Nha Trang - Da Lat Expressway Project: Research and propose capital sources for the period 2026 - 2030

The Government Office has just issued a document conveying the direction of Deputy Prime Minister Tran Hong Ha on the investment of the Nha Trang - Da Lat Expressway Project under the form of public-private partnership (PPP). Accordingly, the Deputy Prime Minister assigned the Ministry of Finance to preside over and coordinate with the Ministry of Construction, Khanh Hoa Provincial People's Committee and Lam Dong Provincial People's Committee to study and propose central budget capital sources in the medium-term public investment plan for the period 2026 - 2030 to implement the project, and report to competent authorities according to regulations. On that basis, the Ministry of Construction will coordinate with Khanh Hoa Provincial People's Committee to organize the implementation of the project in accordance with the Government's direction.

National Highway 27C is currently the only route connecting Nha Trang with Da Lat.

Currently, National Highway 27C is the only route connecting Nha Trang City with Da Lat City, including Khanh Le Pass, about 30km long, with rugged and winding terrain, not suitable for heavy trucks. This route often experiences landslides during the rainy and stormy season and has many potential traffic accident risks. With the scale of a level IV-III road, National Highway 27C can only handle a maximum of 10,000 PCUs/day and night (equivalent to about 4,200 5-seat vehicles), while the demand for transportation is increasing, forecast to reach 9,800 - 10,900 PCUs/day and night by 2030, leading to the risk of overload before this time.

In the context of the increasing demand for transporting goods from the Central Highlands to the South Central Coast seaports and connecting tourism between the two centers of Nha Trang - Da Lat, investing in a high-quality, safe expressway is necessary and urgent. On that basis, the People's Committees of Khanh Hoa and Lam Dong provinces proposed to initially invest in an 80.8km long expressway section, starting at the intersection with Van Phong - Nha Trang expressway in Dien Khanh district, ending at the intersection with National Highway 27C at the Darahoa intersection (Da Lat city). The route has a scale of 4 complete lanes, roadbed width from 22 - 24.75m, design speed of 80 - 100km/h.

Once completed, the expressway will shorten the travel time between the two cities to about 1 hour 30 minutes to 2 hours (compared to the current 3 hours 30 minutes to 4 hours), opening up a great driving force for tourism development connecting "sea and flowers", promoting regional connectivity. This expressway also plays the role of a strategic horizontal axis, connecting the Central Highlands with the South Central Coast, connecting with vertical axes, effectively promoting ongoing infrastructure projects, contributing to promoting logistics and regional economic development.
