The content is included in the draft Decree regulating preferential allowances for civil servants and employees in public schools, announced by the Ministry of Education and Training on May 13.
According to the Ministry, preschool teachers in favorable areas should have their allowances increased by 45%, while in areas with difficult socio -economic conditions it should be increased by 80%. The reason is that currently, the total income of teachers at this level is not commensurate with the characteristics and complexity of their professional activities.
"Preschool teachers have to care for andeducate children from 3 months to 6 years old, requiring high concentration to ensure safety and attract children's attention, often working 9-10 hours a day," the Ministry stated.
Currently, preschool teachers have the lowest income compared to other levels of education. With a starting salary coefficient of 2.1 and a 35% allowance, the total income of a new teacher is about 6.63 million VND per month. This is the main reason for the high rate of resignation at this level. From August 2023 to April 2024, more than 1,600 preschool teachers quit their jobs.
Also according to the draft, for the first time, school staff will have preferential allowances for their jobs. Of which, service and support positions such as librarians and clerks are expected to receive 15%; accountants and medical staff will receive 20% and specialized positions will receive 25%.
Currently, this group receives the lowest salary in the salary scale of officials, civil servants, and public employees, and has no opportunity to advance in professional titles, so schools have difficulty recruiting them.
In addition, the Ministry proposed to increase the preferential allowance for lecturers at preparatory colleges from 50% to 70%, equal to that of teachers at ethnic boarding schools. The reason is that the tasks of these two groups of teachers are similar.

The draft decree also has many other new points compared to the Prime Minister's decision on preferential allowances for teachers, issued since 2005. For example, all civil servants and employees, including interns, probationers and contract workers, are entitled to the regime, not just those who have been placed on the payroll.
The draft also details how to calculate allowances, cases that are not entitled to allowances such as: taking leave to receive social insurance benefits, being suspended from work continuously for one month or more...
The Ministry of Education and Training believes that when the new decree is passed, localities will be able to implement policies in a synchronous manner, contributing to improving the quality of education and retaining human resources.
Teachers' salaries are currently around 4.9-15.87 million VND per month, depending on the level of education. In addition, depending on the position and place of work, each teacher can receive one or several allowances: seniority allowance (5% after 5 years of work, 1% added each year), professional incentives (25-50%), position allowance, seniority allowance beyond the framework, special allowances for teachers who are artisans, teachers of the disabled, teachers working in areas with especially difficult conditions.
Therefore, teachers' actual income ranges from about 6.6 to 30 million VND.
