Component project 1: Investment in construction of National Highway 12A, Ba Don bypass section, part of the Project to renovate and upgrade National Highway 12A, Ba Don bypass section and Song Gianh Cement Factory bypass section. The project is 5.76 km long, starting point connecting National Highway 1A in Quang Trach commune, ending point in Ba Don ward.
The project route is designed according to the standards of a grade III plain road, with a 12 m roadbed, a speed of 80 km/h, and synchronous bridges and intersections. Initially, the project had a total investment of nearly 419 billion VND, which was later adjusted to more than 447 billion VND for the Ba Don bypass section (total investment of over 511 billion VND for the entire National Highway 12A Project). This is a vital route connecting Cha Lo International Border Gate to Hon La and Vung Ang ports, contributing to ensuring traffic safety and promoting socio-economic development in the region.

According to the report of the Department of Construction of Quang Tri, up to now, the site clearance of Component Project 1 has reached about 97.4% with 5.61/5.76 km of route length. However, there are still some important "bottlenecks", including land and property of 4 households in Ba Don ward at the intersection with Nguyen Trai street; in Quang Trach commune, 22 households have not agreed on a compensation plan at the intersection with National Highway 1 and some items of raising the 500kV power line have not been implemented due to site clearance problems. These difficulties are directly affecting the construction progress, especially key items such as installing overpass girders, burying power lines and completing the intersection with National Highway 1.
In particular, the Ministry of Construction has repeatedly sent documents requesting the completion of the entire Project in 2025, while emphasizing that if the site clearance problems are not completely resolved, the project will be considered to be stopped and handed over to the locality for continued management and implementation.
Inspecting the site, Vice Chairman of Quang Tri Provincial People's Committee Phan Phong Phu requested relevant localities and units to fully perform their responsibilities in accordance with legal regulations, absolutely not allowing the project to have its capital recovered, not leaving the project unfinished or wasteful, but must strive to hand over 100% of the clean site in September.
Vice Chairman of Quang Tri Provincial People's Committee Phan Phong Phu noted that the implementation of site clearance must follow the correct procedures, first of all, mobilizing and propagating to get people's consensus and sharing; then establishing and approving compensation and support plans; only when really necessary, will a plan for forced protection of construction be developed.
Vice Chairman Phan Phong Phu also emphasized the proactive and connecting role of the investor in closely coordinating with the People's Committees at the commune level, the Department of Agriculture and Environment, the Department of Construction and relevant agencies to promptly remove difficulties and obstacles, and affirmed the province's determination to complete the entire project on schedule, promote investment efficiency, create momentum for the development of transport infrastructure and promote socio-economic development in the area.
