With the above solution, if approved, the province will be able to use the central budget allocated for construction and installation to pay for the compensation and site clearance of the project.
More than 1.4 trillion VND of central budget capital has been allocated for the project.
The Nhon Trach District Inter-Port Road is a road invested in and built with the goal of connecting the seaport system in Nhon Trach District. Thereby, increasing the capacity of exploiting seaports, stimulating local development, connecting routes in the area to create a complete infrastructure in Nhon Trach District. In particular, according to the assessment, the investment in the construction of the inter-port road will also attract investors to industrial parks in Nhon Trach District, rapidly and sustainably changing the economic structure of this locality in particular and the province in general. This is also a project expected to open up the potential for developing riverside urban areas, thereby combining with the seaport system and seaport services to move towards a port urban model.
According to the plan, the Nhon Trach district inter-port road is more than 15km long, the starting point of the route connects with the boundary of Ong Keo Industrial Park and the end point connects with the road to Viet Thuan Thanh port. In phase 1, the project has a total investment of more than 4.1 trillion VND. The Nhon Trach district inter-port road project was proposed by the province and the Central Government agreed to include it in the list of inter-regional projects. Therefore, in the total investment of the project, there is 2 trillion VND of capital supported by the Central Government, arranged for the period from 2021-2025.
According to Resolution No. 26/NQ-HDND on adjusting the investment policy for the Nhon Trach District Inter-Port Road Construction Project, Phase 1, the project is divided into 2 sections: Section 1 is more than 6.9km long from the starting point of the route to the intersection with Ly Thai To Street, Phu Huu Commune. Section 1 has a road cross-section width of 61m, 8 lanes for motor vehicles; Section 2 is more than 1.9km long from the starting point of the intersection with Ly Thai To Street to the end point of the route with a road cross-section width of 45m with 2 lanes for motor vehicles and 2 lanes for mixed vehicles.
In mid-2024, the Provincial People's Committee approved the sub-project of Compensation, Support, Resettlement, and Site Clearance for the Nhon Trach District Inter-Port Road with a total investment of nearly 1.2 trillion VND. Recently, Nhon Trach District has also implemented this project.
Regarding the project to build an inter-port road in Nhon Trach district, according to the Provincial People's Committee, in 2025, the project will be allocated central capital of more than 1.4 trillion VND.
Proposal to use construction capital for compensation and site clearance
Currently, with the Project of Compensation, Support, Resettlement, and Site Clearance for the Inter-Port Road in Nhon Trach District, the locality is implementing the work of placing markers and measuring as a basis for implementing site clearance compensation.
According to Mr. Nguyen Huu Thanh, Vice Chairman of Nhon Trach District People's Committee, it is expected that by the end of June 2025, the approval of the compensation and support plan will be completed to make payments to the people.
Regarding the Nhon Trach District Inter-Port Road Construction Project, the locality has completed the relevant procedures and is currently preparing construction drawing design documents. It is expected that in the second quarter of 2025, a bidding process will be organized to select a construction contractor.
According to the Provincial People's Committee, in the period from 2024 to 2025, the province must focus resources to respond to two important national projects: the Ho Chi Minh City Ring Road 3 Construction Investment Project and the Bien Hoa - Vung Tau Expressway Construction Project. Accordingly, Dong Nai must arrange local budget funds to respond to these two projects with a total capital of more than 4 trillion VND. Therefore, mobilizing provincial capital in 2025 to carry out site clearance for the Nhon Trach District Inter-Port Road Project will face many difficulties.
Meanwhile, the central budget allocated in 2025 to implement the component project of the Nhon Trach District Inter-Port Road Construction Project cannot pay for the site clearance compensation of this project.
In order to accelerate the project implementation progress and disburse to complete the medium-term public investment plan for the period 2021-2025 for the central budget capital allocated for the project, the Provincial People's Committee has proposed the Ministry of Finance to synthesize and report to the Prime Minister for approval of the detailed capital use policy in 2025 and to disburse the central budget capital to support the entire project according to the implementation progress, including the project's site clearance compensation costs. At the same time, the Provincial People's Committee also said that in 2026, Dong Nai will focus on mobilizing the province's resources to allocate capital to complete the project construction.
