Dong Nai: Speeding up site clearance progress for North-South Expressway Project

According to Deputy Secretary of the Party Committee, Chairman of the People's Committee of Dong Tam Commune Nguyen Thanh Phuong, the North-South Expressway Project in the West, Gia Nghia (Lam Dong) - Chon Thanh (Dong Nai) section is a national key project, of special importance in inter-regional connectivity, promoting socio -economic development, ensuring national defense and security, contributing to the successful implementation of the Resolution of the 13th National Party Congress and the development goals of the Central Highlands - Southeast region.

The total length of the project through Dong Nai province is 101.22 km with a total recovered area of about 940.68 hectares, passing through the communes and wards of Binh Phuoc , Dong Xoai, Chon Thanh, Nha Bich, Dong Tam, Tan Loi, Nghia Trung, Phuoc Son, Tho Son and Bu Dang.

The section passing through Dong Tam commune is nearly 20 km long. The total area of land recovered is 162.9 ha; the number of recovered land plots is 1,141 plots (of which 111 public land plots with an area of 14.1 ha; 1,030 land plots of households, individuals, and organizations with an area of 148.9 ha). The total number of households expected to be resettled is 66.

Realizing the great significance of the project, organizations and individuals whose land was recovered in Dong Tam commune under the project agreed and supported the Party and State's policies, strictly complying with regulations on compensation, support and resettlement. Up to now, the People's Committee of the commune has approved the compensation and support plan for site clearance to implement the project for 62.6 hectares, with a total amount of 74.9 billion VND.

As one of the five typical households recognized for their exemplary compliance with policies and actively handing over land for the project, Ms. Luu Thi Thu's household (Dong Tam 3 hamlet) said that there were nearly 9,000 square meters of land to be recovered. Her family was given a clear and transparent explanation by the government, so they agreed to the compensation plan and hand over land so that the project could be implemented soon.

Similarly, as one of the first households to agree with the compensation plan and proactively coordinate with the Dong Tam commune government, Mr. Ninh Van Chien's family (Dong Tam 3 hamlet) handed over 2.3 hectares of land for the project. According to Mr. Chien, the implementation of the Expressway Project is for the long-term benefit of the state and the people, so his family agrees and supports it.

To speed up the project site clearance progress in the coming time, Party Secretary and Chairman of the People's Council of Dong Tam commune Dinh Van Ky said that he will continue to enhance the role, responsibility, pioneering and exemplary role of Party committees, leaders, cadres and Party members; innovate and improve the effectiveness of mass mobilization work according to the motto "sincere, persistent, thorough, close to the people"; promote forms of direct dialogue between Party committee and government leaders and affected households; flexibly, creatively and to the maximum extent apply legal provisions that are beneficial to the people to resolve problems and complaints in a reasonable and sympathetic manner; proactively propose and recommend competent authorities to consider, adjust and supplement policies that are not suitable to local realities.

At the same time, the locality promotes the core role of the Fatherland Front, organizations, and prestigious people in the community to propagate, mobilize, create social spread and consensus; at the same time, strictly implement the regulations on publicity, transparency, and democracy at the grassroots level. All information on planning, land acquisition policies, compensation, support, resettlement policies, detailed plans, and lists of affected households must be publicly and fully posted at the commune People's Committee headquarters and community activity points so that "people know, people discuss, people do, people check, people supervise".

In addition, the commune organizes to review, consolidate and propose to superiors to strengthen and second capable and experienced cadres to support the commune during the peak period; regularly organizes training, professional development, and updates new legal regulations for the team of cadres and civil servants directly involved in site clearance work. Establishes and publicizes the operating regulations of the Resettlement Review Council, ensuring that the review is carried out fairly, to the right subjects, and in accordance with regulations.

On the other hand, the locality also develops specific projects and plans on vocational training, job conversion, and preferential loan support to create sustainable livelihoods for people after their land is recovered; closely coordinates with financial agencies and the State Treasury to speed up capital allocation and disbursement of compensation funds, creating trust for people; fully prepares documents and plans to implement administrative measures according to the law for cases of deliberate procrastination and non-compliance after being mobilized, explained and having their legal and legitimate rights fully resolved.
