Previously, the Department of Construction of Quang Tri province and the Department of Construction of Quang Binh province conducted a survey of the facilities planned to be arranged as public housing in Quang Binh province.
The inspection process showed that in Dong Hoi City, there are 11 houses and land facilities that are eligible to arrange public housing. Of these, 3 houses and land facilities are basically eligible to arrange public housing with 137 rooms; 8 surplus houses and land facilities are expected to be renovated into public housing to arrange 528 rooms.
Quang Tri province currently has 6,836 officials from party agencies, specialized agencies and units under the provincial People's Committee, socio -political organizations, the Provincial People's Council Office and the Provincial National Assembly Delegation. Of these, 1,194 people are expected to move to work in Quang Binh province and need to arrange official housing.
According to the survey results, the expected supply to meet the housing needs of Quang Tri officials when moving to Quang Binh for work includes 665 official residences and 459 rented houses and whole houses. Thus, the housing supply for officials has not met the demand.
The Department of Construction of Quang Tri province proposed that the People's Committee of Quang Tri province recommend that the Steering Committee for the consolidation and merger of administrative units of Quang Binh and Quang Tri provinces soon agree on a plan to move cadres in batches. From there, the Department of Construction of the two provinces will accurately determine the number and demand for public housing for cadres and the plan to move to the new workplace.
The plan to move in batches aims to ensure stable life for staff as well as solve the education problem of children of those moving.
In case the current ability to meet public service needs is not guaranteed or the arrangement is not suitable for the household form, it is recommended that the Steering Committee have a financial support policy suitable for the budget balance ability so that officials can choose the form of housing rental suitable for each person's circumstances.
Propose that the People's Committee of Quang Binh province speed up the renovation and repair of real estate facilities in accordance with the province's merger progress to meet the needs of officials and facilitate the arrangement and reorganization work.
Quang Binh Provincial People's Committee needs to direct investors to urgently deploy social housing to promptly meet the needs of officials and people. Direct solutions to prevent speculation, inflation of real estate prices, rental prices of boarding houses, and whole-house rentals.
The Steering Committee for the merger of the two provinces needs to report to the Government for the locality to allocate budget to build social housing and have a policy for renting and selling to officials in need at the new administrative center.
