After 9 years of implementation, the Law on Physical Training and Sports has had a positive impact on the development of physical training and sports, enhanced the effectiveness and efficiency of state management of physical training and sports, created appropriate mechanisms and policies to mobilize all resources in society for the development of physical training and sports to improve health, develop the physical strength of the whole population, contributing to the formation and nurturing of the personality of Hung Yen people. The Law on Physical Training and Sports has also created fundamental changes in the awareness of the whole society about the values of physical training and sports, about the position, role and importance of physical training and sports in the socio -economic development of the country in general and of Hung Yen province in particular.
Along with the strong development of the socio-economic and integration, sports activities have developed with the participation of all classes of people, communities, businesses, and economic sectors; the legitimate need to participate in activities as well as enjoy the values of sports among all classes of people is increasingly enhanced; the management and operation of sports in the market mechanism has been innovated; the policy of socializing sports is increasingly affirmed in practice with specific steps and methods, aiming to strongly develop sports services to meet institutional requirements...
After 9 years of implementing the Law on Physical Training and Sports in 2006 and the Law amending and supplementing a number of articles of the Law on Physical Training and Sports in 2018, the number of people regularly practicing physical training and sports has increased by 0.5 to 1.5% annually on average; the number of sports families has increased by 0.5 to 1% annually.
People's awareness of the benefits of physical exercise and health improvement has been raised; the need for physical exercise of all groups from teenagers, children to the elderly; farmers, workers, intellectuals; urban and rural people; normal people and people with disabilities has increased; grassroots sports clubs and groups have been strengthened; contributing to promoting the Campaign "All people exercise following the example of great Uncle Ho" associated with the implementation of the movement "All people unite to build a cultural life" and the "New rural construction program".
The organization and content of people's sports training are increasingly diverse and systematic. In the past 9 years, the Department has organized and coordinated over 200 provincial-level sports competitions, mainly in the following subjects: Table tennis, Badminton, Children's football, Athletics, Volleyball, Tennis, Chess - Chinese chess, Pencaksilat, Traditional martial arts, Taekwondo, Cycling, Folk dance, dancing, Cycling racing, Lion and Dragon dance.....
Implementing the regulations of the Law on Physical Education and Sports, physical education and sports in schools have seen changes. Currently, the whole province has over 100% of schools implementing the regular physical education program in accordance with regulations; over 84% of schools have regular extracurricular sports activities.
The implementation of the provisions of the Law on Physical Training and Sports in the Armed Forces shows that physical training and sports in the armed forces are always given attention and developed strongly. The average rate of officers and soldiers meeting physical training standards in units is over 98%. Many Army and Police athletes have high professional qualifications and have won many medals when participating in provincial and industry sports competitions.
Every four years, the Ministry of Public Security and the Ministry of National Defense organize sports competitions for the entire force to promote physical training and improve health, attracting officers and soldiers to participate. Sports facilities in the armed forces are increasingly invested in and upgraded.
On that basis, sports activities in the armed forces have gradually stabilized, both performing the task of physical training to serve combat readiness and contributing to the overall sports achievements of the province and the country.
With high-performance sports, implementing the provisions of the Law on Physical Training and Sports and guiding documents, state management of high-performance sports has been strengthened and initially put into order. The system of training facilities for sports talents has been gradually completed and has unified direction and management.
Policies and regimes for athletes and coaches have been and are being completed such as: Expenses on nutrition, daily wages, insurance, material rewards... have been basically guaranteed, contributing to creating good conditions for athletes to practice, strive, and contribute to the province.
The system of high-performance sports competitions in the past 9 years, the Department has participated in over 300 national sports competitions, mainly focusing on the following subjects: Boxing, Wushu, Women's Volleyball, Weightlifting, Pencaksilat, Table Tennis, Badminton, Athletics, Taekwondo, Traditional Martial Arts, Men's Children's Football, Rowing, Muay. The results of the past 9 years have achieved over 1000 medals of all kinds and many athletes have reached the National level.
As of June 2025, the province is training 235 athletes in 14 sports. Regularly maintain training and coaching in high-performance sports, well preparing forces to participate in national and international competitions.
In the coming time, in order to improve and promote sports activities, Hung Yen sports sector has set out 5 main tasks and solutions including: Continuing to advise on accelerating the progress of building a system of sports institutions at all levels in the spirit of Resolution No. 18-NQ/TU, dated December 8, 2021 of the Provincial Party Standing Committee on the Project on developing the system of cultural and sports institutions in Hung Yen province for the period 2021 - 2025, with a vision to 2030; Encouraging businesses and individuals to directly or indirectly invest in sports activities; Advising and implementing well the issued mechanisms and policies. Reviewing and promptly drafting legal documents under the authority in the field of sports and physical training in accordance with local conditions, focusing on studying and amending and supplementing a number of regulations in the field of sports and physical training in accordance with the new situation to promote the development of sports and physical training in the whole province.
Continue to develop short-term and long-term plans for athlete selection and training at all levels in accordance with the planning and plan for the number of high-performance sports of the province. Strengthen the management of athlete selection, training, coaching and competition in a professional, scientific, strict and effective manner. Focus on cultural and political studies, raise awareness of organization, discipline, ethics and will for athletes; Send outstanding athletes of Hung Yen to participate in training, competition and study at strong training centers in the country and abroad to improve their professional qualifications.
Raise awareness and responsibility of education management staff at all levels, sectors, schools, families and society on physical education for students. Strengthen integration and improve the effectiveness of programs and plans for physical education and sports development in schools in the province.
Strengthen inspection and supervision of activities of sports federations, professional sports clubs and physical education and sports activities in Hung Yen province.
