Finding solutions to speed up progress and soon hand over the land for the Van Ninh

According to the report of the Department of Construction of Quang Tri province, currently in the communes of Hieu Giang, Con Tien, Ben Quan, Truong Phu, Le Ninh, there are still some points of incomplete site clearance related to people's petitions on unification of compensation, relocation of housing projects, and resettlement land allocation.

In addition, some points related to construction works of enterprises and units are still stuck with some administrative procedures and have not been completely resolved. Regarding issues related to land and assets on land, the Department of Agriculture and Environment has issued specific instructions for localities to effectively implement.

Mr. Nguyen Thanh Vinh, Deputy Director of the Ho Chi Minh Road Project Management Board ( Ministry of Construction ) reported on the progress of the remaining items of the project at the meeting.

Regarding the relocation of technical infrastructure, in Con Tien commune, there is still a medium voltage power pole at Km727+023 on the right side of the route that must be relocated due to its impact on traffic through the underpass. The Department of Construction and relevant parties have inspected and agreed on the location to relocate the medium voltage power pole, expected to be completed in November 2025.

Regarding the location of a low-voltage power pole along the Tam Hiep overpass road in Hieu Giang commune, after review, Hieu Giang commune has agreed to complete the relocation of the power pole in November 2025.

Regarding site clearance disbursement, the total disbursement value from July 2025 to mid-November 2025 reached VND 77.72 billion/VND 222.96 billion, reaching 34.86%. In particular, some localities achieved high disbursement results such as: Le Ninh commune reached 100%, Kim Ngan commune reached over 99%.

At the meeting, representatives of the Department of Construction, Department of Agriculture and Environment, and the Ho Chi Minh Road Project Management Board focused on discussing and proposing solutions to completely resolve existing problems in site clearance work, ensuring the project's completion progress.

Directing at the meeting, Standing Vice Chairman of Quang Tri Provincial People's Committee Hoang Nam requested the Project Management Board and relevant departments and branches to provide maximum support to localities to completely resolve the backlog related to site clearance work.

Standing Vice Chairman of Quang Tri Provincial People's Committee Hoang Nam also requested the communes to take advantage of time and focus resources to complete specific outstanding issues, ensuring that the site handover must be completed on time as committed to the Provincial People's Committee. At the same time, localities must actively propagate and explain to people about the significance of the project, thereby creating consensus and support for the project.

Permanent Vice Chairman of Quang Tri Provincial People's Committee Hoang Nam gave a speech at the meeting.

"For issues arising beyond the scope of local handling, localities are requested to promptly report to the Provincial People's Committee for effective handling," Vice Chairman Hoang Nam emphasized.

In addition, Standing Vice Chairman of Quang Tri Provincial People's Committee Hoang Nam also requested the Ho Chi Minh Road Project Management Board to urgently complete the system of residential service roads to ensure quality, meeting the travel needs of the people; return the construction site of the service road, ensuring a clean and beautiful landscape.
