Realize the benefits of digital transformation

Speaking at the Forum “Future of Science and Technology, Innovation and National Digital Transformation” held on August 29, Minister of Science and Technology Nguyen Manh Hung emphasized the enlightening message: “Our first innovation was the 1986 Innovation, opening the era of integration and development of a socialist-oriented market economy . The second innovation is innovation and digital transformation, building a new ecosystem where businesses, scientists, people and the State participate in creating value. The first innovation is to escape poverty, the second innovation is to escape the middle-income trap and become a developed country with high income. The first innovation took agriculture, industry, processing and assembly as the driving force, the second innovation takes Science and Technology, Innovation and Digital Transformation as the central driving force for development”.

Resolution 57 clearly defines the viewpoint: “Developing science , technology, innovation and national digital transformation is the top important breakthrough, the main driving force for rapidly developing modern productive forces, perfecting production relations, innovating national governance methods, developing the socio-economy, preventing the risk of falling behind, and bringing the country to breakthrough development and prosperity in the new era”. To develop quickly and sustainably, Vietnam must take advantage of knowledge, innovation and technology as the most important production resources. This is a fundamental shift in development thinking: From relying on resources and cheap labor to relying on science and technology, innovation and digital transformation. This is the foundation for the country to make a breakthrough and advance to the ranks of developed countries.

Assessing the digital transformation pillar, Professor, Dr. Vo Xuan Vinh, Director of the Institute of Business Research, Ho Chi Minh City University of Economics, said that digital transformation is not only a tool, but also a driving force to solve social challenges, promote international integration, and enhance the country's competitiveness.

In practice, many businesses and localities have proactively transformed digitally in various fields. Saigon Water Corporation (SAWACO) has built a water supply data system, operated comprehensive digitalization, helping to reduce the loss rate to an unprecedented low, and applied artificial intelligence in customer care, improving people's satisfaction. That is clear evidence of the benefits that digital transformation brings.

Turn digital transformation into a driving force for development

Deputy Director of the Department of Science and Technology of Ninh Binh province, Ta Quang Phuong, said that according to the local digital transformation plan for 2025, with the goal of bringing Ninh Binh into the group of 15 provinces with the highest digital transformation index (DTI) in the country, the digital transformation task of units in the province is not only to improve the index, but also to create a transparent space, connecting publicly to units and people. The province also encourages agencies and units to choose trusted partners to jointly deploy breakthrough solutions. 11 technology enterprises have committed to accompany, from providing comprehensive solutions to training digital human resources. That shows that Ninh Binh is determined to make digital transformation a prerequisite for local development.

In Tay Ninh province, digital transformation is taking place every day, every hour, to every citizen through the "Digital Literacy for All" movement. Deputy Secretary of Tay Ninh Provincial Party Committee Nguyen Thanh Hai said that digital skills are the key for people to master technology, integrate and develop sustainably. From the Farmers' Association guiding the promotion of agricultural products on e-commerce platforms to the Women's Association popularizing cashless payments, the youth force directly "holding hands and showing people how to access online public services"..., all are creating a widespread movement, associated with Resolution 57, strongly spreading the spirit of digital transformation.

For Dak Lak, a province after the merger with a large area, wide terrain, many remote areas, ethnic minorities, digital transformation is both a challenge and an opportunity for the locality to operate effectively in the context of a two-level government. In 2025, Dak Lak province sets a target of 5G coverage in the area reaching 60%, 100% in 2030; completing the Project "Building digital transformation infrastructure 2021-2025"... Localities maintain and build information systems to serve management, handle administrative procedures and integrate medical and educational services on a digital platform. Digital applications are designed to be easy to use, and can integrate local languages ​​for easy access by ethnic minorities. 2,665 Community Digital Technology Teams with 15,970 members will stay close to villages and hamlets to support people in installing electronic identification and using public services.

Resolution 57 opens a new journey for science and technology, innovation and digital transformation as well as specific tasks for localities to turn policies into concrete results, becoming the driving force for development of each region. In the context of fierce global competition in technology, data and high-quality human resources, Vietnam must quickly seize opportunities. Institutions and policies need to continue to be improved, digital infrastructure must be invested synchronously, digital human resources need to be trained properly, and the creativity of businesses and people must be strongly aroused.

Resolution 57 affirms: Digital transformation is a national, comprehensive cause, covering all fields and all levels; no one is left behind, from mountainous areas, remote areas to modern urban areas. Practices from localities have proven: When the entire political system is involved, when the people agree and respond, digital transformation will be a strategic breakthrough for national development.
