This orientation is clearly affirmed in Decision No. 645/QD-TTg of the Prime Minister on the Master Plan for National E-commerce Development for the 2021-2025 period. Accordingly, e-commerce is identified as a pioneering field, applying digital technology to modernize production systems, distribution models, improve business efficiency and create momentum for sustainable growth for exports.
Creating a favorable environment for e-commerce
To realize these goals, the formation and development of a synchronized e-commerce ecosystem from domestic to foreign markets, from manufacturers to international distribution channels in an effective manner is indispensable. No single enterprise or organization can handle all the diverse aspects of e-commerce, from technology, logistics, finance to policy and capacity to access international markets.
Therefore, the e-commerce ecosystem needs to be built as a multi-dimensional interactive network, where key components including management agencies, technology solution providers, export production units, logistics and financial units, consumers, etc., along with training organizations and media networks, participate, support and resonate with each other, creating a strong system capable of self-regulation and sustainable development.
Efforts to promote a sustainable e-commerce ecosystem in Vietnam are being actively implemented by the Department of E-commerce and Digital Economy, Ministry of Industry and Trade through many specific action programs.
The main focuses include institutional improvement and policy development to create a favorable legal environment and capacity building for business and the community through training programs and support for small and medium enterprises, infrastructure and technology development with cashless payment solutions, smart logistics and artificial intelligence (AI), along with promoting international cooperation and cross-border e-commerce to seek and expand export channels to foreign markets.
In the coming time, the Department of E-commerce and Digital Economy will continue to promote practical activities to create a more favorable environment for the development of e-commerce. One of the outstanding events is Vietnam E-commerce and Digital Technology Application Forum 2025, taking place from September 4-6, 2025 in Ho Chi Minh City, within the framework of the Exhibition and Event connecting international supply chains Vietnam International Sourcing 2025.
This forum is expected to be an important bridge, gathering experts, policy makers and e-commerce and digital technology businesses from many countries to share knowledge, experience and orient breakthrough solutions for the development of e-commerce and Vietnam's digital economy in the coming time, focusing on 4 main areas including: E-commerce, cross-border e-commerce, e-commerce operations; Logistics; Digital technology solutions for businesses; Digital financial solutions.
With the cooperation of more than 60 Vietnamese Trade Offices abroad, the forum is expected to welcome more than 300 international business delegations from many countries. International delegations come to Vietnam to seek cooperation opportunities, import goods and connect investments.
In particular, the forum will create conditions for Vietnamese enterprises to trade directly with potential partners in the fields of cross-border e-commerce, logistics and digital technology transfer. The presence of a large number of international buyers and investors promises to open up great opportunities for Vietnamese enterprises to expand export markets and participate more deeply in the global supply chain, thereby improving competitiveness.
Making cross-border e-commerce a long-term growth lever
According to Mr. Bui Huy Hoang, Deputy Director of the Center for E-commerce and Digital Technology Development (eComDX), Department of E-commerce and Digital Economy, Ministry of Industry and Trade, global e-commerce is not simply opening a booth but a game that requires thinking to gradually master the digital value chain.
In order for cross-border e-commerce to become a long-term growth lever, Vietnamese businesses need to be more proactive in their thinking about directly approaching international markets, instead of just relying on existing platforms. Currently, many Vietnamese businesses are still struggling to put their products on the market without a systematic strategy for building a database, operations, marketing, and cross-border after-sales services.
From the experience of implementing business support programs in the past time of the Department of E-commerce and Digital Economy, Mr. Hoang said that many small and medium enterprises when entering international e-commerce often face difficulties in optimizing international logistics operations, managing multi-market orders, and especially lack of data on consumer behavior of each country, region or specific market. The lack of in-depth measurement and analysis tools makes them vulnerable to competition.
Therefore, Mr. Hoang believes that in the context of rapid technological development today, Vietnamese enterprises need to be supported to build internal capacity to self-coordinate, optimize and measure the effectiveness of cross-border e-commerce activities, instead of just "participating" without "mastering".
To support export businesses, there are currently many operating partners. e-commerce International has been working with eComdx Center to exchange pilot models of exporting goods via e-commerce, and gradually expand the scope for Vietnamese exporting enterprises in the coming time.
