree regulating other cases of exemption or reduction of land use fees and land rent for cases according to the Government's proposal.

Regarding the assignment of the Government to regulate the subjects and specific levels of exemption and reduction of land use fees and land rents for areas requiring special priority, the National Assembly's review body disagreed.

Agreeing with the proposals to reduce land rent by 30% in 2025 and the subjects eligible for exemption or reduction of land rent as proposed by the Government, the National Assembly Standing Committee will issue a resolution of agreement so that the Government has a basis to issue a decree for implementation.
