According to Mr. Pham Minh Tan, the traffic project connecting National Highway 1 to Ca Na General Seaport should have been constructed after the project connecting the North-South Expressway with National Highway 1 was completed. However, the first difficulty was the source of investment capital. When there was capital, there was the problem of land clearance for households, including the land recovery of a previously existing project.
According to the reporter at the project site, as of the morning of October 14, at the intersection of National Highway 1 at the starting point of the project (Thuan Nam commune), there are still houses that have not been demolished. The households where the project passes through have not yet moved or handed over the site to the project. Through the reporter's investigation, the problem is the issue of compensation for site clearance.
At many sections of the project, although the investor has organized construction, the implementation progress is quite slow, construction is carried out in a rolling manner, very few machines and equipment are concentrated for simultaneous construction, affecting the project progress.
Khanh Hoa Province's Project Management Board for Construction Investment said that the road section from National Highway 1 to Ca Na General Seaport has been dug, built roadbed, constructed horizontal drainage system... with an estimated completion of 25% of the contract value. However, the project's progress is still slow, failing to meet the set goals and plans.
It is known that the major difficulty and obstacle of the project is still site clearance. Moreover, the design documents are not suitable for the actual situation when constructing the project in the Eo Ngua cemetery area (Thuong Diem village, Ca Na commune); finding a location to gather the excess soil and rock after construction... is still unclear and unclear.
Chairman of Ca Na Commune People's Committee, Mr. Dinh Van Hoa said that if this project is completed soon, it will not only connect the development between Ca Na Industrial Park, Ca Na General Seaport and the Southern key economic zone of the province, but also increase the connection for development with the Southern Central Highlands provinces, contributing to creating a boost for the socio-economic development of the province as well as the coastal area of Ca Na.
Regarding the project's construction progress, Vice Chairman of Khanh Hoa Provincial People's Committee Le Huyen said that the project's construction is quite slow compared to the set schedule. The Vice Chairman of the Provincial People's Committee requested the People's Committee of Ca Na commune and the People's Committee of Thuan Nam commune to urgently coordinate with the investor in site clearance. In particular, it is necessary to go to the households affected by the project to understand their thoughts and aspirations; thereby proposing a reasonable compensation plan. If there are difficulties, demands and intentional obstructions to the project... it is necessary to consider implementing enforcement and handing over the site according to the provisions of law, not to continue to delay, prolong, affecting the project's progress as well as the disbursement of public investment capital of the province.
Vice Chairman of Khanh Hoa Provincial People's Committee Le Huyen also assigned relevant departments and branches to urgently coordinate and thoroughly resolve the excess amount of soil and rock from the project's construction process. At the same time, promptly advise the Provincial People's Committee to consider and adjust the local red line elevation (change the road design in a small, separate area) in the section passing through Eo Ngua cemetery in Thuong Diem village, Ca Na commune.
According to Khanh Hoa Provincial People's Committee, the road project connecting National Highway 1 to Ca Na General Seaport is very important in connecting traffic, developing the economy, promoting logistics and creating momentum for the development of the southern key economic zone of the province. The project will help form a connecting axis, connecting the seaport with the North-South Expressway, creating favorable conditions for the transit of goods in and out of the port, attracting investment and supporting the development of Ca Na Port with the ability to receive large ships of 300,000 DWT in the near future.
