According to the National Center for Hydro-Meteorological Forecasting, on the morning of July 21, storm No. 3 passed the northern area of Leizhou Peninsula (China), entering the northern part of the Gulf of Tonkin.
At 10:00 a.m., the storm center was at about 21.2°N; 109.6°E, about 190km from Quang Ninh and 310km from Hai Phong ; the strongest wind near the storm center was level 9 (75–88km/h), gusting to level 11; moving in the West Southwest direction at a speed of 10–15km/h.

10:00 p.m. July 21: Storm center at about 20.7°N; 108.2°E (Northern Gulf of Tonkin). Intensity: level 10–11, gust level 14.
10:00 a.m. July 22: Storm center at about 20.3°N; 106.8°E (Hai Phong– Thanh Hoa sea area). Intensity: level 10–11, gust level 14.
10:00 a.m. July 23: Storm center at about 19.7°N; 104.3°E (over mainland Upper Laos), weakening into low pressure.
Northwest sea area of North East Sea: wind level 7-8, gust level 10; waves 3.0-5.0m high; rough sea.
Northern Gulf of Tonkin (Bach Long Vi, Co To, Van Don, Cat Hai, Hon Dau): wind level 6–7, then increasing to level 8–9, near the storm center level 10–11, gusting to level 14; waves 4.0–6.0m; rough seas.
Southern Gulf of Tonkin (Hon Ngu): wind gradually increases to level 6–7, near the storm center level 8–9, gusting to level 11; waves 2.0–4.0m high; very rough seas.
The Center for Hydro-Meteorological Forecasting warns that storm surges along the coast of Hung Yen - Quang Ninh range from 0.5-1.0m. Ba Lat: 2.4-2.6m; Hon Dau: 3.9-4.3m; Cua Ong: 4.6-5.0m; Tra Co: 3.6-4.0m. Risk of flooding in coastal areas and river mouths on the afternoon of July 22.
Storm No. 3 is forecast to cause strong winds, tornadoes, large waves and rising sea levels that could damage boats, coastal structures and aquaculture areas.
On land: From the night of July 21, the coastal areas of Quang Ninh - Nghe An will have winds of level 7-9, near the storm center, winds of level 10-11, gusts of level 14. In the provinces of Hai Phong, Hung Yen, Ninh Binh, and Thanh Hoa, winds of level 6, gusts of level 7-8.
Strong winds of level 10–11 can knock down trees, power poles, and rip off roofs.
6 localities have heavy rain due to the influence of storm No. 3
Hanoi, Hung Yen, Ninh Binh, southern Phu Tho, Thanh Hoa, Nghe An are forecast to be the provinces and cities with heavy rain due to storm No. 3.
From July 21–23, Northeast, Northern Delta, Thanh Hoa, Nghe An: common rain 200–350mm, some places over 600mm. Other places in the North and Ha Tinh: 100–200mm, some places over 300mm.
Previously, the meteorological agency also warned in an emergency storm bulletin that from July 21 to July 23, in the northeastern region, the Northern Delta, Thanh Hoa and Nghe An, there would be heavy to very heavy rain and thunderstorms with common rainfall of 200-350 mm, locally over 600 mm.
Other places in the northern region and Ha Tinh have moderate rain, heavy rain, locally very heavy rain and thunderstorms with common rainfall of 100-200 mm, locally over 300 mm. Warning of risk of heavy rain over 150 mm in 3 hours.
Flash floods and landslides are forecast to be concentrated in the areas of Quang Ninh, Son La, South Phu Tho (formerly Hoa Binh), the west of Thanh Hoa and Nghe An provinces. Regarding dam safety, attention should be paid to Ban Ve (Nghe An), Cua Dat, Trung Son (Thanh Hoa). Regarding urban flooding, attention should be paid to industrial clusters in the areas of Phu Tho, Bac Ninh, Hanoi, Hung Yen, Ninh Binh, Thanh Hoa and Nghe An.
