The conference on social feedback and criticism of the Quang Nam Provincial Planning Project for the period 2021 - 2030, with a vision to 2050, organized by the Vietnam Fatherland Front Committee of the province on May 11, recorded many concerns and worries about the draft planning dossier.
Too many corridors, hubs and breakouts
According to the draft provincial planning, Quang Nam is oriented to develop space into 2 regions (Eastern region, Western region); develop space into 3 gateways (Chu Lai Open Economic Zone, Hoi An World Heritage Urban Area, Nam Giang Border Gate Economic Zone); form 3 dynamic clusters (Dien Ban - Hoi An - Dai Loc; Duy Xuyen - Thang Binh - Que Son; Phu Ninh - Tam Ky - Nui Thanh) and develop space along 8 corridors.
In addition, Quang Nam aims to form an international aviation, seaport, and tourism center; a regional center for automobile mechanics, mechanical engineering, and electricity; a national center for pharmaceutical and silica industries; a center for deep-processing agriculture and forestry; and a high-quality vocational training center.
Along with that are 6 breakthroughs in infrastructure and urban areas; breakthroughs in industry; breakthroughs in services and tourism; breakthroughs in agriculture; breakthroughs in society and ecological environment; breakthroughs in digital transformation and administrative procedure reform.
Mr. Le Tu - Director of Quang Nam Urban and Rural Planning Institute Joint Stock Company raised the question, is it true that the draft provincial planning has planned too many corridors, centers and breakthroughs. The allocation of development space will decide all future development factors and any planning must have a system of solutions for implementation.
“Too many centers lead to the dispersion of investment resources, and some centers are even unfeasible. The breakthroughs mentioned are just normal solutions that we have been implementing for a long time. As for the corridors, especially the 5 overlapping east-west corridors, they need to be linked to the history, the dynamic clusters and the development vision of the land,” said Mr. Le Tu.
Mr. Nguyen Hung - Deputy Director of the Department of Planning and Investment said that the establishment of 5 corridors in the east-west direction is quite complicated but it follows the current status of existing national highways in the province. The above issues have been considered many times but the responsible agency will continue to listen to feedback to complete before submitting to the national planning appraisal council.
Need a list of key projects
According to Chairman of the Vietnam Fatherland Front Committee of the province Vo Xuan Ca, planning is the backbone for development, opening up a strategic vision, the basis for mobilizing resources, ensuring economic and social security and order of the province for an entire period.
“Quang Nam has the aspiration to form many centers, including a center for medicinal herbs, but this is not simple. To have a basis for implementation, it is necessary to define a list of key projects of Quang Nam in this draft planning.
"Only with a specific list of key projects can there be corresponding policies, human resources solutions, capital mobilization, implementation and supervision organizations... to realize them" - Mr. Vo Xuan Ca said.
Delegates attending the social criticism conference also agreed on the need to clarify the feasibility of some orientations and strategies in the project. They could mention the development of Dien Ban into a center of science - technology and innovation - creativity or the goal of the digital economy contributing 30% of the province's GRDP by 2030, or the vision of making Quang Nam a centrally-governed city by 2050... The above objectives and orientations are either too vague or too different from the current situation of the regions.
Mr. Tran Quoc Bao - Vice Chairman of the Vietnam Urban Planning and Development Association, Chairman of the Quang Nam Business Association said that the goal of contributing 30% of the province's digital economy's GRDP by 2030 is quite vague, because currently nationwide, the concept of digital economy is quite vague.
In addition, it is necessary to carefully consider some of the contents mentioned in the planning because the disadvantages outweigh the benefits, such as investing in wind power in Cu Lao Cham. It is not possible to just meet the conditions of wind power and turbine height to study wind power investment.
Regarding the issue of digital economy, both representatives of the consulting consortium acknowledged that it is very difficult to determine, because even the Ministry of Information and Communications currently does not have a clear set of criteria for evaluating the digital economy.
This target is based on two bases: the national master plan and Resolution 26 on the development of the North Central and Central Coast regions. Quang Nam aims to become a fairly developed province, so the digital economy figure cannot be lower than the Government's target.
Mr. Nguyen Hung said that this is the first time the whole country has implemented a master plan at all levels, integrating all fields, so the implementation is difficult in terms of methods and organization because the content is very large.
The draft with full content will show most of the remaining issues, including the list of key projects. After approving the provincial planning, if any problems arise, depending on the reality, the competent authority will be recommended for adjustment.
