On November 20, the People's Committee of Dong Nai province organized the forum "Green growth cooperation between Dong Nai province and Kobe city - Japan in 2025", aiming to strengthen cooperation, share experiences and promote sustainable development projects between the two localities.
Vice Chairman of Dong Nai Provincial People's Committee Ho Van Ha emphasized that in recent years, Dong Nai province has prioritized green development and sustainable development, especially converting existing industrial parks (IPs) as well as investing in new IPs into ecological IPs, green IPs, and high-tech IPs. In particular, Dong Nai is particularly interested in cooperating with Kobe city, one of the cities with a lot of experience in developing industrial infrastructure and has many similarities with the province.

According to the cooperation agreement, the two sides will jointly research and review opportunities for conversion to a green ecological model in industrial parks, organize forums between state management agencies, experts and businesses to identify feasible research opportunities, and provide technical, financial and legal support for businesses participating in the project.
“This forum is a valuable opportunity to help investors in construction and infrastructure business, together with Japanese enterprises, shape plans to implement 'industrial symbiosis' and 'cleaner production' activities to develop sustainably on the basis of digital transformation, green transformation, improving efficiency, reducing emissions and moving towards a green economy and a circular economy,” Mr. Ha shared.
This event marks an important step forward in the strategic cooperation between Dong Nai and Kobe city, opening up many opportunities to promote green, sustainable and environmentally friendly economy in the province's industrial parks in the coming years.

Mr. Pham Viet Phuong, Deputy Head of the Management Board of Industrial Parks and Economic Zones of Dong Nai province, said that in Vietnam, the eco-industrial park (IP) model has been of interest to the state and has been piloted since 2014, gradually establishing and perfecting the legal corridor, creating favorable conditions for this type of IP to develop. Dong Nai province has also early oriented the development of eco-IPs, with the requirement that IPs granted certificates must meet strict criteria on law, environment and services for workers.
“Enterprises in industrial zones must ensure compliance with legal regulations for at least three consecutive years, and at least 20% of enterprises must apply solutions for efficient use of resources and cleaner production,” said Mr. Phuong.

At the forum, delegates also presented many papers and shared experiences on low-carbon urban development in Kobe City (Japan). In addition, Japanese and Vietnamese enterprises introduced advanced technologies such as construction waste recycling, water treatment, carbon emission reduction in industrial parks, and energy efficiency assessment and use in Vietnam, opening up many opportunities for practical application in industrial parks in the province.
Mr. Yoji Koizumi, Director of the Future City Promotion Board, Urban Planning Department, Kobe City (Japan) said that the green growth cooperation forum between Dong Nai province and Kobe city - Japan in 2025 has opened up opportunities for Dong Nai and Kobe provinces to promote cooperation in implementing programs to build green and smart industrial parks, promote renewable energy and energy saving, and sustainable development in industrial parks in Dong Nai in the coming time.
“Kobe City is implementing key policies to prevent global warming. Based on the city's own characteristics, it has set out six key groups of measures to respond to global warming, including: transitioning to a decarbonized lifestyle; promoting the use of hydrogen energy, promoting the popularization of electric vehicles; expanding renewable energy; promoting decarbonization in the industrial sector; absorbing and fixing CO2,” Mr. Yoji Koizumi shared.
