Expected reduction of 50% at provincial level, more than 70% at grassroots level

On the afternoon of March 11, 2025, under the chairmanship of Politburo member, Party Secretary, Prime Minister Pham Minh Chinh, the Standing Committee of the Government Party Committee met on the Project on administrative reorganization at all levels and building a 2-level local government organization model.


Implementing the direction of the Politburo in Conclusions 126-KL/TW dated February 14, 2025 and Conclusion No. 127 KL/TW dated February 28, 2025, the Standing Committee of the Government Party Committee has developed and submitted to the Politburo for comments a Project to reorganize administrative agencies at all levels and build a 2-level local government organization model.

Based on the opinion of the Politburo, the Standing Committee of the Government Party Committee met to further complete the Project on administrative reorganization at all levels and build a model of organizing two-level local government to report to the Politburo.

Prime Minister Pham Minh Chinh chaired a meeting of the Government Party Committee Standing Committee on the Project on administrative reorganization at all levels.

At the conference, the Standing Committee of the Government Party Committee enthusiastically discussed and gave opinions on: the plan to arrange provincial-level administrative units; the expected name and administrative-political center of provincial-level administrative units after the arrangement; the plan to organize two-level local government and arrange and reorganize commune-level administrative units.

According to the draft project, after the reorganization, local government will have two levels: provincial level and grassroots level. After the reorganization, the number of provincial-level administrative units will decrease by nearly 50%, and grassroots-level administrative units will decrease by about 70% compared to present.

Concluding the Conference, Party Secretary and Prime Minister Pham Minh Chinh highly appreciated and acknowledged the dedicated, responsible and intelligent opinions of the Standing Committee members; requested the Ministry of Home Affairs to continue to complete the Project to submit to the Politburo for comments.

The Prime Minister emphasized that the arrangement of administrative units, associated with the arrangement of the apparatus to ensure leanness, compactness, strength, efficiency, effectiveness, and efficiency, has been focused on by the Party and State and has received high consensus.

The arrangement of administrative units aims to create development space; promote the potential, opportunities, and competitive advantages of localities in accordance with current development conditions; promote the autonomy, self-reliance, and self-strengthening of local governments at all levels; especially to bring the government closer to the people, to solve people's work faster and more conveniently; and to bring more happiness and prosperity to the people.

Based on the analysis of principles and criteria, especially on the planned arrangement, names and administrative-political centers of provincial-level administrative units, the Party Secretary and Prime Minister requested that the arrangement of administrative units, in addition to the criteria on natural area and population size, consider criteria on history, tradition, culture, ethnicity, geographical conditions, socio-economic development level, infrastructure... In particular, the naming of provincial-level administrative units must be inheritable; the selection of administrative-political centers must consider historical, geographical, infrastructure connection, development space, national defense, security and integration factors.

The Prime Minister also requested to continue to perfect and propose the functions, tasks, powers, organizational structure, and staffing of provincial-level governments; functions, powers, organizational structure, specialized departments, and staffing of commune-level People's Committees; and to develop mechanisms and policies to ensure benefits, feasibility, and effectiveness in the process of reorganizing the apparatus of the political system.

The Party Secretary and Prime Minister requested the Standing Committee members to continue to devote time and effort to completing the organization and apparatus arrangement; deploying preparations for organizing party congresses at all levels towards the 14th National Party Congress; continuing to promote 8% growth in 2025 and double digits in the coming years; completing the 5-year targets for 2021-2025; organizing major anniversaries of the country...
