Khanh Hoa - Buon Ma Thuot Expressway Project: Efforts to clear land to speed up progress

Site clearance basically completed

The Khanh Hoa - Buon Ma Thuot Expressway Project has 228.17 hectares affected. Up to now, the Ninh Hoa Town Land Fund Development Center has approved 1,033 cases (100%), corresponding to an area of ​​228 hectares. Currently, Ninh Hoa Town has handed over the site for actual construction of 31.45/31.5km along the route (99.8%). Of which, the section from National Highway 1 to National Highway 26, 20km out of the 3,000km of expressway to be completed by the end of 2025 as proposed by the Prime Minister, is still stuck with the site of 2 households, namely Ms. Nguyen Thi Thu and Ms. Huynh Thi Thanh Ha (Ninh Da Ward, Ninh Hoa Town). In which, Ms. Thu has a site handover record, Ms. Ha has received compensation funds but has not yet handed over the site.

The end point of the Khanh Hoa - Buon Ma Thuot Expressway Project (Component 1) has been leveled by the contractor.

Regarding the relocation of technical infrastructure systems, the Project Management Board has relocated 28/30 locations of medium and low voltage lines, water supply and drainage systems, lighting and telecommunications systems. The relocation is expected to be completed in May 2025. For the 220kV line, the Project Management Board, the Ninh Hoa Town Land Fund Development Center and the contractor have mobilized households to hand over the site in advance to carry out the construction of 12/12 pier foundation locations, expected to be completed in July 2025. For the North-South railway signal information line, the Project Management Board is carrying out the relocation, expected to be completed in early June 2025.

The Khanh Hoa - Buon Ma Thuot Expressway Project has a total length of 117.5km, a total investment of VND 21,935 billion; divided into 3 component projects, of which Khanh Hoa Provincial People's Committee implements Component Project 1 (31.5km long) with a total investment of VND 5,632 billion, expected to be completed in early 2027. The route has 4 lanes, a design speed of 100km/h; starting from the intersection between National Highway 26B and National Highway 1, in the Nam Van Phong port area (Ninh Hoa town) to the end point at Km32+000 in Ninh Tay commune (Ninh Hoa).

For the Ha Thanh Resettlement Area Project, up to now, the Ninh Hoa Town Land Fund Development Center has handed over to the Ninh Hoa Town People's Committee 197/200 resettlement land plots, equivalent to more than 7.1 hectares (reaching 98.9%), ensuring sufficient resettlement for the entire project. Currently, there is only the case of Mr. Nguyen Huu Tri's household with a house on land at the N7 intersection to connect the electricity infrastructure to the resettlement area but did not hand over the land. The Ninh Hoa Town People's Committee is carrying out enforcement procedures for this case.

Speed ​​up progress

It is known that construction package No. 1 (22km at the beginning of the route) by Son Hai Group Co., Ltd. as the contractor has so far constructed 21.95km of roadbed and drainage, completed 12/12 bridges, paved 5.3km of asphalt concrete , reaching 58.68% of the contract value. Construction package No. 2 (9.5km at the end of the route) by the joint venture of Phuong Nam Company - Bac Trung Nam Company - Dong Duong Construction Company as the contractor, has so far constructed 9.1km of roadbed and drainage, completed 6/6 bridges, reaching 32.45% of the contract value. Construction package No. 3 (construction of Km30 bridge and Cua Dong bridge) by Truong Son Construction Corporation as the contractor, is currently implementing the construction of bored piles, bridge piers, reaching 12.97% of the contract value. In 2025, the project was assigned 1,375 billion VND, but due to slow site clearance, only 212 billion VND has been disbursed so far, reaching 15.42%.

Mr. Pham Van Hoa - Deputy Director of the Provincial Management Board of Agricultural and Transport Construction Investment Projects said that in order to complete the first 20km of the route by the end of 2025 according to the schedule set by the Prime Minister, the Project Management Board has proposed that the Provincial People's Committee direct the Ninh Hoa Town People's Committee to promptly resolve and implement construction protection work for 3 cases: Nguyen Thi Thu, Huynh Thi Thanh Ha and Nguyen Huu Tri. The Ninh Hoa Town People's Committee has mobilized many times but failed. Therefore, it is expected that this week the Ninh Hoa Town People's Committee will carry out enforcement to hand over the site to the construction unit. Regarding the relocation of the power infrastructure, the Project Management Board proposed that the Provincial People's Committee direct the Ninh Hoa Town People's Committee to speed up the approval of compensation for the relocation of 220kV, 110kV, and 35kV power lines to pay for the affected households. When the site is available, the Project Management Board will direct the contractor to speed up the progress, working in 3 shifts and 4 teams to meet the set schedule.
